1. OBJECTIVE & SCOPE


The objective & scope of this method statement is to define the procedure, responsibilities,
and risk associated with the skim coat activities for ceiling & Wall prior to paint application
and other areas related.
Skim coating helps to prepare the surface for paint by ensuring it is clean, smooth, and free
from blemishes. It helps to create a uniform and consistent base for the paint, which can
result in a better overall finish.
Hide Imperfections: Skim coating is particularly useful for hiding or minimizing minor
imperfections on the surface, such as shallow cracks, bumps, or uneven textures. By applying
a thin layer of joint compound and smoothing it out, these imperfections can be filled and
covered up, creating a more aesthetically pleasing surface.
Enhance Paint Adhesion: Skim coating provides a better surface for paint adhesion. The joint
compound used in skim coating creates a porous and slightly rough surface that allows the
paint to adhere more effectively. This helps to prevent paint peeling or flaking in the future.

4.6 Roles, Responsibilities and Authorities


Project Manager / Construction Manger
Project Manager/Construction Manager are responsible for overall implementation of this method
statement, and to ensure that project engineer, site engineer and general foreman are well informed
of its required, PM/CM are responsible for

• Providing all resources in terms of manpower, equipment, and material.


• Controlling the coordination between all involved parties to ensure safety, quality and schedule
requirements are met.
• Controlling the progress of work and ensuring all the submittal are made on time and approved
well before starting certain activity.
• Controlling the progress of work and ensure final approval is obtained at least 24 hours before
casting schedule date.
• Review & approve the MS & material in coordination with QA/QC & relevant subcontractor.
Project Engineer /Site Engineer
PE/SE are responsible for the following.
• Organize & deploy the manpower as per site requirements & making sure the required machines
and tools are in good working conditions.
• PE/SE will make sure all the foreman and labor involved in the activity have attend the HSE toolbox
prior start working at site.
• PE/SE will make sure all the work is performed as per approved drawings and method statement.
• Check the work at site prior QA/QC inspection making sure work is ready for inspection as per
approved drawings and project specification.
• PE/SE will make sure timely IR will be raised in coordination with QA/QC engineer to get timely
approval to proceed with next activity.
QA/QC Manager / QC Engineer
QA/QC team is responsible for the following.
• QA/QC engineer will ensure all the work is carried out in accordance with the contract specification,
approved drawings, and approved project quality plan.
• Timely raise of ITR as per approved ITP & make sure work is done as per approved drawings and
MS prior consultant approval.
• Visit the site prior to the consultant visit and make sure work is done as per drawings, specification,
and approved method statement.
• Arrange consultant visit and seek their 1st time approval.
• Arrange other relevant clearances to proceed with casting.

The HSE team is responsible for the following.
• Prior commencement of activity, HSE engineer will brief the work force induction talk on project site
safety requirements.
• Maintain records of accidents & enforce PPE on all staff.
• Inspecting Sites and making sure all the machines and equipment deployed at site complied with fitness
standard.
• Monitoring and providing support during construction of facilities and equipment.
• Identifying hazardous situations and safety-controlled actions.
• Keeping and maintaining company safety records.
• Identify & manage risks associated with the project environment and processes while complying with
regulatory requirements & corporate standard.
• Responsible for Maintain a proactive and demonstrable safety performance that includes compliance
with all safety, health & environmental policies, and procedures.
• Manage & submit HSE reports as required.
• Work effectively with various departments throughout the project to resolve compliance issues.
General Foreman
General Foreman is responsible for following.
• Proper distribution of work force as per requirement of work.
• Continuous coordination and follow up of site engineer’s instruction to meet requirements outlined
in method statement during excavation, construction and finishing activities.
• Coordination with site safety officer to maintain safe workplace.
• To ensure that all the workers have the required information and knowledge of their duties.
• Ensure when labor wear suitable eye protection and mask where necessary.
• Ensure materials are being stored.
Site Surveyor
The site surveyor is responsible for the following.
• Check layout and level for form work as per drawings.
• Report to CM/PM if any discrepancy found in site condition & drawings and take advice for further
action prior proceeding with next activity.
• Making sure all the equipment used in survey must be calibrated as per planned interval.

5. HSE REQUIREMENTS

• Compliance with legal requirements.


• Compliance with system framework OSHAD SF CoP.
• Compliance with ADM requirements.
• All workers must be inducted before the start of work.
• MSRA Need to communicate to all the workers.
• TBT should be conducted, and evidence need to maintain.
• Third party Competency certificates are required for all technical job.
• All plants and equipment must be third party certified.
• Close supervision of the area and proactive monitoring of activities.
• Welfare facilities to be provided to the work force at site.
• Site foreman HSE crew should be vigilant at site.

6. DETAILED CONSTRUCTION SEQUENCE

6.1 Site Planning & Preparation


Before applying a skim coat, it is important to properly prepare the site to ensure a smooth
and successful application. Here are some general steps to follow:
1. Obtain relevant approved construction drawings & material from Architect/Client.
2. Make sure that all required M&E concealed services and openings such as electrical conduits,
window and door frames have been installed. Protection of window and door frames to be
done and relevant contractors shall not be removed.
3. All opening, holes, cracks must be properly filled by related contractor before commencement
of work.
4. The surface of soffit and wall will be checked using 1"x 2" aluminum bar and angle rule to
determine if any additional patching or hacking requires achieving the squareness and
verticality.
5. The surface of slab soffit and wall including inner angles must be sufficiently flat, taking into
consideration the permissible minimum and maximum thickness of the skim coat. The slab
soffit and wall which exceed the permissible limit shall be hacked and make good.
6. Slab soffit must be free from dust, oil, paint, grease, and other foreign materials which may
affect the site construction.
7. Clean the working area for working space and accessibility.

Mixing
The mixing of ready-mix skim coat shall be strictly in accordance with the procedures set
down by the manufacturer. Ensure each mix is of similar uniform consistency as previous
mixes. Mixing will be by hand or using power mixer.

Surface Preparation:
Hardware materials which are already fixed and not to be painted shall be removed. Removal
if not possible, it shall be covered/protected appropriately before surface preparation and
painting will commence. Clean and prepare concrete or cement plaster surfaces to be
painted. Efflorescence, chalk, dust, dirt, grease and oils shall be removed. The surface of the
area to be painted would be prepared by removing loose particles, blemishes, and
deleterious materials by way of sanding.
All surfaces must be thoroughly brushed with stiff fiber bristles to remove loose particles.
Remove all loose or defective paint back to a firm edge. Use soft wire brush to remove dirt,
powder, laitance, loose particles and other contaminants. Smooth surfaces must be sanded
thoroughly to allow proper penetration and adhesion. Oil and grease contamination should
be removed using alkaline cleaner.

Application of Spray Plaster Coarse (Joints):


Apply one coat of National Spray Plaster Coarse. (For joints area)
Application: by putty knife, scraper.
Dilution: Water up to 5% depends on the application method.
Dry Film Thickness: (2-5) mm / coat - depending on the surface.
Allow it to dry for 6 hours.
Lightly touch up shrinkage areas and allow drying completely.

Application of Spray Plaster Medium:


Then apply one coat National Spray Plaster Medium.
Application: by putty knife, scraper.
Dilution: Water up to 5% depends on the method of application and thickness

Dry Film Thickness: (2-5) mm / coat - depending on the surface.
Max. Application of 10 mm /2 coats.
Dry to recoat after 4 hours.

Application of Spray Plaster Fine


Then apply One coat of National Spray Plaster Fine (For Smooth Finish)
Application: Scraper, Putty knife.
Allow 24 hours to full dry.

Note: For working at height, fixed and movable scaffolding would be erected as per area
requirements. Scaffolding when erected shall be inspected with Safety officer prior to usage.
Operatives will be inductive before working at site. Pre-start meeting would be conducted
before the start of painting activities and toolbox meeting would be regularly conducted by
safety officer for all concern operatives.

6.3 Inspection Requirements

7. Construction Program
All the work activity will be performed as per an approved baseline program.

8. Quality Control Requirements


Surface preparation: Make sure the surface is clean, dry, and free of any debris or contaminants
before applying the skim coat. Any cracks, holes, or other damage should be repaired before
applying the skim coat.
Mixing: Follow the manufacturer's instructions for mixing the skim coat. Use a mixing paddle and
a drill to ensure a smooth and consistent mixture.
Thickness: The skim coat should be applied in a thin, even layer. Use a gauge rake or a notched
trowel to ensure the correct thickness is achieved.
Coverage: The skim coat should cover the entire surface uniformly without any gaps or
inconsistencies. Use a trowel or a plastering tool to ensure full coverage.
Drying time: The skim coat should be allowed to dry completely before applying another coat or
finishing the surface. Follow the manufacturer's instructions for drying time.
Smoothness: The surface should be smooth and free of any bumps or ridges. Use a trowel or a
smoothing tool to achieve a smooth finish.
Adhesion: The skim coat should adhere well to the surface and not peel or flake off. Use a primer
to ensure good adhesion.
Appearance: The finished surface should be aesthetically pleasing and free of any defects or
blemishes.
