DESCON is one of Pakistan’s largest Engineering company which is serving since 1977.It
is serving in Engineering, Chemical and power segments. This organization is also
providing maintenance, shut downs, plant modification, revamping and instrumentation
works. There are three departments of the organization which are Chemical, Power and
Engineering. The machinery which is being used is Industrial valves, and steam tribunes.
General description of the organisation Activities of organization are up gradation, equipment installation and Technical
support .The selected site is Shell Oil terminal which is providing petroleum products and
serving nation. The goal of organization is to provide workers safe and protective working
environment for workers. Organization holds safety certifications of ISO14001 and
OHSAS18001. There were two shifts for workers , day (6am-6pm), and one is night shift
(6pm-6am).
Description of the area to be included in the Area to be risk assessed was Shell oil Terminal Karachi storage area of crude oil which
risk assessment includes Storage tanks which have to clean and maintain.
Any other relevant information The responsible persons of the site was safety manager.

Outline how the risk To complete my risk assessment report I visited the organization personally on 1 st Jan 2021 for collecting
assessment was carried relevant information. I collected information from previous reports of accidents of that organization. For
out this should include: getting information about hazards I also considered previous accidental causes as well as safety
 sources of measures after that accidents. During my visit & talk with safety manager and workers I also demanded
information worker’s medical reports for my risk assessment. I also review all previous 6 months audit reports, risk
consulted; assessments for knowing about improvements of safety in organization.

that may be I interviewed to the workers, safety manager for getting information about current safety measures which
required. are implemented by organization for safety of workers.
For identification of hazards I personally noticed working site keenly. There were many activities which
were being carried by workers without noticing their likelihood and severity of accident which can affect
workers as well as the whole organization. After Identification of hazards I have concluded control
measures for each hazards and make workers aware of them.

There must be proper safety plan for the safety of workers which is a
moral right of workers. When workers are hired they are satisfied by providing them proper
safety condition of organization which is moral duty of organization. When workers are not
provided proper safety plans they can face serious incident. To avoid such incident workers
should be provided proper safety measure which can lower risk of incidents. During hot
work workers there are high chances of fire incident which can affect the workers. So, It is
moral duty of the organization to provide complete safety condition to avoid such incident.
During construction worker there are chances of slip and trip which can cause worker to get
injured due to slip and trip hazard. So, It is moral obligation of organization to provide
workers complete safety condition for safety of workers.
In confined space there are chances of falling within the confined space that can affect
workers seriously. So, It is moral duty of organization to give protection of workers in such
critical condition.
General Legal Arguments:
International Labour Organization is an organization which provides
proper safety condition for safety of workers. Generally each organization is liable to follow
such recommendation and convention which can save workers from serious incidents. If

 organization do not follow such recommendation and convention there are chances of
accident which can affect workers that lower the production rate and disturbs the reputation
of organization. In severe condition there are chances of fatality which can lead to legal
action of workers against the organization which results in heavy fines by civil courts.
Financial Arguments:
Organization tries to save money and increase the production rate without
implementation of control measure and spending money on safety measures. There are
high chances of accident if organization do not implement proper safety measure. By
saving money from control measure organization face following expenditures due to
incidents:

Likelihood of working without use of blower for removal of fumes is high as there are high
chances of fire due to hot working activity in flammable environment. Severity of such
accident is also high and class of injury is Major which means workers can be seriously
injured by burns and fatality may also occur.
 Intended impact of blower installation for removal of fumes if available inside the
tank will be very effective for the safety of workers as it can provide safe work
environment inside the tank. Such control measure can save workers from incidents.
This control measure controls the sparks during hot working activity.
 Timescale of this control measure is 1 week which is enough time to install blower
for removal of fumes from tank and within one week all arrangements can be done.
 This control measure can completely control the fire hazard as if there is complete
removal of fumes from the tank which will make work hazard free all causes of
accident will be eliminated properly so this control measure will fully control the risk.

protective for workers which is effective for the reputation of organization. Pakistan
Occupational Health and safety act 2018 is act by Govt of Pakistan for safety of
workers.All organizations are liable to follow such convention which proves to be good for
the achievement of the positive health and safety culture of organization. If organization do
not follow such laws and recommendations there are chances of heavy fines by ILO which
can disturb the financial as well as legal condition of the organization. There are chances
of imprisonment by civil courts in case of any incident. If workers get injured in incident
there are also chances of legal action by workers.
Likelihood of working without proper insulations on wire will be high as there are high
chances of accidents due to electric shocks. Severity level is also high in such accidents as
electric shock can burn workers and may cause fatal for workers which makes the injury
major for workers.
 Intended impact of proper insulation around the wires and complete wrapping of
wires will be helpful for improvement of electricity hazard. It will make workers safe
during working time. It will improve the health and safety system of organization and
workers will feel safe at work.
 Timescale for the implementation of this control measure is one which are enough
time for complete wrapping of wires and insulating the wires.
 This action can fully control the electricity hazard as the cause of hazard is
eliminated and hence the risk level will be controlled by this control measure.

152-Occupational Safety and Health Convention, 1979(No.152) is the convention which is
