1. SITE ORGANIZATION CHART

2. DESCRIPTION OF SITE ORGANIZATION SCHEME

The personnel organization at site should be specified at the beginning period based on the
Stipulation of Management board in order to ensure the management go through, timely and
efficiently. The key divisions are comprised of:

 Management board:
- Organize, operate and manage the execution, quality and safety at work.
- Report the site situation to Corporation and deal with the relation with the Owner.
 Divisions of administration, personnel, safety at work and environmental sanitation:
- Co-ordinate with Corporation to perform the management works, power supply for
execution at site.
- Establish, manage and follow the performance on the regulation, stipulations of
administration, order and security, safety at work and environmental sanitation at site.
- Propose the solutions, supervise and speed up the performance works on property,
material, equipment, safety at work and environmental sanitation at site.
 Technical management department:
- Control the project quality according to the project requirement and internal management
standards.
- Perform the preparation works for execution, such as, forming the detailed drawings for
deploy, detailed schedule, proposing the material sample, experiment and checking the
quality of material, machine and equipment... before put in to operation at site.
- Form the specific and detailed execution measures for execution to the Owner and
relevant authorities for approval.
- Be responsible for the soil investigation.
- Co-ordinate with the technical operation department to supply material, equipment
sufficiently, accurately and timely.
- Co-ordinate with the technical division to make the as-built drawings for project.
 Technical operation department:
- Instruction: check and adjust the deploy of execution measure, schedule and put in an
estimation for project.
- Form the schedule according to the day, week, month (works, material, motorbike,
equipment, technical conditions...)
- Manage directly inspection, quality control and the schedule at site.
- Co-ordinate with the quality division to manage the adequate usage and supply of
material, equipment for project.
- Manage the machines and equipment for execution.

3. DESCRIPTION OF RELATIONSHIP BETWEEN MAIN OFFICE AND MANAGEMENT


AT SITE

The relationship between the main office and the management at site is defined in the
following chart, as follows:
- The Contractor performs the contract through his Site Management Board, being at the
head is the Leader appointed by the Contractor.
- The site manager is delegated powers by the Contractor to decide in his scope in order to
ensure the management the Site timely and efficiently.

4. ROLE, RESPONSIBILITY AND AUTHORITY OF PROJECT MANAGER

4.1 Role and Responsibility

- To coordinate with Project Management Department (Head Office) to prepare budget


estimation of the project and submit to The General Director (GD) for approval
- To make plan and work schedule
- To assign and distribute resources for the work execution
- To report to the GD on a monthly basis regarding: construction progress, quality, HSSE
issues, work performance status including output value, the cost and expense
management.
- To analyze, evaluate and make adjustments if necessary for all induced matters.
- To handle disputes, complaints and grievances from Contractor / Sub-Contractor /
Employees during the work execution on behalf of the GD / Project Director
- To be responsible for site security and safety within the scope of CC1 during the project
implementation
- To ensure all departments operate in accordance with their functions

4.2 Authority

- The PM shall be entitled to carry out the followings.


- To implement the approved budget plan
- To allocate human resources for the implementation of the project at preparation,
execution, acceptance and hand-over stages in accordance to Contract
- To propose the allocation / dismissal of Deputy Manager and Accountant
- To coordinate with the Human Resources and Legal Department (Head Office) for
recruitment / dismissal of employees for the project
- To employ / dismiss temporary employees in accordance to labor laws and the
Corporation’s internal regulations
- To approve project documents
- To give bonuses / award for employees having excellent performance / initiative or idea
to improve the construction methods which lead to the saving of time and cost
- To coordinate with the Project Management Department (Head Office) to propose to The
GD any amendments / adjustment of the budget estimation for approval once the
approved one is no longer practical

5. ROLE, RESPONSIBILITY AND AUTHORITY OF CONSTRUCTION MANAGER

5.1 Role, Responsibility

Preparation stage

- To fully understand the project requirements as well as any documents need to be


prepared prior to the commencement of the work.
- To conduct site checking and surveying

- To read and understand all project documents


- To coordinate with other departments for planning of the work execution
- To make construction schedule
- To make manpower mobilization schedule
- To plan for any material purchasing and other financial issues
- To ensure all safety measures / procedures are applicable, including fire prevention

Work Execution Stage

- To manage and carry out the work following the approved schedule
- To be responsible for the quality and schedule of the work
- To report and make any suggestion to THE PM regarding to the work status, difficulties,
and any incidents at site.

Acceptance, Hand over, and Commissioning Stage

To follow approved acceptance, hand-over, and commissioning procedures as well as project


requirements

Coordination

 Internal
- To coordinate with Administration, Quality Control, Planning & Contract, and HSSE
Departments to ensure all project requirements are fulfilled.
 External
- To coordinate with material suppliers, sub-contractors, and other partners
- To coordinate with government authorities / agencies when required
Other

- To follow the corporation regulations regarding human resources management To


promote the unity of all departments / personnel
- To manage and ensure the effective usage of all properties belonging to the corporation
- To protect all confidential information of the corporation

5.2 Authority

- To request other departments to provide necessary information as well as to coordinate


during the execution of the work
- To make any suggestion / proposal to Project Management Board regarding to actual site
activities such as manpower, organization, equipment, assets, etc. in order to improve the
work performance and quality

6. ROLE, RESPONSIBILITY AND AUTHORITY OF PLANNING AND CONTRACT (P&C)


MANAGER

6.1 Responsibility

- To assist and counsel any planning and contract matter for the PM
- To manage the payments under the contract (A-B and B-B') and the finance status of the
project
- To manage the work schedule
- To manage Material Procurement
- To draft B-B' contracts
- To organize and assign resource internally in order to ensure the function of P&C
department
- To coordinate with other departments to ensure all activities are performed properly in
accordance with the contract.
- To report to PM the project status on a weekly and monthly basis

6.2 Authority

- The P&C Manager shall be entitled to carry out the followings


- To request other departments to provide relevant information
- To request PM to provide efficient resources for assigned tasks.
- To propose reward / discipline to staffs within P&C department
- To reviews and approve all planning and contract documents, including material request
documents

7. ROLE, RESPONSIBILITY AND AUTHORITY OF MATERIALS ENGINEER

7.1 Responsibility

- To establish quality management systems in accordance with the project requirements, in


which the responsibilities of individuals regarding quality matters shall be identified
- To verify the responsibility between QA/QC personnel of CC1 and Sub-contractors
- To coordinate with other departments to ensure project requirements are satisfied
- To report all material matters to QA/QC Manager on a weekly basis
- To ensure all materials to be inspected and tested in accordance with project
requirements before using
- To ensure all as-built drawings are completed and available when required
- To ensure all required documents are available for handing over when required
7.2 Authority

- The Materials Engineer shall be entitled to carry out the followings


- To request QC Manager and other departments to provide any relevant quality
information

- To propose reward / discipline to staffs within QA/QC department


- To review and approve all QA/QC documents

8. ROLE, RESPONSIBILITY AND AUTHORITY OF PAVEMENT MANAGER

8.1 Role, Responsibility

- To manage and ensure that operational safety standards or other requirements are met
at an operation level
- To manage and monitor project delivery plans to ensure objectives are being satisfied,
review the report outcomes and provide timely advice to the PM on any anticipated
delays.
- Provide technical support to other Road, Transport & Drainage Sections in relation to
project delivery, pavement design and in resolving construction related design issues.
- To solve any issues involving CC1 within or outside the project site (e.g. local people,
traffic matters, etc.)
- To report to PM regarding issues on a weekly and monthly basis
- To perform other tasks assigned by the PM

8.2 Authority

- Decisions affect the work and activities of others within the unit
- The work of the Pavement Manager influences a number of separate community groups
through policy application and development
- Ensure that operational safety standards or other requirements are met at an operational
level
- Look for ways to save costs. Be conscious of budget constrains and be aware of cost
implications of own actions within own work area

9. ROLE, RESPONSIBILITY AND AUTHORITY OF HEALTH & SAFETY (ACCIDENT


PREVENTION) OFFICER

9.1 Role, Responsibility

- Support the HSE Manager and team with planning, coordinating and implementing of
effective HSE policies, guidelines and procedures to ensure that the department
objectives are met.
- Ensure training, tool box meetings, accident prevention course
- Ensure all worksites are HSE compliant with Company policies and safety standards
- Provide HSE aspects of Company Bid Submissions as requested

9.2 Authority

- To make decision and solve any HSE related matters when it is considered appropriate
- To give warning and discipline for any violations
- To request the HSE Manager to provide efficient resources for assigned tasks

- To propose any measures or procedures to improve the HSE system

10. ROLE, RESPONSIBILITY AND AUTHORITY OF ENVIRONMENTALIST

10.1 Role, Responsibility

- Implementing environmental policies and practices


- Ensuring that environmental legislation and best practices are complied with and that
targets are achieved
- Confirming that materials, ingredients and so on are ethically or environmentally sourced
- Communicate with contractors on environmental expectations.
- Establish environmental objectives and targets.

10.2 Authority

- To make decision and solve any problems related matters when it is considered
appropriate
- To give warning and discipline for any violations
- To request the HSE Manager to provide efficient resources for assigned tasks
- To propose any measures or procedures to improve the HSE system
