Chapter 3: COORDINATION, COMMAND &


CONTROL

SCENARIO

Tagasaka National High School is located at Purok 3, Brgy. Tagasaka,


Hinatuan Surigao del Sur. In addition to the principal, the school has 16
faculty member, 16 teaching personnel and 7 non-teaching personnel. On
March 5, 20xx, 5 GPTA Members are also in the building.

This morning at 9:30 AM the community was struck by a severe


earthquake (The BIG ONE), with a magnitude of 7.2, The earthquake has
caused extensive damage to a large part of the community. All utilities are
out.

Currently, only emergency lighting is used in the school. Only modest


damage appears to have been done to the area around the school office.
The extent of the damage to the rest of the facility is unknown at this time,
however one custodian has radioed that the SEDP building has fallen,
destroying 13 classrooms.

A well-developed disaster communication plan ensures that information is


transmitted properly during times of emergency, allowing the public to
make informed decisions based on up-to-date data. This can help to
reduce panic and confusion while also providing much-needed guidance
during times of crisis..
OBJECTIVES
1. Organizations can be better prepared to manage crises and guarantee the public
receives timely and accurate information during difficult times by establishing and
implementing a complete disaster communication strategy before an emergency
strikes.

2. Protect and make available essential materials, supplies, and equipment to ensure
the safety and retrieval of records in the event of a predicted disaster.

3. Reduce the possibility of disasters caused by human error, intentional devastation,


or building or equipment failure.

4. Prevent deaths and injuries. Reduce the amount of damage to buildings, stock,
and equipment. Safeguard the environment and the community.

PROTOCOLS
