GENERAL PROVISIONS
A. Purpose
The Standard Procedures (SOP) provides policies and procedures for the
organization, administration, and operation of Saint Mary’s University (SMU)
Reserve Officers’ Training Corps (ROTC). All Cadets participating in the program are
expected to comply with this SOP.

E. Haircut
All cadets must present a neat appearance at all times. Male cadets'
hair will be well groomed, cut short or medium length, and neatly trimmed at
all times with uniforms. The face and neck will be cleanly shaven. Male cadets
applying for the Cadet Officer Qualifying Course will be required to have the
wide-side-wall haircut. Basic cadets need to keep their hair in a clean cut as
long as the face and ears are not covered. Female cadets' hair will be neatly
tie up into a bun at all times with uniform. Hair ties and clip color must be
corresponding with cadet's hair color.
ATTENDANCE
GRADING SYSTEM
1. The school year which is divided into two (2) semesters must conform to the
school calendar as practicable.
2. Cadets/ cadettes shall be given a final grade for every semester, such grade
to be computed based on the following weights:
a. Attendance and Military Aptitude – 75%
b. Subject Proficiency – 25%
c. Civil-Military Operations – 5%
3. Subject proficiency is twenty-five percent (25%) apportioned to the different
subjects of a course depending on the relative importance of the subject and
the number of hours devoted to it. It is the sum of the weighted grades of all
subjects. The weighted grades of a subject are computed as follows:
CORPS ADJUTANT
He/ She is the principal advisor to the commander on the state of morale,
discipline, and training of Cadets within the battalion and advises the Battalion
Commander on planning, coordinating and supervising activities of the battalion. He /
She helps train and counsel Cadets regarding attitude, appearance, military
courtesy, and discipline and reports serious cases to the Battalion Commander.
He/ She supervises Battalion formations and responsible for training and
execution of drill and ceremonies at all levels and also supervises the Color Guard to
maintain the highest standards of training and appearance. He/ She supervises the
flag detail and is responsible for the appearance of Cadets, equipment and facilities.
He/ She serves as a link between all Cadets and the Instructors as well as creates
and executes the physical fitness program.
S1 (ADMINISTRATION OFFICER)
He/ She reports primarily to the executive officer and is responsible for
tracking attendance at battalion events and reporting attendance to staff. He/ She
receives accountability reports at mandatory events and tracks attendance and is
responsible for administrative duties of battalion such manifests and transportation
rosters, etc.
He/ She plans, organizes, and supervises the execution of battalion awards
ceremonies, change of command ceremonies, commissioning ceremonies and
social events and ensures accurate rosters are prepared and distributed to the
battalion, including from other schools for joint events. He/ She also is responsible
for assisting with social events and receives operational control of any special project
committees as directed by the commander.
S2 (INTELLIGENCE OFFICER)
He/ She supervises battalion physical security and provides terrain analysis,
light and weather data, and updates on events that could impact training. He/ She
serves on event staff for planning and conducting battalion training events and
prepares weekly brief on news and current events, including analysis of the
importance of the event to future officers and/or to the US military as a whole.
S3 (TRAINING OFFICER)
He/ She is the principal staff officer responsible for all matters concerning
training, operations and plans and reports primarily to the executive officer. He/ She
works in conjunction with the executive officer and crops commander and is
responsible for leading the training portion of staff meetings.
He/ She publishes calendars and tracks OPORDs and also develops quality,
feasible plans for the battalion to execute. He/ She is responsible for the production
of weekly storyboards and maintains record of scores from training events.
S4 (LOGISTICS OFFICER)
He/ She is the primary Staff Officer responsible for coordinating the logistics
integration of supply, maintenance, transportation and services for the battalion. He/
She coordinates for, receives, distributes and controls supplies and equipment for
training and conducts inventories and maintains a continuous working knowledge of
on hand supplies and equipment within the battalion. He/ She works closely with and
advises the executive officer and training officer to synchronize logistical efforts in
support of battalion operations.
S7 (CIVIL-MILITARY OFFICER)
He/ She is responsible for enhancing the relationship between military forces
and civilian authorities to include campus staff and faculty, public information and
internal information, community relations, written publications, photographs and
related duties as required and is specifically responsible for the written material,
consolidation and publication of the battalion newsletter. He/ She serves as a focal
point for local advertising of the program and also serves on event staff for planning
and conducting battalion training events. He/ She is also responsible for all civilian
information and preparation needed in the military office.
He/ She reports primarily to the executive officer and updates website
(Facebook/Twitter/Instagram) weekly with current photos and information. He/ She
ensures overall marketing and advertising which is relevant, informative, and current
and also serves as the photographer for battalion events and ensures cadets have
access to the pictures. He/ She coordinates pictures for the cadet board and plaques
as well as advertises the accomplishments of the battalion. He/ She is responsible
for production and publication of semester newsletter and coordinates with the S4 for
necessary equipment.
