Procedure for Training, Orientation and Performance Evaluation of Control
Officer (Cabin)
1. Purpose
The purpose of this procedure is to define the principles implemented for the training, orientation and evaluation of
performance of Control Officer (Cabin) employees to serve in Cabin Crew Directorate.

2. Scope
This procedure covers the Control Officer (Cabin) employees serving in the cabin crew duty standby room.

3. Definitions
The term Control Officer (Cabin) is defined in LS.01.13.001 Integrated Management System Definitions and Abbreviations
List; the terms Avrasya Server, Cabin Crew Directorate Decision Tracking System, Control Officer (Cabin) Orientation
Program, and Control Officer (Cabin) Operational Practices Examination are defined in LS.71.001 List of Terms,
Definitions and Abbreviations of Cabin Crew Directorate.

4. Responsibility
Flight Training Directorate is responsible for giving the classroom trainings of the Control Officer (Cabin) employees, and
Cabin Crew Directorate for planning the Orientation Program and Proficiency Exam for the Control Officer (Cabin)
employee.

6. Implementation
6.1. Training and Orientation Practices for Control Officer (Cabin)
The contents of the classroom training to be given to the Control Officer (Cabin) employee newly recruited within the
scope of PR.01.30.001 Human Resources Procedure are defined in TL.72.312 Instruction on Ground Training Of Control
Officer (Cabin).
Flight Training Directorate/Cabin Training Management is responsible for preparing, in line with Cabin Crew
Directorate request emailed to the Cabin Training Management, the classroom training to be given to the Control
Officer (Cabin) employee as well as giving the said training.

Procedure for Training, Orientation and Performance Evaluation of Control
Officer (Cabin)
Cabin Crew Directorate Orientation Program, on the other hand, is prepared by the Cabin Performance and Business
Development Management/Business Development Supervisor's Office (Cabin) and coordinated with the
Managements of Cabin Crew Directorate. Orientation Program can be organized simultaneously with in-class training
program provided by Cabin Training Management. The Business Development Supervisor's Office (Cabin) and the
Cabin Training Management/Cabin Training Supervisor's Office (Planning and Control) shall establish necessary
coordination. The Cabin Performance and Business Development Management/Business Development Supervisor's
Office (Cabin) sends the information e-mail on the orientation program and its scope to all Managements and
Supervisors' Offices. Participants are recorded through FR.71.0213 Participant Attendance Form for the Orientation
Program, and the original form is filed by the Cabin Performance and Business Development Management according
to PR.01.30.007 Procedure for Archives. For any employee who cannot participate in the seminar by giving an excuse
to the Cabin Operations Management/Cabin Operations Monitoring Supervisor's Office, the Business Development
Supervisor's Office (Cabin) plans an Orientation Seminar again.
Information is given about the current implementations within the context of the duties and responsibilities of each
department, department activities, duties and responsibilities of Control Officer (Cabin) and the documents and
systems they use in the Orientation Program given by Cabin Crew Directorate Managers or department employee
assigned by the Managers.
For the employees serving as Control Officer (Cabin), the Business Development Supervisor’s Office (Cabin) conducts
briefing within Cabin Crew Directorate for at least once a year. The Business Development Supervisor’s Office (Cabin)
emails the planning of the briefing to the employees. The briefing is performed with the participation of the Senior
Vice President, Cabin Crew and/or the Cabin Crew Managers, Supervisors assigned by her/him, or the employees
assigned by the Managers. Participants are recorded with FR.71.0213 Participant Attendance Form. A briefing is
planned again for the employees who cannot participate in the current one by giving an excuse. The agenda of the
briefing is determined by Directorate departments. On the basis of the feedbacks received from the Control Officer
(Cabin) employees, the issues detected, if any, are discussed in Directorate Coordination Meetings, and if they will be
recorded as decisions, they are tracked with Cabin Crew Directorate Decision Tracking System.

6.2. Performance Evaluation Practices for Control Officer (Cabin)


Scheduling of room duties and preparation of shift charts for Control Officers (Cabin) shall be performed in accordance
with the principles of PR.71.103 Procedure for Cabin Crew Directorate Cabin Crew Planning Applications.
The activities to be performed by the Control Officer (Cabin) employees during room duty are defined in PR.71.022
Cabin Operation Room Duty Procedure.
The Control Officer (Cabin) in the shift team submits the feedbacks with regard to professional competence and
representation ability of the Control Officer (Cabin) employees by using FR.71.0256 Control Officer (Cabin) Electronic
Evaluation Form available in the Cabin E-Form Center on Cabin Crew Directorate web page kabinhizmetleri.thy.com.
It is necessary to fill in at least one (1) form for each Control Officer (Cabin) who performed room duty within the
month. The Cabin Performance and Business Development Manager and Supervisors, the Cabin Operations Manager,
and the Cabin Operations Monitoring Supervisor are authorized to access the completed forms as a record. The
number of FR.71.0256 Control Officer (Cabin) Electronic Evaluation Form completed for all Control Officer (Cabin)
employees each month is checked by the Cabin Operations Monitoring Supervisor's Office. If it is detected that there

Procedure for Training, Orientation and Performance Evaluation of Control
Officer (Cabin)
is missing form, the Cabin Operations Monitoring Supervisor's Office sends a reminder regarding the employee who is
not evaluated. In the event that negative feedbacks including similar subjects are received with regard to any
employee, the Cabin Operations Monitoring Supervisor's Office gives information to Cabin Operations Manager by e-
mail. For the interview to be made by the Cabin Operations Manager, the Cabin Operations Monitoring Supervisor's
Office calls the relevant employee to the interview. For this purpose, relevant employee shall be invited for interview
through e-mail or telephone call. The result of the interview is recorded on FR.71.0070 CCD Correspondence Form that
is stored by the Cabin Operations Monitoring Supervisor's Office as per PR.01.30.007 Archives Procedure. After the
interview, the performance of the employee shall be continued to be monitored through FR.71.0256 Control Officer
(Cabin) Electronic Evaluation Form filled out regarding the employee. If negative feedbacks with regard to the
employee are reported again, the issue shall be submitted to Senior Vice President, Cabin Crew for evaluation.
For the purpose of assuring continuity of the Control Officer (Cabin) proficiencies, the Cabin Training Management is
requested once (1) in a calendar year to hold a Control Officer (Cabin) Operational Practices examination. The exam to
be held for the Control Officer (Cabin) employees recruited newly in the last three (3) months of a calendar year is
planned on the basis of the subsequent calendar year.
The questions of the exam are prepared by Cabin Crew Directorate/Managements. Up-to-dateness of such questions
shall be monitored by the relevant departments, which have prepared the questions. The revision of the documents
taken as reference for the questions in the question bank is carried out by the department that has prepared the
question. The Business Development Supervisor's Office (Cabin) notifies the exam date by sending an e-mail to the
relevant departments one (1) month before the scheduled exam date. If the departments demand revisions of the
questions, they inform such revision demands to the Business Development Supervisor's Office (Cabin) by e-mail. The
total number of the questions asked in the exam is twenty (20). The questions are transferred to FR.71.0263 Control
Officer (Cabin) Competence Exam Question Form by the Business Development Supervisor's Office (Cabin). The
questions are accessed in the “CCD Question Bank” folder on the CCD Shortcut Avrasya Server. The Senior Vice
President, Cabin Crew, and the Managers and Supervisors accountable to her/him are authorized to access the folder.
The questions prepared are forwarded to the Cabin Training Management by the Business Development Supervisor's
Office (Cabin).
The exams of the Control Officer (Cabin) employees are held by the Cabin Training Management. The minimum grade
to be successful at the exam shall be eighty (80). The exam results shall be communicated to Cabin Performance and
Business Development Management via e-mail by Cabin Training Management. The employee who fails the exam shall
be granted the right to take the exam once more. Another exam shall be scheduled for such personnel so as to be held
in the next month by Business Development Supervisor's Office (Cabin) in coordination with the Cabin Training
Management. In case of failing the exam for the second time, the Cabin Operations Monitoring Supervisor's Office
demands the employee's defense through FR.71.0070 CCD Correspondence Form. Information of the employee who
fails the exam shall be sent by Business Development Supervisor's Office (Cabin) to Cabin Operations Manager with
the date of oral interview through e-mail. Regarding the subjects in relation to which lack of proficiency is detected in
consequence of the exam, Cabin Crew Directorate Managers conduct an interview through FR.71.0262 Control Officer
(Cabin) Meeting/Interview Form. Participation of minimum three (3) Managers is sufficient for the oral interview
(participation of the Cabin Operations Manager is mandatory). The condition of the employee found to be unsuccessful
