1. Project Design Basis


This section describes the general design criteria, used as common bases for
the design of the Gas Processing Plant (hereinafter named GPP) to treat raw
natural gas from gas field to use for direct sale on the domestic or export market.
Part of these bases originates from the information received from Surhan Gas
Chemical Operating Company (hereinafter named SGCOC) before beginning of
the Feasibility Study.
All information contained in this report is intended for use only by recipient and
it is not intended for use by recipient for the purpose of design and/or
construction. All data need to be validated during next engineering phase.

Plant capacity
GPP design capacity is 5.0 BCMA (billion Nm3/y) of raw natural gas from gas
field.

Design Life
The design life for all the facilities is 25 years.

Plant location
GPP site (plot #9) is a greenfield location in the Baysun district of the
Surkhandarya region of Republic of Uzbekistan, as per following map.

Site-related meteorological data


The climate of the region is continental, arid, with long frost-free periods (250-
270 days). The high average annual air temperature and its sharp daily
fluctuations, hot dry summer, low amount of precipitation determine the desert
nature of the climatic conditions of the area.
The main site-related conditions are the following:

M25 GPP shall be designed, built, operated and maintained for an overall plant
availability of 8000 h/y.

Project phases
M25 Project shall be executed in two different steps:
► Step 1: 100 % treated gas (504796 Nm3/h, equivalent to 4.0 BCMA) from GPP
for sale (to be realized in 2 consecutive phases, based on 2 GPP parallel trains)
► Phase 1: operation of gas processing line 1 (2.5 billion Nm3/y raw gas design
capacity), treated gas from GPP routed to Shurtan-Sherabad existing gas
pipeline.
► Phase 2: operation of both gas processing lines 1 and 2 (5 billion Nm3/y raw
gas design total capacity), treated gas from GPP routed to line D.
Net treated gas for sale is 480165 Nm3/h, for considering 24630 Nm3/h fuel gas
GPP users demand.
Additional 110600 Nm3/h of treated gas will be received from Early Gas
Treatment Unit, for a total treated gas export of 590765 Nm3/h.
► Step 2: treated gas from GPP for sale will consider
► 24630 Nm3/h GPP fuel gas users demand
► 139317 Nm3/h (1.1 BCMA) natural gas from GPP to GCC for 500 KTA
polyolefin production
► 31300 Nm3/h GCC fuel gas users demand
Net treated gas for sale is 309548 Nm3/h.
GPP and GCC erection schedule is to be intended completely independent; all GPP
Units, both process and U&O units, will not have interfaces with GCC Units.
According to the latest plan, GPP will be built onto the plot #9, following below
planned schedule:
► GPP train #1: by the end of 2021;
► GPP train #2: by the end of 2022;
► One BCM Earlier gas facility: by the end of 2019 (this will be located inside of
GPP);
► Common utility system and auxiliary facilities for GPP train #1 and #2: by the end
of 2021;

1.7.1. Feedstock
The feed to the GPP is raw natural gas from “Mustaqulligning 25 yilligi” gas field
located in the Surkhandarya region of Republic of Uzbekistan, with the
characteristics and conditions indicated in the following table, to be considered
at GPP inlet battery limits.
No other feedstocks are envisaged.

M25 GPP configuration


M25 GPP will be located in site characterized by the following:
► Distance from SH/SH gas pipeline: approximately 10 km
► Distance from water reservoir: approximately 28 km

1.8.1. GPP configuration


GPP will be fed by Raw Natural Gas, connected from gas field to GPP inlet battery
limits through 20” gas pipeline, not included in AFW scope.

GPP shall consist in two (2) parallel trains, each train designed for 2.5 BCMA and
consisting in the following main process units:

► Process Units
► Acid Gas Treatment Unit made of Sulfinol Unit and ADIP Unit (U-120 and U-
125 / U-220 and U-225)
► Dehydration Unit (U-130 / U-230)
► Sulphur Recovery Unit (SRU), including Tail Gas Treatment Unit (TGTU) (U-
150 / U-250)
Integrated configuration for Acid Gas Treatment Unit and SRU has been selected
according to Shell design.
Additional Process Units included in GPP are the following:
► Sour Water Stripping Unit (U-100, HOLD)
► Raw Gas Metering Unit (U-110 / U-210)
► Treated Gas Metering Unit (U-140 / U-240)
► Sulfur Granulation Unit (U-155)

Treated Gas from GPP shall be connected though dedicated pipelines to:
► Shurtan-Sherabad existing gas pipeline for domestic gas export (Phase
1 of Step 1)
► New 4th gas pipeline of Turkmenistan-China gas pipeline (line D) for gas
export (Phase 2 of Step 1)

Plant availability
The M25 GPP shall be generally designed to maximize the whole plant
availability.

Operating Plant flexibility


The M25 GPP shall be designed considering turndown plant operation equal to
50% design capacity.
10% overdesign margin on unit design capacities shall be considered.

M25 GPP shall be designed with environmental emissions in compliance with
the Law “On protection of atmospheric air” dtd. December 27, 1996, N 353-
I, according to which atmospheric air, as an integral part of natural resources, is

These indicators should be maintained stable at the border of the sanitary


protection zone.

The following requirements have to be considered for limiting noise and the level
of radiation of the flare.
The sound pressure level measured at a height of 1.2 to 1.5 meters above
ground level at the boundary of the property (fencing) must be less than 50 dBA.
The noise level at a distance of 1m from each piece of process equipment and
a control valve is 80 dBA.
The limitation of the radiation level of the Flare stated below is recommended to
adopt under the following conditions in accordance with the Standard of
the Republic of Uzbekistan 12-20-08 “Rules for the Construction and Safe
Operation of Flare Systems”:
► At flare stake ground level: 9.4 [kW/m2];
► In case of evacuation of personnel within 30 seconds: 4.8 [kW/m2];
► At the B.L. of the flare unit and evacuation of personnel within 3 minutes: 2.8
[kW/m2];
► Unlimited staff stay: 1.4 [kW/m2]

The concentration of chemicals that are not specified in items 3, 4 and 5 in


above table 2.3, but which are present in the water as a result of industrial,
agricultural and household pollution, shall not exceed the maximum permissible
concentrations approved for the water of basins for household drinking and
cultural-domestic use based on the organoleptic, sanitary-toxicological
characteristics and radiation safety standards.
Note 1. During floods and adverse natural phenomena, a deviation from
normative values is allowed but not more than 5% of the samples in the year
according to total microbial count in 1cm3 and the coliform index.
Note 2. When coliform index is more than 3 on the stage of identification of
grown colonies the Escherichia investigation is also conducted additionally.
When coliform index is over 20 regardless of the detection Escherichia the
repeated water sampling for the analysis of these indicators is performed.
Note 3. Upon detection of a fresh fecal contamination the repeated water
sampling for analysis according to indicators of coliforms and Escherichia is
carried out.

Sanitary and Epidemiological Oversight the water research is carried out for the
presence of causative agents of infectious diseases of bacterial and the viral
nature involving for these purposes specialized laboratories.
Note 5. The list of identifying pesticides in drinking water is compiled by bodies
of State Committee for Sanitary and Epidemiological Oversight taking into
account a particular situation in those regions of the republic in accordance with
SanPin of the Republic of Uzbekistan "Hygienic Standards of pesticides in the
