Sub: Submission of our Budgetary Offer for Supply, Installation, Testing & Commissioning of Test Bench
for E-70 Brake System for Locomotive as per our Technical Specification in Annexures II and III.

Ref: Your discussion with us dated 16.05.2023.

We thank you very much for the above referred enquiry and are pleased to submit our offer as below.

SCOPE OF WORK:
We would like to inform that the E70 Test rig equipment is customized and exclusively designed by us for our
E70 brake system for Electric locomotive and we are the Proprietary supplier of the equipment.

Further, we would like to mention that the E70 Brake system supplied by us is to be tested using
recommended Test equipment to avoid safety issues.

(I) SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF TEST RIG FOR E70 BRAKE EQUIPMENT
OF FTRTIPL MAKE FOR TESTING OF VALVES AS PER ANNEXURE II.
Description and Scope are as per Annexure- II enclosed.
Kit Part no. FT0051403-K09: E70 TEST RIGS AND EQUIPMENTS consisting of
a. Part no. 795 401 500 – Test Rig for E70 Brake System
Consists of:
1. RBTR-0106 for testing individual valves/items outside E70 panel manifold assy
2. RBTR-0102 for testing all sub-assembly manifolds of the brake frame
3. RBTR-0103 for testing all individual valves mounted on the E70 panel manifold assy

b. Part no. 790 795 200 - EQUIPMENT REQUIRED for OPERATION OF TEST RIG.
AS PER ANNEXURE III required for installation of Test Rigs.

LABOUR CHARGES FOR INSTALLATION, TESTING AND COMMISSIONING OF 3 TEST RIGS VIZ
RBTR –0106, RBTR-0102, RBTR-0103

Note:- Any civil works is not in our scope of work.

PRICE TERMS:

The Prices quoted F.O.R. Destination. However, the freight charges up to destination will be borne by us.
The rate quoted does not include any freight element.
GOODS AND SERVICES TAX

Central Government has indicated that Goods & Service Tax should be imposed on the value of goods
The present rate of IGST is 18% extra and will be charged on the price quoted. However, any variation
at the time of delivery will be to your account.

Other Statutory Taxes/Levies (SVC Applicable)
Any Statutory variation in GST Rates/other levies imposed by the Central/State Governments or any
new taxes/levies imposed by the Central / State Governments at the time of delivery/
supply/installation/service or any stage during the execution of contract will be extra to your
account as per Tender condition.

DELIVERY:-
SUPPLY PORTION:
Within 30 weeks from the date of receipt of technically and commercially clear order.

INSTALLATION PORTION:
Within 4 weeks from the date of receipt of confirmation from the shed that the site is ready to
receive the test rigs for installation with civil works being completed by the shed.

Payment Terms: -

For Supply of Test Equipment

40% Advance Payment & Balance 60% after Successful Inspection before dispatch.

For Installation and Commissioning of Equipment

100% payment for installation & commissioning charges immediately after the commissioning at the
consignee’s premises.

INSPECTION
Inspection of Equipment by Consignee based on GC & TC at our FTRTIPL, Hosur works prior to dispatch
for the E70 Test Rig equipment.

Inspection by Consignee and issue of Joint Inspection note against the Installation work completed

ROAD PERMIT
In order to dispatch materials by Road/Courier/Speed post etc., and to meet your urgent
requirement, we request you to kindly provide us Road Permit (Form31) / Way Bill wherever
applicable along with the purchase order for our prompt execution.

GST declaration:
We hereby declare that while quoting the above prices, we have taken into account the
credit available under the GST Input Tax Credit rule with effect from 01.07.2017 and hence
the price quoted above is final.

OCTROI EXEMPTION CERTIFICATE

Please provide Octroi Exemption Certificate along with purchase order if any applicable. Otherwise
Octroi will be charged extra on you.

Deferment of Delivery: -
As the equipment is made to order, it will not be possible for us to defer supplies once the order is
placed. If at all, any deferment is to be considered this should be discussed with us and mutually
agreed to before implementation. However, we will be at liberty to deliver and invoice any
equipment, which had been inspected prior to such requests for deferment being received.

WARRANTY:
Our equipment will be under warranty for a period of 30 months from the date of supply or 24
months from the date of commissioning of equipment whichever is earlier.

FORCE MAJEURE:

In the event of any unforeseen event directly interfering with the supply of stores/execution of this
contract arising during the currency of the contract, such as insurrection, restraint imposed by the
Govt. Act of legislative or other authority, war, hostilities, acts of the public enemy, civil commotion,
sabotage, fires, floods, explosions, epidemics, quarantine restrictions, strikes, lockouts, or acts of
God, we shall inform to you within a week from the commencement thereof. If the force majeure
condition/s mentioned above be in force for a period of 90 days of commencement of such force
majeure then Railways shall give 14 day notice to FTRTIPL in writing. In case of such termination, no
damages shall be claimed by either party against the other, save and except those, which had
occurred under any other clause of this contract prior to such termination.
