4.6 Roles, Responsibilities and Authorities


Project Manager / Construction Manger
Project Manager/Construction Manager are responsible for overall implementation of this method
statement, and to ensure that project engineer, site engineer and general foreman are well informed
of its required, PM/CM are responsible for

• Providing all resources in terms of manpower, equipment, and material.


• Controlling the coordination between all involved parties to ensure safety, quality and schedule
requirements are met.
• Controlling the progress of work and ensuring all the submittal are made on time and approved
well before starting certain activity.

• Controlling the progress of work and ensure final approval is obtained at least 24 hours before
casting schedule date.
• Review & approve the MS & material in coordination with QA/QC & relevant subcontractor.

Project Engineer /Site Engineer


PE/SE are responsible for the following.
• Organize & deploy the manpower as per site requirements & making sure the required machines
and tools are in good working conditions.
• PE/SE will make sure all the foreman and labor involved in the activity have attend the HSE toolbox
prior start working at site.
• PE/SE will make sure all the work is performed as per approved drawings and method statement.
• Check the work at site prior QA/QC inspection making sure work is ready for inspection as per
approved drawings and project specification.
• PE/SE will make sure timely IR will be raised in coordination with QA/QC engineer to get timely
approval to proceed with next activity.
QA/QC Manager / QC Engineer
QA/QC team is responsible for the following.
• QA/QC engineer will ensure all the work is carried out in accordance with the contract specification,
approved drawings, and approved project quality plan.
• Timely raise of ITR as per approved ITP & make sure work is done as per approved drawings and
MS prior consultant approval.
• Visit the site prior to the consultant visit and make sure work is done as per drawings, specification,
and approved method statement.
• Arrange consultant visit and seek their 1st time approval.
• Arrange other relevant clearances to proceed with casting.
HSE Manager / HSE Engineer
The HSE team is responsible for the following.
• Prior commencement of activity, HSE engineer will brief the work force induction talk on project site
safety requirements.
• Maintain records of accidents & enforce PPE on all staff.
• Inspecting Sites and making sure all the machines and equipment deployed at site complied with fitness
standard.
• Monitoring and providing support during construction of facilities and equipment.
• Identifying hazardous situations and safety-controlled actions.
• Keeping and maintaining company safety records.

• Identify & manage risks associated with the project environment and processes while complying with
regulatory requirements & corporate standard.
• Responsible for Maintain a proactive and demonstrable safety performance that includes compliance
with all safety, health & environmental policies, and procedures.
• Manage & submit HSE reports as required.
• Work effectively with various departments throughout the project to resolve compliance issues.

General Foreman
General Foreman is responsible for following.
• Proper distribution of work force as per requirement of work.
• Continuous coordination and follow up of site engineer’s instruction to meet requirements outlined
in method statement during excavation, construction and finishing activities.
• Coordination with site safety officer to maintain safe workplace.
• To ensure that all the workers have the required information and knowledge of their duties.
• Ensure when labor wear suitable eye protection and mask where necessary.
• Ensure materials are being stored.

Site Surveyor
The site surveyor is responsible for the following.
• Check layout and level for form work as per drawings.
• Report to CM/PM if any discrepancy found in site condition & drawings and take advice for further
action prior proceeding with next activity.
• Making sure all the equipment used in survey must be calibrated as per planned interval.

5. HSE REQUIREMENTS

• Compliance with legal requirements.


• Compliance with system framework OSHAD SF CoP.
• Compliance with ADM requirements.
• All workers must be inducted before the start of work.
• MSRA Need to communicate to all the workers.
• TBT should be conducted, and evidence need to maintain.
• Third party Competency certificates are required for all technical job.
• All plants and equipment must be third party certified.
• Close supervision of the area and proactive monitoring of activities.
• Welfare facilities to be provided to the work force at site.

6. DETAILED CONSTRUCTION SEQUENCE

6.1 Site Planning & Preparation


General Requirements

1. Surface preparation: Proper surface preparation is essential for the successful application of
antifungal paint. Ensure that the surfaces to be painted are clean, dry, and free of any loose
or flaking material. Remove any fungal growth, dirt, or other contaminants from the surface
by using appropriate cleaning methods.
2. Material: Check the manufacturer's recommendations for the surface preparation,
application, and drying times.
3. Weather conditions: Antifungal paint application should be done under favorable weather
conditions. The temperature and humidity should be within the manufacturer's
recommended range. Avoid applying antifungal paint during rainy or extremely humid
weather conditions.
4. Equipment and tools: Ensure that all equipment and tools required for antifungal paint
application, such as brushes, rollers, and sprayers, are in good condition and clean. Use
appropriate protective equipment such as gloves, masks, and eye protection.
5. Safety measures: Ensure that all necessary safety measures are in place, such as the
availability of fire extinguishers, first aid kits, and eye wash stations. Ensure that the work area
is cordoned off and properly marked to avoid any accidents or hazards.

6. Waste disposal: Proper waste disposal methods should be in place to dispose of any leftover
paint and other waste materials generated during the application process.
7. Containment and cleanup: Proper containment and cleanup measures should be in place to
prevent the spread of paint, dust, or other contaminants to the surrounding areas.

6.2 Work Methodology

Surface Preparation

Plastered surfaces / Concrete.


1. Ensure that the plastered surface/Concrete is cured for at least 21 days.
2. If any contamination like oil, grease, chemicals etc. are found, remove it from the substrate by
employing proper degreasing methods like detergent wash followed by freshwater wash.
3. If fungus/algae presence is noticed, use fungicide/biocide wash followed by freshwater wash for
areas affected with fungus, algae or similar growths.
4. Check the plaster/concrete for any cracks. If cracks are found on the plastered
surface/concrete, use appropriate cementitious/ acrylic/ epoxy filler compatible with the
selected paint system to fill the cracks before painting.
5. Remove all loose and foreign particles including dust, cement particles, corroded material,
efflorescence etc. from well cured and dry substrate manually with rubbing stone, scrapper,
abrasive paper etc. If required, wash the efflorescence affected area with a mild acid followed
by freshwater wash.
6. Before starting painting, ensure that all the dust and loose particles are removed using a slightly
wet cloth or an air jet and ensure that the substrate is fully dry.
7. Test the moisture content before the painting and ensure that it is below 10%.
8. If the plaster surface is not strong enough or chalky, use a solvent based binding/penetrating
sealer/primer.

Application of the Fenomastic Projects Matt

Apply the one coat of Fenomastic Projects Matt in the desired colour, using a medium nap cotton
roller, at a spreading rate between 6 sq.m/L to 9.4 sq.m/L and allow to dry for a period between 2
hours (40°C) and 6 hours (23°C). A dilution of around 5 to 10 % with fresh water may be allowed for
ease of application. Ensure that a good and uniform finish is achieved.
Note:
• The spreading rate may vary depending on the substrate, type of roller/brush used and
application practice of the painter.
• Care should be taken to remove masking tape immediately after each coat, without allowing
the paint to dry.
• Before applying each coat, ensure that all the dust on the previous coat is removed.
• The technical data sheet should be referred to for information like spreading rate, recoating
interval etc., which should be adhered to strictly.

6.3 Inspection Requirements

7. Construction Program
All the work activity will be performed as per an approved baseline program.

8. Quality Control Requirements


• Surface preparation: The surface should be clean, dry, and free of any loose or flaking material.
Any oil, grease, or other contaminants should be removed using appropriate cleaning methods.
The surface should be properly sanded and leveled to ensure a smooth and even finish.
• Material handling: The Fenomastic Project Matt paint should be handled and stored properly
to prevent contamination or deterioration. Follow the manufacturer's instructions for storage
and handling.
• Mixing: The paint should be thoroughly mixed before application to ensure consistent color
and quality. Use a mechanical mixer or stir the paint manually for at least 5 minutes.
• Application: Apply the paint using appropriate tools such as brushes, rollers, or sprayers, as
recommended by the manufacturer. The paint should be applied evenly and at the
recommended thickness. Avoid overbrushing or overspreading the paint, as this can lead to an
uneven finish.
• Drying time: Allow the paint to dry for the recommended time before applying a second coat
or allowing foot traffic. The drying time will depend on the temperature, humidity, and
ventilation of the area.
• Inspection: Conduct a visual inspection of the painted surface to ensure that there are no
defects such as uneven color. Any defects should be addressed immediately before the paint
dries.
• Clean up: Proper cleanup measures should be taken after the application to prevent any
residual paint or waste materials from contaminating the environment or adjacent surfaces.
