1- Purpose
The purpose of this method statement to define the procedure, responsibilities, and
risk associated with the earth work including excavation, levelling & compaction
activities.

2- Scope

The scope of work including excavation, levelling, Backfilling, and compaction to


the required level as per issue for construction drawings for the Project
Refurbishment of Southside Cargo Terminals and Cargo Village (Design &

6- Resources

6.1 Material Approvals

 Only approved material will be used including separation layer, drainage course
warning tiles and warning tapes etc.
6.2 Sub-Contractor Approval
Most of major excavation will be done by main contractor M/s Emirates Link Maltauro.

6.3 Drawings
ELM will follow the excavation limits & levels as mentioned in the shop drawing prior
to start excavation.

6.5 Human Resources

6.5.1 Project Manager / Construction Manger

Project Manager/Construction Manager are responsible for overall implementation of this


method statement, and to ensure that project engineer, site engineer and general foreman are well
informed of its required , PM/CM are responsible for

 Providing all resources in terms of manpower, equipment and material.


 Controlling the coordination between all involved parties to ensure safety, quality and
schedule requirements are met.
 Controlling the progress of work and ensure all the submittal are made on time and approved
well before starting certain activity.
 Controlling the progress of work and ensure final approval is obtained at least 24 hours
before casting schedule date.
 Review & approve the MS & material in coordination with QA/QC & relevant
subcontractor.

6.5.2 Project Engineer /Site Engineer


PE/SE are responsible for the following
 Organize & deploy the manpower as per site requirements & making sure the required
machines and tools are in good working conditions.
 PE/SE will make sure all the foreman and labor involved in the activity have attend the HSE
tool box prior start working at site.
 PE/SE will make sure all the work is performed as per approved drawings and method
statement.
 PE/SE will make sure timely IR will be raised in coordination with QA/QC engineer to get
timely approval to proceed with next activity.

6.5.3 QA/QC Engineer
QA/QC is responsible for the following

 QA/QC engineer will ensure all the work is carried out accordance with the contract
specification, approved drawings and approved project quality plan.
 Timely raise of ITR as per approved ITP & make sure work is done as per approved
drawings and MS prior consultant approval.
 Arrange consultant visit and seek their 1st time approval.

6.5.4 HSE Engineer / Officer


HSE Engineer / Officer is responsible for the following
 Prior commencement of activity, HSE engineer will brief the work force induction talk on project
site safety requirements.
 Maintain records of accidents.
 Enforce PPE on all staff.
 Inspecting Sites and make sure all the machines and equipment deployed at site are comply with
fitness standard.
 Monitoring and providing support during construction of facilities and equipment.
 Identifying hazardous situations and safety controlled actions.
 Keeping and maintaining company safety records.
 Identify & manage risks associated with the project environment and processes while complying
with regulatory requirement & corporate standard.
 Responsible for Maintain a proactive and demonstrable safety performance that includes
compliance with all safety, health & environmental policies and procedures.
 Manage & submit HSE reports as required.
 Work effectively with various departments throughout the project to resolve compliance issue.

6.5.5 Foreman
Site Foreman is responsible for following
 Proper distribution of work force as per requirement of work.
 Continuous coordination and follow up of site engineer’s instruction to meet requirements of
outlined in method statement during excavation, construction and finishing activities.
 Coordination with site safety officer to maintain safe work place.
 To ensure that all the workers have required information and knowledge of their duties.
 Ensure when labor wear suitable eye protection and mask where necessary.
 Ensure materials are being properly stored.

6.5.6 Site Surveyor


Site surveyor is responsible for following

 Check layout and level for earth work as per approved drawings.
 Report to CM/PM if any discrepancy found in site condition & drawings and take advice for
further action prior proceeding with next activity.
 Making sue all the equipment used in survey must be calibrated as per planned interval.

7- Safety Precautions/Risk Assessment

HSE engineer will make sure the following precautions were taken prior start activity
on daily basis

 Maintain a safe route for pedestrians/other labor involve in project to bypass by the works.
 Where required lights to be attached to signing and guarding.
 Plant vehicle and tool to be kept inside the work area.
 Plant/Machine operators to be trained and competent in the use of the plant/machine they are
using.
 Keep plant & vehicles away from the edge of the excavation.
 Ensure the correct PPE is used for the type of equipment.
 Mechanical excavation equipment shall not be used in the vicinity of other utility services.
 Ensure the adequate oxygen level in area of deep foundation.
Ensure the following is worn at all times during the works

 Hard Hat
 Safety boots or wellingtons
 High visibility jacket or jerkin
 Coveralls
Ensure the following is worn as required during the works

 Dust masks – grinding, sawing, cutting or conducting activities that involve airborne dust.
 Gloves – when using power equipment or manual handling.
 Waterproofs – in wet weather.

8- Work Procedure/Sequence

General Requirements

 All the work activity will be performed as per approved baseline program starting from each
packages.
 Do not interrupt any existing services (if found during excavation) and must seek engineer
advice for further action.
 Site team will make sure all the required NOC & permit are obtained prior start excavation
from concerned authority.
 Existing services shall be located, diverted if necessary and protected at all the times.
 Drain, manholes and gullies that are to remain shall be protected and kept clear at all the
times.

 No excavated suitable material other than that surplus to requirements of the contract shall
be removed from the site on direction of permission of the engineer.
 All the excavation should comply with project Specification.
 Before commence any excavation or filling the contractor survey team shall take cross
sections through the site with levels at agreed intervals and shall agree these with engineer.
 The work are to be set out from primary datum level & setting points as per approved
drawings or information provided by engineer in Issued for Construction Drawings.
 If the water table high and required dewatering, the ELM along with specialist subcontractor
will make sure the dewatering system in place at all the time during excavation as per
approved design and calculation to reduce the hydrostatic pressure and lower the ground
water table below excavation levels as required for safe and proper execution of the work.
 Proper ramp & plate form shall be provided for access of machines and manpower during &
at the end of the work.
 The Tolerances for formation level shall be as follows
Beneath mass concrete foundation 0 & -25 mm
Beneath ground bearing slab & RCC foundation 0 & -15mm
Embankment & cutting +/- 50 mm
Ground abutting external walls +/- 15mm
 An IR will be raised for engineer for Pre-excavation making sure all the adjacent buildings,
pavements and other structure are safe by mean of shoring and dewatering etc.

Excavation Procedure

 Engineer will be notify in advance prior start excavation.


 A proper access ramp to be constructed supporting with embankment.
 The ramp will be provided with proper slope should adequate for excavator/shovel
movement and 1 m dedicated for pedestrian.
 Foundation and pits shall be excavated in lines and level as shown on approved drawings by
mean of suitable machines (excavator, JCB etc.) and shall be remove from area.
 The excavation shall be of sufficient size to permit the placing of foundation and walls as
shown on drawings.
 Unless otherwise noted excavation shall be carried out 500mm beyond the horizontal outside
limit of foundation, footing or any other structural members.
 If during the progress of work, lose or improperly compacted soil is encountered below
foundation level or adjacent shall be removed and filled and compacted 95% maximum dry
density with approved filling material.
 All the excavated material shall be stored at designated stock pile area approved by engineer.
 All the excavated material determined as suitable by engineer will be utilized as backfill
material.

Levelling, Backfilling & Compaction Procedure

 After excavation is completed ELM shall notify the engineer for approval of depth of
excavation prior to further structural work.

 All rock and other hard foundation shall be cleared and cut to a firm surface and to be
leveled as required.
 The natural formation level shall be compacted to minimum of 95% of maximum dry density
to a depth of 200mm as determined in accordance to project specifications.
 Prior the completion of formation all trenches or any other cutting while lie within the
construction area shall be filled with appropriate filling compacted in layers not exceeding
200mm.
 After all soft spot has be made good, the formation shall be finally formed to the required
lines and profiles.
 Conduct field density test for formation level.
 Compaction method shall be agreed with engineer preferably with roller/plate compactor.
 Field density test shall be arranged with 3rd party laboratory and engineer will be invited for
witness and results shall be submitted for approval.

Excavation & Fill for Walkways and Pavements


a) Excavate surfaces under walkways and pavements to indicate lines, cross sections,
elevation and subgrades level as shown on drawings.
b) Proper required tools and machines will be used for excavation such as JCB or
manual excavation as per site condition.
c) Formation level will be compacted properly with plate or roller compactor prior
laying sub-grade.
d) Spread and level sub-grade as shown on approved drawings with required thickness,
usually 15-20 cm.
e) Sub-grade will be compacted to achieve 95% maximum dry density and filed density
test will be carried out to confirm the same.
f) Final finish (interlock or concrete etc.) will be as per approved shop drawings or
landscape drawings details.
Excavation for Utility Trenches

a) Excavate the trenches to indicate gradient, lines depth and elevation.


b) The side of trenches shall have a gradient adapted to stability of soil.
c) Excavate the trenches to uniform widths to provide following clearances on each side
of pipe or conduit
I. Excavate trench wall vertically from trench bottom to 300mm higher than top of
pipe or conduit unless otherwise indicated on drawings.
II. Side clearance 300mm unless otherwise indicated.
III. Excavate and shape trench bottom to provide uniform bearing and support of
pipe or conduits.
IV. For pipes and conduit less than 150 mm diameter and flat bottom, multiple ducts
conduit units, hand excavate trench bottom and support pipe and conduit on an
undisturbed soil.

V. For pipes and conduit 150mm or larger in nominal diameter shape bottom of
trenches to support bottom 90 degree pipe circumference.
VI. All manholes and other structures will be founded on undisturbed ground or
thoroughly compacted ground.
VII. Hand excavation will be applied along the parts where any existing cables, water
gas sewers etc. cross the trench.
VIII. If incase any excavation are taken down to a level lower than shown on drawings,
fill the void with approved material and compacted.
Backfilling for Structure work

a) All the excavated material shall be stored at designated stockpile area approved by
engineer Excavated material from site will be tested by approved lab and reports will
be submitted for engineer approval prior backfilling the same. only approved
material will be used for backfilling.
b) Engineer will be notified through writing to start backfilling work around building
and other concrete structure.
c) Do not proceed for filling until the location of utility marked and approved by
engineer.
d) Any form work, trash, debris, any temporary shoring, or any other foreign material
will be removed prior start back fill.
e) Underground utilities (existing or new) shall be inspected & protected during
backfilling.
f) Backfilling material will be placed in loose layers by mean of suitable equipment as
per site condition and level prior compaction.
g) The backfill material shall be watered and mixed as necessary to achieve the required
degree of compaction.
h) Each layer will be compacted 95% of its maximum dry density with help of suitable
roller and plate compactor.
i) Manual compaction will be done in confined spaces or where machine can’t access.
j) One field density test will be carried out per 500m2 of filling and compaction and
reports will be submitted for engineer review and approval.
k) All the backfill will be placed to the original ground level or as indicated on
drawings.
l) If final finish layer is part of permanent work such as interlock, concrete or asphalt
last 20-40 cm will be finished as per approved drawings provided with sub-grade and
drainage course as shown on drawings.
