Title: Program Officer (Infrastructure)

2. Summary:
Japan International Cooperation Agency (JICA), in charge of administering Japan’s
Official Development Assistance (ODA), is one of the world’s largest bilateral aid
agencies and supports developing countries including Kenya in addressing their
development challenges. This is through a flexible combination of various cooperation
modalities, such as Technical Cooperation, Finance and Investment Cooperation and
Grants. JICA’s Vision is that, together with its partners, JICA will take the lead in forging
bonds of trust across the world, aspiring for a free, peaceful and prosperous world
where people can hope for a better future and explore their diverse potentials.

JICA's cooperation has been dominant in the urban transport in Nairobi, as well as
development of the Mombasa area. A wide range of support has been provided through
urban planning such as master plan, economic infrastructure development such as
ports, bridges, roads, and special economic zones, as well as sharing of Japanese
technology and knowledge related to operation and maintenance. For improving
connectivity and regional economic integration through corridor development, it is
necessary to promote JICA's operations furthermore.

JICA is now seeking the services of a Program Officer to be attached to the Transport
Sector Team in JICA Kenya Office, Nairobi. The selected candidate will mainly be
expected to not only proactively plan and act to conduct JICA’s operations smoothly, but
also take the initiative to ensure that the programs/projects are implemented such as
design, procurement, contract management and disbursement with other colleagues
under supervision of Senior Representative in Transport Sector. In addition, he/she will
be expected to provide technical input and insights related to Transport and Corridor
Development to the management level from time to time. As a member of the
Infrastructure Sector Team, he/she may also support the operations of other sectors
such as Energy and Private Sector Development as well as cross sectorial issues.

3. Description:
(1) Monitor and support the implementation of on-going financial cooperation projects in
the Transport Sector covering the core activities of planning; design; procurement;
construction; contract management; disbursement; evaluation.
(2) Formulation, planning, implementation, monitoring, evaluation and follow-up of
Technical Cooperation and any other related activities in Transport Sector.
(3) Constantly grasp the latest trends and cross-cutting issues such as green mobility
and gender related to transportation infrastructure in Kenya and provide insights for
the direction of cooperation and project formation.
(4) Ensure appropriate collaboration and partnership with the Government of Kenya
(and other regional countries/partners as might be the case), and other multilateral
and bilateral organizations involved in the transport sector in Kenya.
(5) Support above mentioned operations and any related activities by providing logistical
works such as meeting arrangement, report writing etc.
(6) Assist in PR on JICA Kenya Office’s activity in the Infrastructure/Energy/Private
sector
(7) Support improvement of office operations and work environment
(8) Any other related matters as requested by Chief Representative or his/her appointed
personnel

4. Requirements:
 Master’s degree or equivalent in a relevant field
 At least Five (5) years working experience in a relevant field
 Interest and sympathy for development of Kenya and JICA operations
 Broad sector expertise in transport policy, planning, design and construction. Sound
knowledge and understanding of sector issues across transport modes. Good
analytical skills of data and statistics.
 Familiarity with the challenges and cross-cutting issues facing the transport sector in
Kenya and Africa region and ability to discuss transformative transport policies or
reforms.
 Work with a public interest-oriented, customer-oriented, and results-oriented
approach.
 High energetic and self-motivated
 Good interpersonal communication skills and inter-organizational negotiation skills.
 Ability to work flexibly on a wide range of assignments and adjust to a variety of
complex evolving tasks to ensure that plans are conclusively implemented.
 Capable of being enterprising with regard to identifying and securing new
cooperation opportunities.
 Proactive attitude to handle administrative work (documentation, appointments and
internal administrative procedures and processes, etc.)
 Proficient in both English and Kiswahili (reading, writing and speaking)
 Computer literate, especially in Microsoft Office (Word, Excel, Power Point, etc.)
 Study abroad or training experience in Japan, including ABE Initiative is an added
advantage
 Available to work from 18th September, 2023
