PROPOSED GENDER RESPONSIVE PROJECT PROPOSAL TEMPLATE

I. PROJECT TITLE:
 The title should reflect the major theme of the Program/Project. It should
be concise and straight forward. It should also include the name of the LGU
and the Province it is located in;
 A comprehensive yet brief and simple title that will show the coverage and
ownership of the project
 Should be gender responsive/sensitive

 Describes the general overview of the proposed program/project


 State the strategy/activities to be used, and the various stakeholders
involved in the implementation of the program/project
 Mention the expected outputs and outcome of the program/project
 Include project cost and funding source
 Include M&E and Risk Management

II. RATIONALE/BACKGROUND OF THE PROGRAM/PROJECT


This is an overview of the GAD mandate or and gender issues to be addressed. The
proposed project/program may be the result of the LGUs Review of national GAD
policies and plan; Result of the conduct of gender analysis; Result of program and
project evaluations: Review of GAD fund audit results and remaining issues identified
in the LGU’s GAD Accomplishment Reports;

1. Describe the situation before starting the project and point out the main
problems per result of the gender.
2. State clearly the gender gaps and inequalities related to gender roles,
perspectives and needs, or access to and control of resources.
3. Describe the consultation regarding the problem/issue involving female and
male stakeholders and officials including women and men that may be affected
positively or negatively by the project and women and men in the beneficiary
groups. Describe/mention who are the participants involved.
4. Indicate/ Describe the available resources that could be tapped to address
the gender issue and problem to be address.
5. Mention if the proposed program/project is aligned with the national plans
and programs.
III. OBJECTIVES OF THE PROJECT
 This will describe what does the proposed programs/project aim to achieve?
State if the proposed program/project could address gender gap based on
the gender analysis conducted or based on the GAD database of the LGU;
 This could be the justification why the program/project was proposed;
 Develop objectives/purpose/target of the proposed project that will
respond to the issues identified and will contribute to the overall
improvement of the quality of life of beneficiaries (PCW);
 A good objective usually states: (a) what does the project want to achieve;
(b) how does the project want to achieve it; and (c) who are the main
beneficiaries (PCW);

2. Describe the specific outputs and outcome of the project. Outputs refers to
the immediate results of the project activities (e.g. no of women and men
who received training), on the other hand outcome refers to the
intermediate changes as a result of project activities (e.g. proportion of
population by sex with advanced issue/problem to be addressed by the
proposed project.
3. Provide/indicate targets and indicators. (e.g. the project’s design will reduce
or enhance the women’s reproductive and productive time).

IV. TARGET BENEFICIARIES


 Describe and identify the direct and indirect beneficiaries of the project.
Present the beneficiaries using sex-dis aggregated data by location and by
sectoral stake in the project and break down the total number of
beneficiaries into the relevant classificatory categories e.g how many are
men/women, children, physically disadvantaged, and vulnerable groups,
among others.
 Language like children , youth, people, refer specifically to girls, boys, young
women, when describing participants, parents, decision-makers, service
providers, authorities, etc.

by SDD.
2. Specify how many men and women, and girls and boys will benefit from the
project.

V. STRATEGIES AND ACTIVITIES


 This include program/project’s specific strategies towards the achievement
of desired gender equality outputs, outcomes and goals/objectives.

1. Describe the strategies to achieve the gender objective/s of the proposed


project; list the things that need to be done to produce the desired outputs
to achieve the objective and or to address the gender issue/gender
problem.
2. State the indicative duration of each components of the proposed
program/project;
3. Identify the composition (male and female) of the implementation team
that will manage the proposed program/project implementation. State the
participation of men and women in the proposed strategies and activities
4. Present/include target outputs or success indicators for each
strategy/activities.

VI. IMPLEMENTATION SCHEDULE/WORK PLAN


 This will describe how the tasks necessary to complete the proposed
program/project and other related deadlines.
 This will identify the Timetable of the propose program/project. It can be
shorten term which is implemented w/in the year and medium term which
might be is implementable in 3 or 6 years.

1. Identify the indicative schedule, deadlines and durations that will be


implemented to execute the proposed programs/project. It is necessary also
to identify monitoring indicators of the project.

VII. ESTIMATED COST OF RESOURCE INPUTS


 This includes the estimated project cost with budget breakdown as well as
the plan on how to finance the project or the financing and investment
requirements of the proposed program/project.
 This can be classified into human power, materials, equipment, facilities,
etc. By activity component.

1. Indicate the source of funding required for the proposed program/project;


will he project tap counterpart funds from the LGUs or its partners for its
GAD Efforts.
2. State Amount of Implementation funding required for the proposed
program/project.
3. State also if the proposed program/project is expected to be financially self-
sustaining.
4. Include the cost breakdown including the cost of GAD practitioner or expert
who will promote gender equality and women’s empowerment.
5. Specify whether the program/project commits to build capacities to
promote gender equality.

VIII. PARTNESHIP AND SUSTAINABILITY


 This show the proposed partnership with private sector and other
stakeholder to ensure sustainability despite completion

1. Identify desired partners in the implementation of the proposed project


(private sector, NGOs and other stakeholder)
2. State the expected participation/role by the private sector and other
stakeholders to the changes that will result from the project;
3. Describes how the project will build and sustain the GAD related initiatives
of other organizations.
4. Indicated whether the proposed programs/project have an exit plan that
will ensure sustainability of GAD efforts and benefits (if there is);
5. If possible state how the project will become self-sustaining who will
maintain/sustain the implementation of the project.

IX. PROGRAM/PROJECT IMPLEMENTING TEAM


 This will describe the technical capability of the Program/Project
Implementing Team and whether the top mana gement/project leadership is
supportive to address gender issues.

1. Describe who will implement the proposed program/project and in


what way, if applicable, is the top management supportive of the
program/project.
2. State who will be managing/supervising the proposed program/project
implementation.
3. State if it is required to have capacity development trainings (e.g.,
Gender Sensitivity training) for team members who will implement the
proposed project/program.
4. State if there is a need to hire a GAD expert to guide the implementing
team.

X. MONITORING AND EVALUATION


 This should show the Monitoring and Evaluation process of the
program/project implementation. Thus, this portion should provide for the
proper strategy and timetable for monitoring, extraction of data to plot
program/project progress, and propose actions to correct, redirect or
improve the phase and direction that its implementation takes.
1. Provides/state an M&E Plan that discusses the M&E
schedule/frequency/scheme/mechanism in the conduct of monitoring
activities and the preparation/submission of the corresponding progress
report.
2. Discuss mechanisms for the conduct of evaluation to assess the gains,
continuing challenges, and lessons learned from the project.
3. State the roles and composition of the M&E Team and the Gad related
competencies of each member.
4. State if the proposed program/project needs an external M&E Team or a
GAD Expert/consultant.
5. Describe how the target beneficiaries will be included on the M&E process.
6. Presenting the monitoring tools to be used if ti is existing/present.
7. State if there is a plan to develop monitoring tools which includes gender
equality indicators to measure gender equality output/outcomes of the
proposed project.

XI. RISK MANAGEMENT


 It should show how the implementers would act and what strategies to be
implemented once external factors occur and affect the implementation of
the program/project.
 It should also show preventive measures to be practiced to hinder or
mitigate detrimental effects that an external risk could pose.

1. Indicate possible risk or external factors (may be natural, social, political,


economic, etc.)
2. Identify risks in consultation with girls/boys, women/men in the community
including environmental (e.g. floods), social (e.g. resistance from
communities to gender equality), economic (e.g. rise in food prices), and
political (e.g. upcoming elections); plan how they will mitigate these; and
develop mechanism to monitor risks on an on-going basis.
3. Risks may include possible exposure to gender-based violence,
encompassing physical, sexual, psychological and economic violence
occurring in the family. Gender -based risks may also be observed when
other risks occur (I.e. Gender-based violence and reproductive health issues
during calamities especially in temporary shelters).
4. Special attention should be given to the possible risk factors that may
affect/exploit marginalized women and children.
