Learning Objectives
By the end of our 20 – minutes reporting, the students will be able to:
1. Understand the fundamental concept of the PROCEED Model
2. Analyze the process needed for the implementation of the
PROCEED model in health programs and health education
programs
3. Apply the fundamental guidelines provided by the PROCEED
model
What is the PROCEED model?
• The other half of the PRECEDE-PROCEED model
• PROCEED provides the structure for implementing and
evaluating the public health program.
• Stands for Policy, Regulatory, and Organizational Constructs
in Educational and Environmental Development. It involves
the identification of desired outcomes and program
implementation.
What is the PROCEED model?
• PROCEED has four phases that cover the actual implementation of
the intervention and the careful evaluation of it, working back to the
original starting point – the ultimate desired outcome of the process
1) Implementation
2) Process Evaluation
3) Impact Evaluation
4) Outcome Evaluation
PROCEED model
• While the PRECEDE MODEL focuses on phases 1, 2, 3, 4
• The PROCEED MODEL focuses on its own four phases,
which are also namely phases 5, 6, 7, and 8 of the
PRECEDE-PROCEED MODEL.
First Phase of PROCEED
(Phase 5 of PRECEDE – PROCEED MODEL)
• Implementation:
Design intervention, assess availability of resources, and implement
program.
Setting up and implementing the intervention you’ve planned.
Second Phase of PROCEED
(Phase 6 of PRECEDE – PROCEED MODEL)
• Process evaluation:
Determine if program is reaching the targeted population and achieving desired
goals.
This phase is not about results, rather about procedure.
The evaluation here is of whether you’re actually doing what you planned.
E.g.: You proposed to offer mental health services three days a week in a rural
area, are you in fact offering those services?
Third Phase of PROCEED
(Phase 7 of PRECEDE – PROCEED MODEL)
• Impact evaluation:
Evaluate the change in behavior.
Begin to evaluate the initial success of the efforts.
