    Projects on PPP Mode
    Ref: 1. Department of Economic Affairs, Ministry of Finance letter F. No. 2/3/2021-PPP dated
    01.07.2022

    Railway Board has decided to develop/redevelop certain number of railway stations across Indian
    Railways through PPP mode.

    The Master Plans of these stations are being prepared by RLDA/Zonal Railways. Zonal
    Railways are advised to engage Transaction Advisors/Financial Consultant parallel to
    Architectural/Technical Consultant Financial Advisory Services like preparation of a Financial
    Proposal including Public Private Partnership Appraisal Committee (PPPAC) Proposal, Business Plan,
    Bid Documents and for assisting Railways in the Bidding Process etc.
    For the purpose of procuring transaction advisors for PPP projects, Department of Economic
    Affairs, Ministry of Finance has already done empanelment of Transaction Advisors in July 2022.
    Zonal Railways may adopt these Panel of Transaction Advisors for engaging Transaction
    Advisors/Financial Consultant through Limited Tenders for their respective Stations by following the
    guidelines given in Manual for use of panel which may be accessed from the link below;

    Request For Proposal Document (RFP) covering the Project Requirements, Specific Terms of
    Reference (TOR) for the Assignment, appropriate eligibility criteria for bidders, team composition,
    qualification and experience etc required for each project shall be prepared and may be approved by
    PHOD of concerned in consultation with Associate Finance. For guidance, RLDA RFP document may
    be referred and suitably modified and published for bidding.
