II. RELEVANT EVENTS

A. BAGYONG NENENG – ILOCOS NORETE, LAOAG CITY

On Sunday, October 16, 2022, Typhoon Neneng caused extensive flooding in Laoag City, the provincial

- The provincial council for disaster risk reduction and management also stated on Monday that
the cost of the harm done to agriculture and infrastructure was around P103.5 million.
- 14,277 people who were impacted by severe flooding and came from at least 10 different
regions of the province.

B. Extremely Hot Temperature – PANGASINAN, DAGUPAN CITY

The state weather bureau said the highest heat index was recorded at around 2 p.m.

- According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration


(PAGASA), the heat index in Dagupan City, Pangasinan, hit 46 degrees Celsius.
- The agency warned the public that heat stroke is probable if a person is exposed to a
heat index ranging from 42 to 52 degrees Celsius.
- To beat the extremely hot temperature, most of them drink more water to prevent dehydration.
Their immediate concern on dehydration is influenced by their occupation of farming and
fishing, where they toil under the heat of the sun.
- Since extreme hot temperature is caused by gases produced from burning fossil fuels for
electricity, residents switch off their appliances at home when not in use. Researchers explained
that residents also wanted to avoid paying high electric consumption.

C. Drought – ILOCOS NORTE, VINTAR

Vintar is the province’s top rice producer.

- Ilocano farmers in this town have raised the alarm because they fear they won't meet their
production goals this year due to the town's extensive agricultural acreage being plagued by a
protracted drought.
- Over the years, officers, and members of Zanjera Taguipuro, an organized rural farmers' group in
this area, have noticed a lack of water supply to support the growth of their plants even though
rivers and subterranean water sources have already reached a critical level.
- In Brgy. Salsamagui farmers withering plants, and parched farmland are a nuisance.
- In the event of a drought, the region's agricultural productivity falls, leading to a food shortfall.
As a result, locals grow vegetables in their backyards as a substitute for other sources of food.
