The purpose of this method statement is to define the methodology for execution of
backfilling and compaction procedure related to earthworks of underground structures & to
describe and refer the sequence of activities, utilization of resources, documents & drawings
involved, maintaining & recording documents & data to meet project specific & contractual
obligations.

casting schedule date.

Project Engineer /Site Engineer


PE/SE are responsible for the following.
• Organize & deploy the manpower as per site requirements & making sure the required machines
and tools are in good working conditions.
• PE/SE will make sure all the foreman and labor involved in the activity have attend the HSE toolbox
prior start working at site.
• PE/SE will make sure all the work is performed as per approved drawings and method statement.
• Check the work at site prior QA/QC inspection making sure work is ready for inspection as per
approved drawings and project specification.
• PE/SE will make sure timely IR will be raised in coordination with QA/QC engineer to get timely
approval to proceed with next activity.

QA/QC Manager / QC Engineer


QA/QC team is responsible for the following.
• QA/QC engineer will ensure all the work is carried out in accordance with the contract specification,
approved drawings, and approved project quality plan.
• Timely raise of ITR as per approved ITP & make sure work is done as per approved drawings and
MS prior consultant approval.
• Visit the site prior consultant visit and make sure work are done as per drawings, specification and
approved method statement.
• Arrange consultant visit and seek their 1st time approval.
• Arrange other relevant clearances to proceed with casting.

HSE Manager / HSE Engineer


The HSE team is responsible for the following.
• Prior commencement of activity, HSE engineer will brief the work force induction talk on project site
safety requirements.
• Maintain records of accidents & enforce PPE on all staff.

General Foreman
General Foreman is responsible for following.
• Proper distribution of work force as per requirement of work.
• Continuous coordination and follow up of site engineer’s instruction to meet requirements outlined
in method statement during excavation, construction and finishing activities.
• Coordination with site safety officer to maintain safe workplace.
• To ensure that all the workers have the required information and knowledge of their duties.
• Ensure when labor wear suitable eye protection and mask where necessary.
• Ensure materials are being safely stored.

Site Surveyor
The site surveyor is responsible for the following.
• Check layout and level for form work as per drawings.
• Report to CM/PM if any discrepancy found in site condition & drawings and take advice for further
action prior proceeding with next activity.
• Making sure all the equipment used in survey must be calibrated as per planned interval.

6. DETAILED CONSTRUCTION SEQUENCE

6.1 Site Planning & Preparation


Refer to approved baseline schedule for the duration of backfilling works.

Preparation
a. Contractor shall ensure that all gate passes, permits, tools, materials for safety precautions,
manpower and equipment are available before commencement of work.
b. The Site Team shall make sure that access roads are always clear of any obstruction and the site
is always accessible.

c. Before commencing the work, the area shall be cleared of all debris, materials, or other
obstructions.
Traffic Management
d. The Site Team with the assistance of the Safety Officers shall coordinate logistics and materials
movement through site following the direction and road signs displayed on site.
e. The Work Permits and Operator Certificates shall be compiled and files for reference by authorized
personnel.
Pre-construction Safety Meetings
The meeting shall be scheduled prior to the beginning of the work and before any Sub-contractor
starts on the project.
f. General contractual safety, health, and environmental requirements.
g. Traffic safety will be discussed to emphasize these meetings.
h. General contractual Safety, Health, and Environmental requirements.
i. Roles of the contractor, subcontractors, Engineers, and all project workers.
j. Accident reporting requirements.
k. Specific details of the work to be performed along with the use of personal protective equipment.
l. Emergency procedure.

6.2 Work Methodology


Excavation for Formation Level

1. The area to be excavated shall be properly marked and clear before starting the works.
2. A surveyor shall periodically check the depth of the excavation to avoid over excavation.
3. the bank of the excavated area shall be slopped 30 degrees and shall be maintained to avoid a
collapse of the back into the excavated area.
4. All excavated material shall be kept a minimum of 1 meter from the edge of excavation or shall
be stockpiled to the area designed approved the engineer.
5. For all excavation activities, adequate safety barriers, signboards, advance warning signs would
be used.
6. As soon the excavation reaches the required depth/elevation the surface shall be leveled and
shall be compacted to 95% of maximum dry density or MDD.
7. All the excavated material determined as suitable by engineers will be utilized as backfill
material.
8. After excavation is completed, ELM shall inform the engineer for approval of depth of
excavation prior to further structural work.
9. All rock and other hard foundation shall be cleared and cut to a firm surface and level as
required.
10. After all soft spots have been made good, the formation shall be finally formed to the required
lines and profiles.
11. Conduct field density test for formation level.
12. Compaction method shall be with roller/plate compactor.
13. Field density test shall be arranged with 3rd party laboratory and engineer will be invited for
witness and results shall be submitted for approval.

Backfilling Work

1. All the excavated material shall be approved and stored at the designated stockpile area.
2. Excavated materials shall be carried out by using shovel & excavator bucket near the stockpiles.
3. Sufficient number guides to be provided and follow for layer thickness (shall not exceed a
thickness of 300 mm to the levels and will be 250 mm +/- 1% after compaction).
4. The material shall be placed in a layer where the maximum loose (uncompacted) thickness of
each layer shall not exceed 300mm +/- 3%.
5. Ensure that any unsuitable material does not appear in backfilling. Where unsuitable material
appears, it shall be removed.
6. Water shall be used for the compaction of all fill materials within the area of excavation.
7. Backfilling/compaction shall not be stopped at vertical height, for further continuation of
backfilling steps to be provided in each layer, if required.
8. Filling and compaction shall be done fairly in level, undesired elevations and undulations should
be avoided.
9. Water shall be mixed as necessary to ensure the moisture content of the whole layer is +/- 3%
of the optimum moisture content for compaction.
10. Area for backfill material dumping shall be cleaned and barricaded properly prior to starting to
shift.
11. Loose materials shall be removed and area to be cleaned prior to backfilling works.
12. The surveyor shall mark the reference level and top level to be achieved on sides of the
excavation and foreman shall mark each layer level on different locations by using the spray
paint to control & monitor the thickness of compacted layers.
13. In case of insufficient space, backfilling material has to be lowered down mechanically and laid
manually.
14. Plate compactor and moisturizing of the fill material shall be carried out during the compaction
process to meet the required optimum moisture content.
15. Due to excess water/compaction, if air pocket sponge area found then those areas shall be
scratched and replaced with backfill material and shall be compacted.
16. The inspection shall be offered to the Engineer for approval of each layer after completion of
satisfactory compaction i.e., to achieve a minimum CBR of 30% at a compaction of 95% of the
maximum dry density (MDD).
17. Material shall be watered and mixed as necessary to ensure that prior to compaction the
moisture content of whole layer is +/- 3% of the optimum moisture content. Compaction of
layer shall be continued until a density of at least 95% of MDD shall be achieved.
18. Provisions and measures shall be taken to protect the Water Proofing Membrane during
backfilling Ensure underground Concrete protection and Water Proofing is completed and
inspected before proceeding with backfilling around and near the structure.
19. Where required, waterproofing shall be applied up to sufficient height and to be inspected by
The Engineer prior to starting the backfilling work.

20. If required, ensure all underground services are provided and approved prior to proceeding for
backfilling.
21. The backfill shall be brought to the suitable level above grade to provide for anticipated
settlement and unless indicated otherwise, is to be sloped away from the structure.
22. Backfilling material around the structure shall only be hand placed. Compaction of backfilling
within one meter of the structure shall only be achieved by manually operated tools &
equipment. Towed or self-propelled vibrating rollers or heavy compaction equipment’s shall
not be used within one meter of any structure.
23. The installation of cable ducts for services entries and service pipework is to be completed and
concrete encasement should be provided before placing of the fill to receive the ground slab.
(Suspended slab areas to be filled in one time and provide 1000-gauge polythene sheet on the
top of the filled soil).

6.3 Inspection Requirements

8. Quality Control Requirements

stability and support. The compaction process should be carefully controlled, and the density of the
backfilled material should be tested regularly to ensure that it meets the required standards.

Inspection and Verification: The backfilling work should be inspected regularly to ensure that it is
being carried out according to the plans and specifications. A qualified engineer should also verify
the work to ensure that it meets the necessary requirements.

Drainage and Water Management: Proper drainage is essential to prevent the backfilled materials
from becoming saturated and losing their stability. The backfilling work should include adequate
drainage systems and water management measures to ensure that the materials remain stable and
reliable.
