A. Narrative Report

“Soon to be Mask free,” these are the words that we want to speak out when time
come that pandemic will be out of our lives. In the present, COVID-19 cases are not as many
as like before. We already declared alert level 1 in many cities and municipalities which
shows good impact to our society. COVID-19 has already been declared as pandemic, and is
spreading rapidly taking the world by surprise, causing a great deal of uncertainty for the
next phase of the disease as well as for the global economy. As part of the protocol issued
by the IATF, Calantas Elementary School follows the guidelines to ensure that this virus
won’t spread and doubled in number.

But even if we are on alert level 1 status, we are still practicing health precautions to
assure that everyone entering the school is COVID free. First, we do have the body
temperature checker and sanitation machine that was installed at the main entrance of the
school to ensure that every visitor – existing or new, senior, or junior, necessarily, must pass
through this machine. Besides, we also have PPE – Personal Protection Equipment, the
faculty members use this protective gear while disinfecting and sanitizing the school
facilities. It is also used to assure the safety of the people who are constantly operating in
vulnerable conditions and need extra protection from any undue exposure to harmful
environment. To all such employees we need to provide personal protective gear.

Irrespective of the nature of the operations we are engaged in our industry, certain
preventive protocol will have to put into practice. This idea is sourced from the fundamental
that we belong to varied and different environmental conditions. In these circumstances,
like in the war, no one can be considered above the law and yes, this formulation of
understanding has always paid the results. It is more so when the survival and existence of
the entire humanity is at stake. Therefore, as good netizens, we must submit ourselves to this
much needed scrutiny.

C. Issues and Concern

For all we know, the virus itself is a bigger issue than anything else. Calantas ES is
going through the same scenario that most schools in the Philippines is facing now adays.
First is the budget for COVID-19 pandemic. The safe reopening of schools amid the
pandemic might still not be possible with the approved budget for the education sector,
Costs are increasing with PPE, and things to do to make schools safe, extra spending to
ensure a safe environment, such as deeply sanitizing schools, providing personal protective
equipment (PPE)

Due to COVID-19, education issues in the Philippines have increased and received
new challenges that worsened the current state of the country. With the sudden events
brought about by the health crisis, distance learning modes via the internet or TV
broadcasts were ordered. Further, a blended learning program was launched in October
2020, which involves online classes, printouts, and lessons broadcast on TV and social
platforms. Thus, the new learning pathways rely on students and teachers having access to
the internet. The COVID-19 pandemic revealed a fundamental lack of preparedness.

Another issues that our school is dealing with are:

Quality – quality of education becomes lesser due to COVID-19 set up of learning where in
children are studying at home with the guidance of their parents/ guardian. Some of the
parents reacted the same way saying these words, “ma’am malimit naman po ay kami na
ang nagsasagot kase di alam ng bata ang gagawin, lalo lamang nagtatagal ang activities”

Budget – Our school, and I believed most of the schools in the Philippines will agree if I say
lack of budget to support the fight against COVID-19 is our main concern.

OSY – The growing rate of OSY becomes daunting due to the adverse effects of COVID-19.
Many pupils choose not to pursue schooling because of so many circumstances. Some are

finding it hard to answer modules on their own and some says there is a risk when face to
face classes will be approved soon.

D. Recommendation / Intervention

School closures and learning loss during the Coronavirus (COVID-19) pandemic can
have a long-term negative impact on the current cohort of school children. Global evidence
from past health and disaster-related emergencies show that the impact extends well
beyond the period of the disaster or pandemic. It is also likely to affect the children’s
economic potential and productivity in adulthood, thus undermining the country’s
competitiveness.

To ensure the safety of children in Calantas Elementary School who will be attending
in-person classes, all possible steps to mitigate virus transmission in school must be taken
including:

 Mask, face shield and other PPE policies for teachers, school staff and students in
accordance with national and local guidelines
 Enhanced hygiene measures and adequate handwashing facilities
 Frequent cleaning of surfaces and shared objects
 Adequate and appropriate ventilation
 Alternating physical presence to maintain physical distancing and small groups
 Information-sharing mechanisms with parents, students and teachers
 Setting criteria and mandatory procedures for temporary school closure in the event of
a COVID-19 outbreak in the area

Distance learning modalities should not leave any child behind. For those who are
unable to attend in-person classes, distance learning modalities have to be strengthened to
ensure that children are learning effectively. Online learning delivery platforms have to be

improved. Investments must be made to close the digital divide. Teachers must be trained
to effectively design and conduct lessons remotely.
