1. Introduction
1.1 Objective:
To describe site emergency procedures. Emergency includes fire, release of toxic gases, explosion,
terror attacks etc.

1.2 Scope:
This plan is applicable for the project of “Design & construction of substation 16P Yanbu, Community
area east of TAMA”

Driving from Yanbu city RC headquarter office to 16P SS site:

1. The trip between RC headquarter office to 16P SS takes 29 min (33.2 km)
2. Exit from RC head quarter office on Anwaah Street to King Khalid Street
3. Drive on King Khalid Street toward King Abdul-Aziz road
4. The speed limit on King Khalid Street is 70 km/h for small vehicles
5. Turn right from King Khalid Street to King Abdul-Aziz road from the 1st traffic light. When
crossing this traffic light kindly take the following precautions:
 When crossing all the traffic lights consider vehicles violating the traffic rules and crossing the
traffic lights
 Before turning right from the traffic light take care of vehicles driving behind your car. Always
use the indicator light
 If you observed over speedy vehicle behind, you give warning indication that you are about to
turn right
 Cross the red light is strictly prohibited
 Over speeding is strictly prohibited.
6. Drive on King Abdul Aziz road (TAMA road). The speed limit on King Abdu Aziz road is 90 km/h.
7. On king Abdul road there are several traffic lights. Crossing the red light is strictly prohibited.
Caution:
 Take precaution from trucks driving on King Abdu Aziz road
 Take precaution from vehicles crossing the red light of the traffic signal
 There are some dentures and construction work in King Abdul Aziz road
8. Take U-turn on King Abdul Aziz road before the Yanbu security check point to access to 16P SS
9. Access to the temporary privet road to 16P from King Abdul Aziz road

3. Rules and Responsibilities

3.1 Chief Fire Warden Responsibilities:
Regular Responsibilities:
 To implement fire emergency procedures and coordinate training.
 To act with regard to fire hazard reports from floor wardens.
 Replace the Fire Warden if he is absent at the time of the alarm and ask another person for
assistance.
Emergency Responsibilities:
 In case of a fire he will immediately inform with the Facility Team. The Chief Fire Warden
will remain there to give information to the Civil Defiance officer upon their arrival and direct
them to the area of emergency.

  In the meantime, the Chief Fire Warden will locate the fire and, if controllable, take
action to extinguish it. If not, he will leave the site closing all windows and doors and inform
the firemen of any special hazards.
 Check with the roll counting team in the assembly area to verify the accountability of all
individuals from each section.
 Direct civil defiance officer for the fire location.
 When appropriate, upon authorization from the Civil Defiance officer, he will communicate
instructions to allow reoccupation of the building, etc.

3.2 Fire Warden Responsibilities

Regular Responsibilities:
 To be familiar with site fire emergency procedures and the Fire Prevention Code.
 To regularly check their area for fire hazards and take action to alleviate them or report to
the Chief Fire Warden if the hazard is serious.
 To be prepared for the fire safety and evacuation of all individuals including the visitors in
their area.
Emergency Responsibilities:
 Immediately go to their working areas of responsibility and determine the exit choice.
 Direct all persons out via this chosen route forward to assembly area.
 Immediately and systematically check all rooms in their working area of responsibility
ordering all occupants out and closing all doors.
 Upon evacuation, post at the exit to keep persons from re-entering the site.
 Act on any possible orders from the Chief Fire Warden.
 Inform staff upon receiving word from the Chief Fire Warden when the site may be re-
occupied, etc.
 If the emergency has occurred in the warden’s area, then he should assess the situation
and take appropriate action to ensure the safety of personnel.
 Get emergency roll counting check list from roll counting team for every site teams in
assembly area.
 Inform Chief Fire Warden for missing employees and their team
 Inform first aider for any injuries or fatality.
 The roll counting section head will fill up the emergency roll counting check list at assembly
area.
 Inform Chief Roll counting for the missing employee and their section.
 Inform first aider for any injuries or fatality.
 In case of fire, cut off the power supplier from facility.
 Check of fire system activation.
 Isolate fire location form any live cables or any conducted material.
 Report the property damages to Chief Facility.

3.3 First Aider Responsibilities

 Check for the injuries situation of the individuals and provide the first aid procedures to
them.

  Check for injuries or fatality and report the status to Chief First Aid.
 Help the ambulance first aider to reach the victims.

3.4 EHS Manager Responsibilities

Emergency Responsibilities:
 Guide the individuals to the nearest exit.
 Help Chief Warden during emergency, in case of absent, acting as Chief Warden.
 Help chief Facility during emergency, in case of absent, acting as Chief Facility.
 Help Chief Roll counting during emergency, in case of absent, acting as Chief Roll counting.
 Help Chief First Aid during emergency, in case of absent, acting as Chief First Aid.
 Control of evacuation activity during emergency and check the fire location.
 Guide the Civil Defiance officer to the fire location.
 Guide the ambulance to the injured individuals and provide the supports.

4. Emergency instructions

4.1 Action in Case of Fire

The person discovering the fire will:
1. Alert all site staff by screaming
2. Indicate the location of the fire when the Fire Warden or his Assistant arrives.
3. On hearing the fire alert, all other persons will proceed out of the building to assembly
area using the predetermined evacuation maps.

General Information:
 It should be HIGHLY STRESSED that no person is to be allowed to remain in the site on the
basis of their own downplay of the dangers involved.
 If a fire is discovered, alert everybody at the site.
 On hearing the fire alert, evacuate the site.
 Walk, do not run.
 Keep to the right on staircases and in corridors.
 If requested, assist your fire warden.
 Know the evacuation routes from your building.

4.2 Lock-down instructions (In case of terror attack)

 If you are outside the building, move immediately back into the confines of the nearest
office closing all doors behind you.
 Close blinds, close windows and switch of lights where possible.
 Stay away from windows and doors.
 Keep low and stay quiet. Sit or lay on the floor, or crouch behind. Be invisible as possible
and hide yourself
 Cell phones should be put on vibrate or quiet mode. Do not make none essential calls.

  Do not respond to anyone at the door/s while you are in lockdown and do not leave
your position until the all clear is announced

4.3 Evacuation Instructions

In case of any security/ emergency issue due to the war situation in the region follow the
following instructions:
 Immediately inform all team members
 Immediately inform the project manager about the situation
 Evacuate your place and drive to Yanbu City by road
 Keep the project manager updated about your location and status every 1 hour
