CHAPTER 1

THE PROBLEM

Introduction

Tourism destinations are vital to the tourism industry, and their long-term survival

may entice visitors to return. It is commonly acknowledged that the tourism destination

substantially influences traveler behavior and decision-making, as well as a critical role in

the destination-choosing process. Constantly, new tourist destinations appear throughout

the globe. They have achieved their goal; they have grown, changed, and reached a point

when their development may stay steady, diminish, or expand.

The World Tourism Organization defines a tourist as “Travelling to and staying in

places outside their usual environment for not more than one consecutive year for leisure,

business, and other purposes.” According to Cruz, there are differents kinds of tourists,

and it can determine what kind of tourists it is by the length of stay in a destination, its

purpose, and preference

The Philippines is an archipelagic nation comprising 7,107 islands, 82 provinces,

and 17 regions. The country's abundant biodiversity is its most popular tourist

destination. The Philippines' rich historical and cultural legacy is also one of the country's

attractions.

Bicol offers one of the Philippines' most diversified collections of tourist

attractions. Aside from the well-known Mayon Volcano in Albay and Caramoan Island,

other well-known attractios include Lignon Hills, Kawakawa Hills, Penafrancia Park,

Matnog and Subic Beach among many other with their enticing natural fetures six

provinces comprisethe Bicol region: Albay, Camarines Norte, Masbate, Sorsogon,

Catanduanes, and Camarines Sur. Cam Sur is the Philippines' newest and fastest-growing

tourist destination. As a result of the intended eco zone enterprises and the increased

Bicol tourism marketing effort, investors are anticipated to arrive.

Baao Municipality is a developing city that is transforming and expanding to

compete with other municipalities and become well-known and diversified. Tourism-

wise, the city diversifies its state by cultivating a contemporary culture based on the

citizens' and the city's abilities. It is a hub of commercial and cultural activity. Suppose

Baao develops into a developed city or even a municipality of the third tier. In that case,

the study will suggest that it was successful. The researchers may conclude that Baao's

previous qualities have altered. More tourism infrastructure and outdoor activities were

developed.

Mt. Simurai is the tallest peak in Buluang, Baao. The ancient people of Barangay

Buluang named the plateau Mt. Simurai, after the legend story of "Simus" and "Rai," the

first people who lived there. At first glance, it may seem like Mt. Pulag and Mt.

Makiling. Mt. Simurai lies in Buluang, Baao, Camarines Sur, Liboton Zone. At its

summit, you can see Baao, Mt. Mayon, Mt. Asog, and the waters of Sagnay. Early in the

morning, the top was covered with clouds. Mt. Simurai is perfect for trekking and

camping in Baao. The Simurai's barangay is unknown. Locals say Mt. Simurai is shared

by Caranday, Lourdes, and Buluang.

Mr. Venancio Antones (Forest Technician II) of DENR Iriga says Mt. Simurai is

a plateau or hill in Barangay Buluang because there is no identified mountain in Baao. He

mentioned that the Antipolo is highest part of Baao.

Mt. Simurai is not forest territory but private land, and its sudden popularity has

researchers' attention.

In the middle of the pandemic, the natural spot suddenly boomed with the help of

social media platforms, especially Facebook. Numerous tourists posted photos of the

place that caught the researchers' attention. The researchers have come up with this study

because of the urge to know its potential as a tourist destination. In line with the

discussions above, the researchers have chosen to conduct this study to explore more.

Even though there are some problems that the researchers have encountered going to Mt.

Simurai, like the passageways, it is pretty narrow and slippery, which made it difficult to

pass through. It took a long time to reach the destination.

Also, through this study, the researchers develop an electronic guidebook or a

solution to improve the destination. This research will also help municipal officials and

locals determine and adapt policies and ordinances to enhance and preserve natural

beauty. In this way, the development of the are will help the municipality to be well

known not just in Camarines Sur but in the entire Bicol region as well as the Philippines.

CHAPTER 2
REVIEW OF RELATED LITERATURE AND STUDIES

This chapter presents a review of the related studies and literature, both foreign

and local, as well as the synthesis of the art, theoretical and conceptual frameworks

related to the study. The researchers compared the present study with those of previous

researchers, and the insights derived from the previous research enabled the researchers

to evaluate and relate it to the current study.

Review of Related Literature

This part of the study presents the related literature and reflections on the subject.

These were gathered and culled from books, electronic materials, and other researchers.

The information collected from this literature and studies provided the researcher with an

intensive range of ideas and insights that were considered in coming up Mt. Simurai, as a

tourist destination in Baao, Camarines Sur.

Ecotourism Destination

Tourism is defined as spending time away from home for amusement, leisure, or

enjoyment while taking use of professionally offered services. Is a destination the place

to which a person travels or the location to which something is transported? A tourism

destination is a site or region where travelers or visitors spend time and exhibit tourism

products such as attractions, support facilities, and other tourism resources, as well as a

well-known image and established management, physical and administrative parts.

Tourism has had a significant impact on the world throughout the centuries. It has

become the most important economic industry in most countries. Amare Arellano (2019),

defined a tourist destination as a tourist attraction that attracts visitors due to its

inherent or demonstrated natural or cultural work, historical significance, natural or

architectural beauty, and leisure and entertainment. Angioni & Musso (2021). Likewise,

Jalis (2019) defined a tourist destination as a location or area that offers a variety of

tourism-related items and attractions that provide a tourism experience for individuals or

groups traveling away from their home or town.

It explained that a tourism destination is a unique location that receives tourism

activities. Pérez-de-Azpillaga et al. (2020) It identifies the tourist resources that fuel the

activity, the lodging and ancillary services available, the infrastructure and equipment

that enable it, and the image and marketing channels that make the destination

identifiable and accessible to the demand.

The define ecotourism is responsible travel to natural areas that conserves the

environment, sustains the wellbeing of the local people, and creates knowledge and

understanding through interpretation and education of all involved

(visitors, staff and the visited)”. In the study of Constantin, C. P., Papuc-Damașcan, V.,

Blumer, A., Albu, R. G., Suciu, T., Candrea, A. N., & Ispas, A.(2021) In this respect,

ecotourists are interested in exploring natural attractions and cultural or historical sites.

Ecotourism destination includes at least a protected area and the local communities

around or within it, including the protected area administrator in managing the whole

destination.

Ecotourism is the most unifying alternative strategy. It is frequently viewed as a

panacea capable of balancing economic development, environmental conservation, and

community well-being. Based on the study of Khan, M. M., Siddique, M., Yasir, M.,

Qureshi, M. I., Khan, N., & Safdar, M. Z. (2022).

The tourism development process and its different dynamics revolve around the

nature of tourism planned for a particular destination or area, which can be specified as

ecotourism, sustainable tourism, green tourism or regenerative tourism, etc. In the study

of Baloch, Q. B., Shah, S. N., Iqbal, N., Sheeraz, M., Asadullah, M., Mahar, S., & Khan,

A. U. (2022). Ecotourism is “responsible travel to natural areas that conserves the

environment, sustains the well-being of the local people, and involves interpretation and

education.

According to the World Conservation Union (IUCN), ecotourism involves

“Environmentally responsible travel to natural areas, to enjoy and appreciate nature (and

accompanying cultural features, both past, and present) that promote conservation, have a

low visitor impact and provide for beneficially active socio-economic involvement of

local peoples.”

The rest of the potential ecotourism criteria (safe to the public, sustainability of

tourism activities, travel time to the waterfall, panoramic appeal, and porous pathways)

bared moderate potential of 2.45, 2.35, 2.30, 2.15, and 1.55 rating, respectively.

Providing adequate financial and development support from the GOs and NGOs of

Ormoc could help boost the ecotourism potential of Sayahan falls. Moreover, the study of

Marielle de la Cruz Nierras (2022)

Ecotourism is increasingly essential in the Philippines. This chapter accounts for

the National Ecotourism Strategy and allied policy frameworks. Based on the study of

Rivera, J. P. R., Gutierrez, E. L. M., David, I. B. M., & Newsome, D. (2022). Such

undertakings emphasize the importance of natural destinations where ecotourism can lead

to economic growth, environmental conservation, and the development of local

communities.

Destination Attributes

The purpose of this study was to provide the tourist profile, identify the value of

destination qualities such as natural elements, cultural features, recreational and retail

facilities, infrastructure and businesses, accessibility, reception, services, and cost or

pricing, and test for a significant difference in destination attractiveness when grouped by

tourist profile. This was reflected on the study by Delos Reyes et al. (2020)

Based on the findings, leisure is the primary reason for visiting Batangas Province,

with pleasant experiences and adventurous activities ranking #1. All aspects of a

destination's allure, including amenities, infrastructures and organization, historical

components, welcome, recreational and retail facilities, natural assets, and cost and

pricing, were deemed crucial.

In the study titled “Attributes of Tourism Industry in CALABARZON: Inputs to

Business Operations Initiatives” conducted by Valdez (2019), the result showed that the

tourists, residents, and local government unit all agreed that the CALABARZON region

moderately attributes to tourists due to competitors of tourist destination on the good

services provided among them. The investment climate affects the attributes of the

tourism industry in the CALABARZON region.

The found that the significant factors affecting the tourism industry and even the

global economy were peace, natural beautification, transportation facilities, hospitality,

good attitude of the population, and historical places. Khan et al. (2020)

The entitled “Destination Attributes and Memorable Travel Experiences in Silk

Road Tourism in Uzbekistan,” the results suggest that destination attributes include

multidimensional constructs consisting of five dimensions, namely, cultural attributes,

natural attractiveness, the local people and superstructure, infrastructure, and price

attractiveness. Raimmkulov et.al. (2021) Furthermore, the results reveal that tourist

satisfaction increases loyalty. A mediating role of the sense of reliving concerning

satisfaction and commitment was also confirmed. Tourists remember their travel

experiences upon returning home, relive Silk Road travel experiences, and demonstrate

their behavioral intentions. These findings can provide a deeper understanding of

destination attributes and memorable experiences for increasing loyalty to destinations

related to Silk Road tourism in Uzbekistan.

Observe that the degree of accessibility is based on the road, rail, and air

infrastructure and on time necessary to reach the market, which affects the tourism flows

as determinants of the total factor productivity of a region. Huang-Ping Yen, Po-Chi

Chen & Kung-Cheng Ho (2021) Following this degree of accessibility, several studies

use a particular variable to describe accessibility.

The concluded that tourism development, as well as the creation of innovative

activities to improve tourist flow, were considered essential. In tourism, creative actions

aim to develop new trade markets, introduce current informational technology and

modern forms of organizational and managerial activities, and generate new products or

alter existing products. As a result, innovation in the tourism industry is critical to its

growth. Ergashev & Jabborova (2021)

It discovered that tourists' views of safety and security in Kakum National Park

ranged between secure and unsafe. Poku and Boakye (2019) However, travelers'

perceptions of safety and security in Kakum National Park were influenced by their needs

and their age and origin continent. Notably, earlier research has shown that SnS

influences visitor decisions and affects the image of places.

They described that safety and security are essential factors to tourists when

choosing a destination and when selecting a hotel to stay int. The first aspect tourists

consider to be protected from risks and hazards. Torralba, Murphy & Ylagan, and Alex

D.(2021). This study aimed to determine the level of safety and security regarding public

threats, life and property, public health, accessibility, and environmental security and

assessed guest satisfaction regarding facilities/ amenities.

The safety and security aspects play a vital role in the hospitality industry as this

industry is dependent mainly on customer relationships with the hotel. Suppose the guest

encounters any security issue during their stay in the hotel. In that case, it leads to

dissatisfaction among the guests resulting in Cognitive dissonance due to which the

guests seek other hotels, and their buying consumer behavior becomes variety-seeking

consumer behavior. oChauhan, A., Shukla, A., & Negi, P. (2019) On the other hand, if

the guests face no security and safety issues during their stay in the hotel, it leads to guest

satisfaction resulting in improvement of rapport and good will of the hotel in the society,

thereby achieving its primary objectives of profit maximization and guest.

In an increasingly competitive market for tourism service providers, it is possible

to improve or preserve positions by providing a unique, high-experience content

assortment; uniqueness should also be emphasized to increase the attractiveness of rural

tourism. Korodi M. David (2019)

Per Poon stated that time and demand for tourism services either advance or

change. Such changes could be due to the so-called ‘new tourist’ emergence. Another

critical issue that has arisen is the seasonality in tourism, which has a negative and

positive implications; there is much loss of potential and underutilization of facilities

during low seasons, while peak seasons bring too much pressure on resources due to

congestion, Alshuqaqii and Oman (2019).

It suggested developing infrastructure such as accommodation facilities,

restaurants, and transportation facilities (airport, railway, etc.), ensuring security, taking

more promotional activities, and reducing the cost of touring, etc. to satisfy tourist

interest can be helpful for the tourism industry in Bangladesh. Furthermore, Islam and

Akter (2021)

Accessibility is defined as the ability to provide tourists access to a destination,

including traveling throughout the destination. In the study of Chanda Biswas, Hamimi

Omar, and Rashid-Radha (2020),

Tourism safety and security issues, particularly at the regional level, should be the

topic of economic research. The financial nature of tourist safety and security allows us to

view it as the most important precondition for the long-term development of tourism

within destinations and regions, which manifests itself in assuring the realization of

entrepreneurial tourism potential. Additionally, they expounded that an adequate safety

and security system in tourism is required to increase inbound and domestic tourist flows.

Mazur, Aliyev, & Zhelizko, (2020),

Synthesis of the State of the Art

The different kinds of studies from foreign and local authors represent the general

picture and ideas for tourism development. In developing tourism, the government and

the private and public sectors must work together to pursue tourism development.

Correspondingly, the different criteria and methods were recognized and

emphasized on sustainable tourism development issues. The studies of Constantin, C. P.,

Papuc-Damașcan, V., Blumer, A., Albu, R. G., Suciu, T., Candrea, A. N., & Ispas,

A.(2021) and Baloch, Q. B., Shah, S. N., Iqbal, N., Sheeraz, M., Asadullah, M., Mahar,

S., & Khan, A. U. (2022) are similar to the present study because they all stated that

ecotourism is responsible travel to natural areas that conserves the environment, sustains

the wellbeing of the local people, and creates knowledge and understanding through

interpretation and education of all involved (visitors, staff and the visited), In the present

study, ecotourism destination are classified as natural attractions and cultural or historical

sites that Mt. Simurai is one of the examples of genuine interest.

The studies of Rivera, J. P. R., Gutierrez, E. L. M., David, I. B. M., & Newsome,

D. (2022) are similar to the present studies because the importance of natural destinations

where ecotourism can lead to economic growth and environmental conservation, and

development of local communities can help the Mt. Simurai more popular. The difference

between this study and the present one is that Mt. SImurai is focusing on becoming one

of the tourist destinations here in the Bicol region while the above studies have not

mentioned any specific destination.

The studies of Valdez 2019 and Raimmkulov et.al. (2021) are similar to the

present study because both dealt with the uniqueness of a tourist destination. These

studies show the same character as what the present study wants to imply. The attributes

of the place's assets and what it can offer to the public show uniqueness from the rest of

the tourist spots in the area. These studies primarily focus on the identity of the

destination most attractive to visitors in meeting their destination needs and goals, while

the present research focuses on natural uniqueness; tourists find the destination appealing

or attractive, which makes them want to visit again and again. In addition, the studies

suggested that the identity of a destination is a potential key for the tourist.

The studies of Khan et. Al 2020 and Raimmkulov et al. 2021 are different from

the present study because they focused on factors that can affect the tourism industry and

focused on five dimensions. This study established a good foundation for the present one.

In these studies, the researcher described the tourist destination towards tourism

development, analyzed the overview, and supported the industry. The studies conducted

by foreign and local authors noted that not even one had the same as in the present study.

Semblance was familiar only in the same aspect but not the whole research. A brief

account of the main point in this study provides the researcher with substantial

background on the importance of tourist destinations, location, accessibility, tourist

activities, safety and security, and challenges.

Theoretical Framework of the Study

Butler’s Tourism Development Theory In 1980, Prof. Richard W. Butler

developed a product theory for tourism development. Strategic management and planning

have been presented for developing new tourist destinations, and their practical

implementation must be researched to conform to the idea. It explains various motions

and prospects of development in tourism all across the world. This section describes the

concept of tourism development and factors that affect tourism development in

determining Sustainable Tourism Development. Butler's theory of tourism development

has been eventually included in the section along with the impacts on society of

developing tourism which is eventually explicated. The researcher has also gained

knowledge on the various which come across the path of developing tourism as well as

identified the gaps in the present and previous literature works on Tourism Development

This theory of Richard W. Butler, this stuly will be conducted to determine Mt.

Simurai as tourist destination in Baao, Camarines Sur. The theoretical paradigm shows

the phases of Mt. Simurai's growth in Baao, Camarines Sur, which intends to become a

prospective tourist destination. It also indicates that the development of Mt. Simurai will

be decided by a group of stakeholders, or those who have the power and authority to alter

the development process: 1) the local government unit, 2) the local residents, and 3) the

tourist.

Figure 1 shows the theoritical frameworks of this study that helps Mt. Simurai

become a tourist destination in Baao Camarines Sur and also it can helped the local

government unit and the Department of Tourism to developed and improved this

destination..

This development theory provides a suitable framework and platform to illustrate

the process of tourism development. Such methods are more complex because the

tourism industry comprises diverse interrelated fields. This theory provides the analytical

framework from where it stands, as the progression in tourism development can be

explored. This theory is related to our study because it will strengthen the development of

Mt. Simurai as a tourist destination in Baao, Camarines Sur. The performance and

competitiveness of the tourist sector are essential components of the destination's

economic development, with its distinctive and enduring natural resources serving as the

major attraction. As the goal continues to develop, it will be inevitable to reach the stage

of stagnation and degradation.

The more deteriorated a location is, the less attractive it is to tourists. Therefore,

the researchers developed this theory to assist the municipality of Baao, Camarines Sur in

producing an Electronic Travel Guide Book and promoting Mt. Simurai as a tourism

destination, as well as to guide and support the Local Government Unit Tourism Office,

inhabitants, and visitors in sustaining the destination's growth.

CHAPTER 3
RESEARCH METHODOLOGY

This chapter presents a description of the research process. It provides

information concerning the method used in undertaking the research and a justification

for the use of this method. It describes the various stages of the research methodology,

including the research method, the respondents, the data-gathering instruments, and the

statistical treatment of the data.

Research Method

The researchers preferred to use mixed-method specifically quantitive and

qualitative, in interpreting the data utilizing a survey questionnaire and interview. A

mixed method in the sense that the data was gathered using survey questionnaires,

checklists, and observation designed to describe and interpret Mt. Simurai as a tourist

destination. Based on the survey questionnaire and interview, the method emphasized the

actual happening or the existing condition of the place. The researcher also gathered the

data through survey questionnaires and visiting the site among selected persons to further

analyze and support the data. This method helped the researchers to determine the profile

of Mt. Simurai as tourist destination in Baao Camarines Sur, the status of this tourist

destination may benefit the LGU on tourist destinations and recommendations that can be

proposed to enhance the tourist destination in Baao, Camarines Sur.

Locale of the Study

This study will be conducted in Baao Camarines Sur. The researchers will gather

respondents who reside in Region V. The researchers will distribute the survey

questionnaires through google Forms and hard copy and conduct an interview through

guide questions. The questionnaire and interview guide are self-made. The researchers

used Slovin’s formula and Random sampling in the study. Slovin’s formula was used to

acquire the sample size or the actual percentage of the population to be considered as a

sample of the study.

Respondents

The respondents are the primary data sources required to complete the study, and

by using them, the research task is completed. The proponents used a random sampling

method to classify the respondents. This method is the most straightforward of all

probability sampling since it only involves a single random selection and requires little

advanced knowledge about the population.

The fundamental goal of random sampling is to study and concentrate on specific

features of the population of interest to answer the research questions successfully.

Researchers purely consider the purpose of this study and the target respondents'

understanding.

The researchers chose the Local Residents, Local Government Unit personnel, and

Tourists as they are the crucial components determining whether the research project

succeeds or fails. There were (60) respondents who participated in this research. This

includes Twenty residents, Twenty tourists who have already visited Mt. Samurai, and

Twenty from the Local Government Unit of Baao. There are no specific requirements for

their selection, only validation of research. The respondent answered the self-made

questionnaires given to them and the interview guide questions that provided the data

needed for this study.

Data Gathering Procedure

According to e.g., Brookhart and Dunkin 2003; Lai and Waltman 2008.”

Questionnaires and interviews are often used in mixed-method studies investigating

educational assessment. In contrast, questionnaires can provide evidence of patterns

amongst large populations, qualitative interview data often gather more in-depth insights

on participants attitudes, thoughts, and actions” (Kendall, 2008).

The study began by seeking approval about the topic and the problem from the

panelist. The researchers conducted a formal interview using guide questions. Also, the

researchers used the google form and a hard copy of the questionnaire to personally

distributed it to the target respondents. The actual performance and presentation of the

study were done. The study instrument was distributed using Google forms and emailed

and messaged to respondents by the researcher; paper questionnaires and interviews with

guiding questions were also administered to respondents in person. Respondents were

given sufficient time to complete questionnaires throughout the data collection process.

The surveys were hand-delivered by the researchers to the respondents, and the

Google forms were sent by email and messenger to ensure that the respondents submitted

all data and information required for the study. The results of the study were organized,

tallied, and interpreted by the researchers. Aside form the questionnaire, the researchers

personally visited the tourist destination and conducted their own observation.

Data gathering Tools

The self-made questionnaire checklist and interview guide questions are the

primary data collection tools. The google form and hard copy of the questionnaire were

used to gather data about the profile and destination attributes of Mt. Simurai, and

interview guide questions were used to collect information about the challenges

encountered in Baao, Camarines Sur. The self-made questionnaire and interview were

designed to elicit the respondents about the destination attributes and the difficulties

faced by the tourists in Simurai. The researchers used a random sampling method to

classify the respondents. The study used the Likert Scale to analyze the destination

attributes of Mt. Simurai as a potential tourist destination in Baao, Camarines Sur. The

scales used was:

4-Strongly Disagree, 3- Disagree, 2- Agree, and 1- Strongly Agree

Questionnaire

This instrument is the primary tool used in the study to identify whether Mt.

Simurai has the potential to become a tourist destination or not; the questionnaire and

interview guide was made to gather reliable and concrete information.

The questionnaire is composed of two parts namely: Part I: The destination

attributes of Mt. Simurai as a tourist destination along; (a) Location, (b) Accessibility, (c)

Tourist activities, (d) Safety and Security. Part II: The interview guide is composed of:

The challenges encountered in Mt. Simurai as a tourist destination.

Administration and Retrieval of the Questionnaire

The researchers distributed and retrieved the questionnaires through google forms.

In addition to the data gathered, the researchers personally distributed the hard copy of

the questionnaire to the target respondents. The data generated were tabulated and

interpreted using appropriate statistical tools.

Validation of the Questionnaire

After the study title defense and considering the panel's comments and

recommendations, the researcher gave the adviser the questionnaires to evaluate. To

understand how the respondents interpret the questions, the researchers also consider the

dry run's result. To verify the validity of the questionnaire, the researchers distributed it

using Google Forms to a sample of 20 potential tourists in the

Camarines Sur. The final distribution of the questionnaire did not include the twenty

respondents above. Additionally, a reliability analysis was performed on the pilot study

data to assess the internal consistency of the instruments using Cronbach's Alpha.

Reliability of the Instrument

To determine the destination attributes of Mt. Simurai this study will employ an

internal consistency test of reliability. According to Middleton (2020), when a test has

multiple items intended to determine the same construct, the extent to which the thighs

are consistent. If all the assertions are internally consistent, the researcher can be sure

they are all credible indicators of the investigated variables.

CHAPTER 4

MT. SIMURAI AS A TOURIST DESTINATION IN BAAO, CAMARINES SUR

This chapter presents the results of the study Mt. Simurai. A tabular presentation of

the data was followed by a written analysis to offer a better understanding of the research.

This also contains the answer to the survey questions and observing the destination

provided by the respondents.

I. Profile of Tourist Destination

This section illustrates the profile of Mt. Simurai in terms of Location and Accessibility

A. Location. Mt. Simurai is located in Buluang, Baao, Camarines Sur. It is also known

that fewer people are living near Mt. Simurai and there are still no businesses and

establishments built in the area. The houses are also constructed far away from one

another. This implies that being in a rural area like Baao, Camarines Sur, the

destination is a natural-based attraction. It is necessary to maintain it in its natural

state to enhance the unique experience of tourists, especially those not from rural

areas. According to Mr. Rodolfo Bigueja, the son of the late Fabian Bigueja, the

owner of the parts of Mt. Simurai, they have known about the place for several years

already. But in 2020, during the pandemic, that’s the time that it became more

popular, and they decided to open it for tourism activities.

B. ACCESSIBILITY. Accessibility is an essential factor in tourism that

allows tourists to reach their destination. Based on the data gathered, the most

commonly used means of transportation is Habal-habal. Since the passage to Mt.

Simurai is relatively narrow, many tourists prefer to use habal-habal. All tourists

visiting Mt. Simurai can hire a habal-habal to reach the location because some four-

wheeled vehicles can't pass through. Riding in habal habal going to the site can give

an exciting experience because you can see the view of ways to get to the destination

and feel the fresh air while riding. However, while riding a motorcycle or habal

habal make sure that everything is okay, don’t move or what ever for your safety,

relax and enjoy the view. Habal-habal is a passenger, who usually ranges from two to

three persons, sits behind the driver, and is close to each other. Also, habal habal can

be used for emergency purposes because it is the one who can pass through the

traffic.

It is noticeable that the path going to Mt. Simura is not yet fully developed. That's

why some people visiting Mt. Simurai parked their cars at the cemented part of

Liboton St., Buluang, Baao. Based on the study of Huang-Ping Yen, Po-Chi Chen &

Kung-Cheng Ho (2021) observe that the degree of accessibility is based on the road,

rail, and air infrastructure and on time necessary to reach the market, which affects

the tourism flows as determinants of the total factor productivity of a region.

III. Challenges Encountered of the Respondents

Based on the interview, we gathered the challenges encountered by the

respondents in Mt. Simurai.

According to the respondents, the challenge they encountered in terms of

Location was "Mt. Simurai is far from the main road," which most of the respondents

experienced during their visit to the destination. It is far from the main road because you

will still need to trek when you go to Mt. Simurai, it is considered the highest peak in

Baao. There's still a need to develop an alternative road going to Mt. Simurai for the sake

of the tourists who want to visit the destination but aren't capable of doing so.

Respondent G Office in charge of the Tourism Office, said in terms of

Accessibility, most of our respondents have similar challenges. They've said that the road

to Mt. Simurai is not that accessible, especially to tourists with a vehicle. Many of them

thought that motorcycles could pass through. Still, it is only accessible at the cemented

part of the barangay road. Only those who love trekking and extreme adventures will

enjoy the destination.

According to Respondent A Municipal Agriculturist, Respondent E and P,

residents, said that the challenges they have encountered in terms of Tourist Activities.

Only limited activities can be done at the destination, with the most similar answers

among our respondents. They've said that only limited activities can be done because it is

far from the main road and some equipments that will be used to do such activities will

be hard to set up and bring to Mt. Simurai. A group of Tourists had already tried

paragliding and extreme ATV ride at the destination. That may be evidence that Simurai

is meant for adventurous people.

As for Respondent G officer in charge of the Tourism office, Respondent A,

Municipal Agriculturist, Respondent E said that in terms of Safety And Security. When

you go to Mt. Simurai, no barangay officials will welcome you, maybe because it is far

from the residential area. This explains why most of our respondents said that there a

"unavailability of Brgy/local officials" the said officials may guide the tourists during

their visit and may rescue them in case of emergency. According to the O.I.C Tourism

officer of Municipality of Baao, the barangay is willing to assign barangay tanods and a

trained emergency response team. But upon the visit, tourists may give an amount of 10

pesos as a fund in case of emergency happen at the area.

With this result, the researchers developed an impression that the destinations

need to be involved in the area management and development because they are directly

related to the tourist destination. This will help the barangay and Local Government Unit

of Baao; raining can be done to increase their capacity so that they can become the main

actors in their municipality. This kind of action can provide opportunities for improving

the destination of Mt. Simurai in Baao, Camarines Sur.

Though, according to the O.I.C Tourism officer of Municipality of Baao, the barangay is

willing to assign barangay tanods and trained emergency response team. But upon visit,

tourist may give an amount of 10 pesos as fund in case of emergency happen at the area.

Part II. Challenges Encontered of Mt. Simmurai as tourist destination

A. Location

Considered as the highest peak so you should expect that it is somehow difficult
to locate.and as of now no available access road going to Mt. Simurai.

(Respondent G, OIC Tourism Office)

Far from the main higway or main road in the barangay

(Respondent A, Municipal Agriculturist)

No available with easy access as of now quite difficult because Mt. Simurai is
very trekky.

(Respondent E,MPDC Officer)

It has a lot of winding roads that are really confusing if you are a first-timer.there
are no facilities in the area. It is too hard to call for emergency incase of
uncertainity.

(Respondent P, Tourist)
The location is not easy to find and it is so far

(Resident K, Tourist)
Mt. Simurai is not easy to locate for the reason that the path that you need to take
is far and somehow not easy to locate.

In my own experience, we don’t have any challenges that we’ve encountered.

(Respondent E, Local Resident)

A. Accessibilty

As of now a access road going to Mt. Simurai.

(Respondent G, OIC Tourism Office)

Dirt road, it is difficult to pass by using a gour wheeled vehicles.

(Respondent A, Municipal Agriculturist)

Although habal habal is the best mode4 of transpo going to simurai it's still
difficult because he can't really go straight to Mt. Simurai.

(Respondent E,MPDC Officer)

The pathways are not faint-hearted due to its long way to reach the destination. It
is one fo the secluded places in the community and tha there is no household in
the vicinity.

(Respondent P, Tourist)

The road is not accessible and needs to prepare .

The signal is not accessible.
(Resident M, Local Resident)

That time, we don’t have challenges that we’ve encountered in Mt. Simurai
considering that the weather is good.
(Respondent E, Local Resident)
B. Tourist Activities

Though the destination has great potential because when developing a destination
you really need to allocate a budget

(Respondent G, OIC Tourism Office)

Heavy set up won’t possible

(Respondent A, Municipal Agriculturis Head)

The challenges are that there are few activities that can be done there, it is still
difficult to bring things for tourist activities because it is far, especially if heavy
materials are used

(Respondent E,MPDC Officer)

In terms of challenges in activities, there is no nerayb emergency facilitities that

can cater the tourist in terms of uncertainity activities are also limited. Activities
can also bring pollution and can destroy the environment itself is mismanagement
that may occur.

(Respondent P, tourist, student)

The destination is quite far and there has limited activities that you can do.

(Resident K, touris, studentt)

The destination is quite far and the signat is not easy to access.
(Resident M, local resident, student)

C. Safety and Security

So as of now they say there used to be npa but now there are none and then almost
the only thing they limit is when there is road construction

(Respondent G, OIC Tourism Office)

Unavailability of brgy officilas

(Respondent A, Municipal Agriculturist Head)

The nervousness is because of the people who said that there are npas in the area,
but when they go back there a few times, they are not real. Maybe before, yes, but
the other problem is when there is road construction

(Respondent E, MPDC Officer)

Since it is far-fluing the urban are, we reall don’t know that totality of the place. It
is very challenging for the tourist to travel in the area that there is no single person
that may rescue them, trained personnel. We are not as well sure about the wild
anim,als romancing around that place.
