PHYSICAL ORGANIZATION OF THE CADET CORPS

AND COURSE ORIENTATION

GENERAL PROVISIONS

A. Purpose
The Standard Procedures (SOP) provides policies and procedures for the
organization, administration, and operation of Saint Mary’s University (SMU)
Reserve Officers’ Training Corps (ROTC). All Cadets participating in the program are
expected to comply with this SOP.

Proper appearance and dress is an indication of self-respect, pride,
discipline, and neatness. The Army uniform is the symbol of an old and
honorable profession and of our great nation.
The uniform will be worn in the correct manner at all times during the
duration of all training days. The use of make-up is strictly prohibited such as
lipstick and foundations. The use of jewelries is also prohibited. No wearing of
tight fitting jeans as well as stylish pants and blouses. Cadet Officers, NCO's,
and instructor personnel are required to correct uniform violations when
observed. Cadets not in uniform will wear proper civilian attire.

E. Haircut
All cadets must present a neat appearance at all times. Male cadets'
hair will be well groomed, cut short or medium length, and neatly trimmed at
all times with uniforms. The face and neck will be cleanly shaven. Male cadets
applying for the Cadet Officer Qualifying Course will be required to have the
wide-side-wall haircut. Basic cadets need to keep their hair in a clean cut as
long as the face and ears are not covered. Female cadets' hair will be neatly
tie up into a bun at all times with uniform. Hair ties and clip color must be
corresponding with cadet's hair color.

ATTENDANCE

1. Absence from instructions maybe excuse for sickness, injury or other


exceptional circumstances. All excuse letters must be directed to the
Academic Dean of Student Affairs and Services (ADSAS) office and all
admission slips must be directed to the Department of Military Science and
Tactics (DMST) office for recording.
2. A cadet/ cadette (basic/advance), who incurs an unexcused absence of more
than three (3) training days of the total number of training during the semester
shall no longer be made to continue the course during the school year.
3. Three (3) consecutive absences will be a warning to the cadet/cadette to
attend the next training days. Four (4) consecutive absences will automatically
drop the student from the course.

GRADING SYSTEM

1. The school year which is divided into two (2) semesters must conform to the
school calendar as practicable.
2. Cadets/ cadettes shall be given a final grade for every semester, such grade
to be computed based on the following weights:
a. Attendance and Military Aptitude – 75%
b. Subject Proficiency – 25%
c. Civil-Military Operations – 5%
3. Subject proficiency is twenty-five percent (25%) apportioned to the different
subjects of a course depending on the relative importance of the subject and
the number of hours devoted to it. It is the sum of the weighted grades of all
subjects. The weighted grades of a subject are computed as follows:

SP = Exam Score x 25%


Provided, however, that a cadet must obtain a minimum of nineteen (19)
points in subject proficiency and fifty-seven (57) points in attendance in order
to pass the course for the semester.
4. Each cadet/ cadette shall be given one hundred (100) point of class standing
at the beginning of every semester. Additional merits may be awarded for
attending special formations, parades or other activities outside of prescribed
training hours. For every infraction of regulations, he shall be penalized by
demerits as prescribed.

5. List of Demerits with Corresponding Penalties:


a. Class A (Punishable by discharge)
Gross disrespect to superior officers, abuse of authority, illegal collection
and destruction of military or school property.
1) Gross disrespect to superior officers
2) Assaults a superior officer under any pretext
3) Abuse of authority or manhandles his subordinates
4) Cheating during graded examinations
5) Collects any fees or contributions from the members of the Corps
without expressed authority of the ROTC Commandant
6) Ignore or violate standing instructions
7) Deliberately mutilate, destroy, or render unserviceable any military
or school property
8) Commits any act similar in nature and category to the
aforementioned offenses

b. Class B (6-10 Demerits)


Grave Misdemeanor
1) Talking to a superior officer in a begrudging and hostile manner
2) Disobeys legal orders from superiors
3) Deliberately telling things proved to be false
4) Making boisterous remarks or catcalls at any woman while in ranks
or in any prescribed formation
5) Sleeping in classroom or in any place of instruction while such
instructions is being conducted
6) Report late in any formation or prescribed place of assembly
7) Commits any act similar in nature and category to the
aforementioned offenses

c. Class C (4-5 Demerits)


Less Grave Misdemeanor
1) Slouching in ranks
2) Walking in uniform without headgear
3) Sleeves of uniform rolled up or caught in the act rolling the sleeves
of his ROTC uniform
4) Spitting while in ranks or formation
5) Rolling of eyeballs when at parade rest or does any act that would
be detrimental to the discipline while in ranks
6) Chew gums or tobacco when reporting to an officer
7) Carelessly lays aside his rifle
8) Wearing dirty uniform
9) Commits any act similar in nature and category to the
aforementioned Offenses

d. Class D (1-3 Demerits)


Minor Misdemeanor and Omissions
1) No nameplate, insignias and other uniform paraphernalia
2) Shoes not shined and wrongly tied
3) Brass articles are not shined
4) Long hair
5) Dirty face and mustache
6) Missing buttons or unbuttoned pockets
7) Wearing uniform other than one prescribed
8) Malingering
9) Falling out from ranks without permission
10) Standing on one leg
11) Sitting while in ranks
12) Leaning or sitting on his rifle
13) Drops or lazily drags his rifles
14) Commits any act similar in nature and category to the
aforementioned offenses

ADVANCE CADET CORPS DUTIES AND RESPONSIBILITIES

BATTALION / CORPS COMMANDER


As the Corps Commander, he/she is responsible for all battalion activities. He/
She supervises, provides guidance and direction for the Battalion Staff Officers in
ensuring all activities and training are planned, coordinated and executed efficiently.
He / She builds an effective chain of command and develops a positive command
climate.
He / she also continually looks for ways to improve the battalion. He/ She
ensures cadet compliance with policies and procedures of the program. He/ She
creates suspense dates to accomplish battalion missions and enforce standards. He/
She serves as a link between all Cadets and higher officers. He/ She advises the
higher officers concerning all cadet matters and provides guidance and feedback to
event staffs and serves as a liaison between higher officers.

CORPS EXECUTIVE OFFICER


He / she is the second in command and assumes command responsibilities in
the Cadet Battalion Commander’s absence. He / She serves as the Chief of Staff
and is responsible to ensure all staff sections are prepared for battalion meetings. He
/ She ensures staff suspense dates are met and remains knowledgeable of the
current status of staff actions.
He / She supervises and coordinates the efforts of the battalion staff in
planning, coordination, and execution of battalion events and serves as the leader of
event staffs to plan and conduct battalion training. He/ She free the commander
from routine details and passes pertinent data, information and insight from the staff
to the commander and from the commander to the staff. He/ she also serves as a
link between all Cadets and the higher officers and is responsible for social events.

CORPS ADJUTANT
He/ She is the principal advisor to the commander on the state of morale,
discipline, and training of Cadets within the battalion and advises the Battalion
Commander on planning, coordinating and supervising activities of the battalion. He /
She helps train and counsel Cadets regarding attitude, appearance, military
courtesy, and discipline and reports serious cases to the Battalion Commander.
He/ She supervises Battalion formations and responsible for training and
execution of drill and ceremonies at all levels and also supervises the Color Guard to
maintain the highest standards of training and appearance. He/ She supervises the
flag detail and is responsible for the appearance of Cadets, equipment and facilities.
He/ She serves as a link between all Cadets and the Instructors as well as creates
and executes the physical fitness program.

S1 (ADMINISTRATION OFFICER)
He/ She reports primarily to the executive officer and is responsible for
tracking attendance at battalion events and reporting attendance to staff. He/ She
receives accountability reports at mandatory events and tracks attendance and is
responsible for administrative duties of battalion such manifests and transportation
rosters, etc.
He/ She plans, organizes, and supervises the execution of battalion awards
ceremonies, change of command ceremonies, commissioning ceremonies and
social events and ensures accurate rosters are prepared and distributed to the
battalion, including from other schools for joint events. He/ She also is responsible
for assisting with social events and receives operational control of any special project
committees as directed by the commander.

S2 (INTELLIGENCE OFFICER)
He/ She supervises battalion physical security and provides terrain analysis,
light and weather data, and updates on events that could impact training. He/ She
serves on event staff for planning and conducting battalion training events and
prepares weekly brief on news and current events, including analysis of the
importance of the event to future officers and/or to the US military as a whole.

S3 (TRAINING OFFICER)
He/ She is the principal staff officer responsible for all matters concerning
training, operations and plans and reports primarily to the executive officer. He/ She
works in conjunction with the executive officer and crops commander and is
responsible for leading the training portion of staff meetings.
He/ She publishes calendars and tracks OPORDs and also develops quality,
feasible plans for the battalion to execute. He/ She is responsible for the production
of weekly storyboards and maintains record of scores from training events.

S4 (LOGISTICS OFFICER)
He/ She is the primary Staff Officer responsible for coordinating the logistics
integration of supply, maintenance, transportation and services for the battalion. He/
She coordinates for, receives, distributes and controls supplies and equipment for
training and conducts inventories and maintains a continuous working knowledge of
on hand supplies and equipment within the battalion. He/ She works closely with and
advises the executive officer and training officer to synchronize logistical efforts in
support of battalion operations.

S7 (CIVIL-MILITARY OFFICER)
He/ She is responsible for enhancing the relationship between military forces
and civilian authorities to include campus staff and faculty, public information and
internal information, community relations, written publications, photographs and
related duties as required and is specifically responsible for the written material,
consolidation and publication of the battalion newsletter. He/ She serves as a focal
point for local advertising of the program and also serves on event staff for planning
and conducting battalion training events. He/ She is also responsible for all civilian
information and preparation needed in the military office.
He/ She reports primarily to the executive officer and updates website
(Facebook/Twitter/Instagram) weekly with current photos and information. He/ She
ensures overall marketing and advertising which is relevant, informative, and current
and also serves as the photographer for battalion events and ensures cadets have
access to the pictures. He/ She coordinates pictures for the cadet board and plaques
as well as advertises the accomplishments of the battalion. He/ She is responsible
for production and publication of semester newsletter and coordinates with the S4 for
necessary equipment.
