CONTINGENCY PLAN IN PROMOTING AWARENESS AND PREPAREDNESS OF PUPILS
AND TEACHERS.
I. Context & Rationale

The importance of building safe learning environments for your learners is

something that cannot be overstated. While it's true that every student learns a bit

differently from the next, the environment itself plays a significant role in their

development. Safe learning environments translate into comfortable learning

environments. They are places where learners feel at home. In surroundings where

students are willing to open their minds and actually listen to what you have to say, you

can empower them to achieve their highest potential. That is why it is a must for every

education stakeholders to create a safe learning environments for learners.

Over a past few decades, the topic on disasters is always been discussed

around the world until today. Disasters are natural and not natural in some cases. And

these can be prevented before a hazard resulted into a destructive disaster. Thus the

department of education pushed for the integration of disaster risk reduction in school

communities. Education is identified under the Hyogo Framework for action (HFA), as a

crucial element to mitigate the impact of natural disasters. It was pointed that, in order to

reduce the vulnerability of children to disaster and withstand natural hazards, DRR

education is an important sector that must be well initiate in the developing countries.

Adequate and sufficient attention must be applied to DRR education to enhance the

sustainability in society . The United Nations Children's Fund (UNICEF) is

working hard to ensure the safety of school building and facilities in the disaster-prone

area. DRR activities are also included and promoted into the school education system in

order to raise the awareness and preparedness among students and teachers.

Disasters do not recognize age, therefore students are as susceptible to

suffering from disaster-damaging results as adults. They are more vulnerable, in the

sense of having less capacity to cope with disasters than adults. Through learning about

disaster threats in school , students will continue to play a significant role in saving lives

and supporting community members in times of disaster.

Disasters are emergencies that cannot be handled by those affected without outside
assistance. They are caused by natural or manmade events wherein communities
experience
severe danger and incur loss of lives and properties causing disruption to their social structure
and to all or some of the affected communities’ essential functions. Disasters are inevitable.
They
are caused by unsustainable development that has not taken account of possible hazard
impacts
in that location. They can be less damaging if the population has better understanding of locally-
experienced hazards and implements preventive or mitigating measures against them. There
are
millions of people who suffer from various natural or man-made disasters such as
typhoons,
earthquakes, volcanic eruptions, floods, flashfloods, landslides, and tsunami
Disaster prevention is strongly required in order to educate the population in

general to reduce the vulnerability to the full. Learning about disaster reduction will have

a more successful impact especially for the age sensitivity factor of children.. It also

advocates approaches to reduce the risk of disaster across the school, where its

activities are enforced through disseminating information awareness and disaster

behavior.

As per observation, the school DRR contingency plans are implemented but as

to the level of the awareness of the students and teachers, there is a present gap. The

need to increase the awareness of both teachers and students about the disaster risk

reduction contingency plan. Because it is deemed necessary and crucial to promote

such awareness. This action research was conceived.

II. Action Research Questions

The researcher aims to answer the following problems:

1. What is the level of preparedness and awareness of the pupils before the

intervention?

2. What is the level of preparedness and awareness of the pupils after the intervention?

III. Intervention

To improve the awareness and preparedness of the pupils who are enrolled in

the current school year, the researcher proposes to employ the multimedia animation

and interactive games actvity. The method will employ an effective lesson-based drr

strategy and utilizing animation and teaching device to help pupils engage in active

learning of DRR concepts. Behavioral- Cognitive approach will be used incorporating the

concepts of DRR through animations or cartoons and interactive games. The researcher

will use these strategies designed to equip pupils the necessary skills to improve their

awareness and preparedness on DRR. Likewise, it seeks to develop a teacher practice

in teaching DRR integrated across content areas. The objective of this strategy in

learning or increasing awareness and preparedness is to enable pupils to develop a

sense of deeper understanding and comprehension and eventually translate into

practice the DRR concepts.

One of the best strategies for raising knowledge is transferring accessible

information with appropriate quality. Another strategy to promote knowledge is using a

team approach and community involvement. This active, collaborative, enquiry-oriented

activity share knowledge and helps to understand subjects and finally lead to raise

knowledge.

Disaster risk is ‘the potential loss expressed in lives, health status, livelihoods,

assets and services, which could occur to a particular community or a society due to the

impact of a natural hazard’. Disaster risk reduction (DRR) is ‘a systematic approach to

identifying, assessing and reducing that risk’. In particular, the purpose of DRR is ‘to

minimize vulnerabilities and disaster risks throughout a society in order to avoid

(prevent) or to limit (mitigate and prepare for) the adverse impacts of natural hazards,

and facilitate sustainable development.

The rapid development of the information also results in the failure of a recently

produced knowledge to become dysfunctional. This requires timely and effective use of

information. In this case, tools were needed to make available information accessible by

large masses quickly and effectively without waiting for the existing information to get

old. Sharing and using information is as important as producing information. Therefore,

there is a need for information dissemination systems that save time and money for

sharing and using information produced by the large masses. As a result of this, the

work of visualization and visualization systems has become important . Animation as a

multimedia tool is at the forefront of the visualization systems.

Animation is a technical process that, in general, produces motion illusion in the viewer

by sequencing the still images produced in the analogue or digital environment in

sequence. As a way of producing a film as much as it is technically possible, the

development of the animation, which is included in the genre film itself, can now go

beyond the judgment that it is mainly an entertainment for the mass audience of children

The realization of 3D animated films appealing to people of all ages has been influential

in bringing the concept of animation out of the audience perception of traditional

animation films by giving them brand new dimensions . Animations and digital maps

make it easier to understand abstract concepts and ensure that learning is permanent.

Paintings and cartoons will not be animations if they show no change and are still. This

is because animations should not be constantly moving, nor should they stay in motion

permanently. Researchers have advocated the idea that animations will be used as a

standard in our future education like the DRR . According to Pekdag (2001), animations

are the process of animating graphics in a certain scenario and they should be regarded

as alternative teaching ways in order to visualize knowledge.

Based on the aforementioned technique, the researcher now will use this method

as an aid in her teaching to enhanced the pupils’ awareness and preparedness. It is

expected that after the implementation of the intervention, pupils will be more engaged

and enthusiastic to learn the DRR concepts through the help of animation activities.

Thus, improvement in the reassessment result of post intervention test will be evident.

Considering the new normal trends of Education, this teaching will be done

through individual teaching by scheduling each pupil but following the health protocol

implemented by the barangay. Another way is by multi-media instruction, for those pupils

who can access the internet connections will receive teaching through this access.

IV. Action Research Method

b. Data Gathering Methods

To gather data in this study, the researcher will used a quantitative data

collection method to gather responses from the research participants. Activity sheets

are utilized in the pre-test. Upon completion, these are collected and the results are

interpreted and this served as the baseline data in the study. Contents in-depth

scheduled presentations accompanied by small lectures as per scheduled by the

researcher to the respondents through the use of animation following the given unit time

to enhance awareness and preparedness.

c. Ethical Issues

A honest research should be flexible, well- planned, appropriately designed and

ethically approved. To attain this, a research protocol will be developed and observed. It

must be clearly agreed to by school head, teacher researcher, parents and pupils and

the specific roles of each member should be implied clearly to achieve the targeted aims

of the study not only to collect data but to seek answer to specific questions and solve

the given problem. It is important that the action research proposal will be approved by

the higher authority concern.

The data that will be used in this action research will be kept confidential by the

researcher and will be used only for the purpose of the study.

d. Data Analysis Plan

After a month of implementation, post-test will be given to pupils. Results will be

gathered and checked. This will be analyzed and interpreted through the use of mean,

percentage, and frequency count to find out if the awareness and preparedness on DRR

of pupils are increasing.

VI. Plans for Dissemination and Utilization

After the conduct of action research, the result will be presented to the internal

and external stakeholders of the school during the meeting. The findings of this study

will be utilized in classroom setting for the benefits of the concerned stakeholders:

parents, teachers and learners.
