I- Rationale
The students are the most vulnerable targets of criminality and the most perceptive of the
existing problems in schools. More often than not, the students are the victims of the crimes
committed by the professional criminals.Also,a significant number of the young children and
youth were involved in the commission of crimes or committed misdemeanors and other forms
of disciplinary infractions.Therefore,the students should take active involvement in the
prevention of crimes commonly committed inside the school premises, such as
littering,vandalism,extortion,gambling,alcoholism,smoking,substance,abuse,fraternity wars,
sexual harrassment,homosexual activities and prostitution.
One good way to reduce crimes in schools is the creation of a mechanism that will take charge of
the maintenance and preservation of peace and order inside the campus.It is in this context that
the student Crime Prevention Committee ( SCPC) was conceived as a means to maximize the
students involvement in building a more crime prevention conscious and harness their collective
efforts in crime prevention and other social defense activities.
VISION
The President Quirino National High School as learning environment that is crime-free and
conducive to the total development of the students.
MISSION
To create a SCPC under the Supreme Student council in every school, partnership with the
parents, school authorities and the community towards the attainment of a safe, secure and
peaceful environment inside and outside the school campus.
OBJECTIVES
To ensure the active support and cooperation of the school authorities and the community in the
crime prevention programs of the government.
To safeguard the moral,spiritual,emotional,mental and physical wellbeing of the students so that
they will become law-abiding-minded and crime prevention conscious of the community.
1.The school will appoint a Child Protection Officer with oversight of Child Protection
procedures and policies. The school will maintain a Child Protection Team who will perform the
following functions: coordinate child abuse and neglect prevention training, discuss potential
cases of child abuse and neglect prevention training, discuss potential cases of child abuse and
neglect and determine if they warrant reporting, act as intermediary between the school and the
reporting authority, and address child safety concerns of staff.
2.The school will conduct robust practices to ensure that employs faculty and staff of sound
moral character suitable for working with the children and youth.
3. The school will take action in any situation involving suspected abuse or mistreatment of any
student enrolled in the school.
4. All PRESIDENT QUIRINO NATIONAL HIGH SCHOOL FACULTY and STAFF, must
report suspected incidents of child abuse or neglect as well as suspected or identified child
abusers and sex offenders whenever the staff member has a cause to believe or suspect that a
child has suffered, or is at risk of suffering abuse or neglect .Reporting and follow up of all
suspected incidents of child abuse or neglect will proceed in accordance with administrative
regulations respective to this policy which includes reporting to respective authorities when
appropriate.
5. In all cases of suspected child abuse, the school will attempt to demonstrate respect for
families, their privacy, and their culture ,subject to requirements, always keeping the best
interests of the child in mind.
6. The school will conduct regular professional training workshops for voulunteers,faculty and
staff on student safeguarding,child abuse prevention,recognition,intervention and reporting.
7. In the case of a staff member reported as an alleged offender,President Quirino National High
School will conduct a full investigation the following a carefully designed course of due
process,keeping the safety of the child at the highest priority.
8. PRESIDENT QUIRINO NATIONAL HIGH SCHOOL will distribute and communicate this
policy annually to all stakeholders and will review the policy annually for compliance and
effectiveness.

being a vital part of the organization and desires to see them grow, mature and be challenged in a
healthy and safe environment.

TRAINING
It is a great benefit if workers undertake regular training for this type of work. The committee
should keep workers informed of relevant courses.
What is child protection?
Child protection is the response to the different ways in which a young persons or child’s
physical,emotional,intellectual and spiritual health are damaged by the actions of another person.
What you should do
1. Listen to the child/young person.
2. Look at them and do not promise to keep any secrets before you know what they are,but
always let the child/young person know if,and why,you are going to tell anyone.

4. Take whatever is said to you seriously and help the child/young person to trust his/her
own feelings.Take notes of exactly what is said to you avoiding assumptions and
conjecture.
What you should not do
1. Project workers/volunteers should not begin investigating the matter themselves.
2. Do not discuss the matter with anyone except the correct people in authority.
3. Do not form your opinions and decide to do nothing.
Things to say or do:

-What you are telling me should not be happening to you and I will find out the best way to help

STANDARDS:

the campus, their conduct should be an asset to the school. As guardians of school
regulations, the students should hold each one responsible of their observance.
A. IN THE CAMPUS
1. The students should at times courteous and respectful to the administrators,
teachers,personnel,security guards, and visitors.
2. Greeting the administrators,teachers,personnel,security guards, and visitors
inside the campus speaks highly of the student’s education and proper
upbringing.
3. The student should respect school property, including trees and plants.
4. The students should use the comfort rooms located in their respective
departments.
5. From the time of arrival in the school to the time before dismissal, the students
are not allowed to leave the campus without written permission form the proper
authority; if they do, the school assumes no responsibility in case of accidents or
untoward incidents.
6. From time to time, announcements are made in order to keep the students
updated of school issues and policies. The students should relay to their parents
all announcements that concern them.
7. The students are discouraged from inviting guests to see them in school for
unofficial reasons. The students will be responsible for the behavior of their
guests.
B.INSIDE THE CLASSROOM
1. When the teacher, administrator or a visitor enters the room, all students should
stand up to greet him/her.
2. Prayer should be said reverently, not hastily or playfully manner.
3. Students should always occupy the same place assigned by the teacher. Each
student is responsible for his/her own chair.
4. Students should stand straight, be respectful when called to recite and be quiet if
her hand and wait for the teachers to call him/her.
5. Students should not write anything on the blackboard without the permission of
the teacher. The teacher’s desk is private and it will be considered a serious
offense to play with,displace,.or damage any of the any of the teacher’s
belongings.
6. The classroom is a second home ,and it is everyone’s duty to keep clean and
orderly.
7. Students should be honest. They should not copy their neighbors’ work and
present it as their own. Cheating is a serious offense punishable with
commensurate sanctions.
8. Teachers should always be obeyed. If a student feels unjustly treated. He/she
should first obey orders and later complain to the higher authority.
4. If caught, on the act, cellphones will be conspiscated and can only be retrieved
by the parents after signing an agreement.
5. If caught the second time ,cellphones will be confiscated and will be returned
after three months.
6. Since they are discouraged to bring so, any lost cellular phones will not be
charged against the school nor will the school be liable to it.
D.ATTIRE AND GROOMING
Students should give serious thought to dresses and uniforms a an integral part of their
training for future professional life.
The school considers proper student attire and appearance to be reflection of the high
and purpose associated with the academic pursuits of the student body. Cleanliness
and are neatness are essential.
All students are required to wear the prescribed school uniforms at all times during the
school days. Students are discouraged from wearing expensive jewelry in coming to
school.
All students are encouraged to be simple in appearance. The girls are prohibited to
wear dangling or multiple earrings. The boys, on the other hand, are not allowed to wear
earrings of any kind.
SCHOOL DISCIPLINE
A. Disciplinary Measures
1. Warning: The attention of the students is formally called due to some offenses of
transgressions of the school rules.
2. Probation: The student has forfeited the confidence and high esteem of school
authorities, and he/she is required to restore these by definite acts of attention to
duty. Habitual misbehavior and unsatisfactory conduct may lead the school
principal to place a student under probation for a specific period of time.
3. Suspension: This disciplinary measure disconnects the students from the class
or from the school for a certain period of time and places him/her under probation
for the rest of the year.
4. Dismissal: This is the final exclusion and the ultimate sanction of the student from
the school. Although the school is reluctant to use the sanction, sometimes it is
necessary in order to preserve the good name of the school and the common
good of the students.

In any case a student commits a very grave offense and found guilty by the school
board of discipline; the school has the right to dismiss a student within the year to
protect the integrity of the school.
Dangerous Articles
The school firmly disapproves bringing to school articles hazardous to the moral or
physical safety of others such as weapons of any kind, immoral literature, firecrackers.,
such as articles will be confiscated and proper penalties will be imposed on guilty
students.
The school reserves the right to conduct on the spot inspection of student’s belongings
in cases of suspicion of possession of dangerous articles.
Drugs and Liquors
Students using ,carrying,distributing,accepting,or possessing any kind of prohibited
drugs, liquor and the like, will be dismissed from the school.
The school has the right to search for the students suspected to poses drugs or liquors.
Fraternities

Fraternities are considered illegal in school, in conformity with memorandum, from the
National Capital Region which states:
“ Formation of fraternities and sororities among High School students is totally banned.
Students who are active members of fraternities will be disqualified from honors or
school positions. Their
Conduct grades will be affected and such students may even be dropped from the
school.

Child Abuse: Republic Act No. 7610 also0 known as “ Special Protection of Children
Against Abuse Exploitation and Discrimination”.
Child Exploitation
-Refers to use of children for someone else’s advantage, gratification or profit resulting
in unjust, cruel and harmful treatment of the child.
Child Exploitation
FORMS
1. Sexual Exploitation-refers to abuse of a position of vulnerability, differential
power, or trust, for sexual purposes.
2. Economic Exploitation-refers to the use of the child in work or other activities for
the benefit of others.
Corporal Punishment
-Refers to a kind of punishment or penalty imposed for an alleged or actual offense,
which is carried out or inflicted, for the purpose of discipline, training or control, by a
teacher, school administrator, an adult, or any other child who has been given or has
assumed authority or responsibility for punishment or discipline.
DUTIES AND RESPONSIBILITIES OF SCHOOL
-Ensure the institution of effective child protection policies and procedures and monitor
compliance thereof;
-Adopt a child protection policy, and organize and convene the Child Protection
Committee ( SCPC ) of the school;
-Conduct the capacity building activities for the members of CPC and Guidance
Couselors,Coordinators and Teachers.
-Ensure that the participatory and other rights of children are respected and upheld in all
matters and procedures affecting their welfare.
-Coordinate with appropriate offices, agencies or instrumentalities for appropriate
assistance and intervention.
