Gul Ahmed textiles is the most famous and well know textile unit of Pakistan, the company is operating
business since 1999. We are famous to manufacture wide range of bedding products including duvet covers,
cushions, pillows, bed sheets, table runners, curtains, comforters and bed spreads. We are also manufacturing
export quality denim jeans. All products are made from various types of materials including fabric, cotton,
polyester, linen, modal, bamboo and silk. After meeting the domestic requirements we are exporting our
products in different countries of the world including USA, Australia, UK and Germany. The shift patron is
morning, evening and night shift with timing 8am to 4pm, 4pm to 12am and 12am to 8am with one day rest
after continuous 6 days working.
General description of the organisation
The major activities that are carried out at site including unloading of raw material, fabric cutting, washing,
quality checking, Finishing, bleaching, stitching, weaving, fabric printing, fabric dyeing, manual handling
activities, fabric packing and fabric bundles storage in store room and loading at vehicles. The equipment
and machinery that is being used at site include vehicles for unloading of raw material and loading of fabric
bundles, fabric printing machines, fabric cutting machine, dyeing machines, stitching machines, weaving
machines, washing machines, fork lifter trucks, dryers, boilers and generators.
The site has one main gate open for entrance and exit of vehicles and workers.

Outline how the risk assessment was carried out To complete my risk assessment report I searched date by looking if there are any national and international
this should include: legislation or standards for managing health and safety in textile manufacturing industries. I found useful
 sources of information consulted; information from different sources including ILO website, British HSE website and local websites. I studied
 who you spoke to; and ILO occupational safety and health convention C155 and recommendations R164

- the hazards; also go through ILO codes of practice safety and health in the use of machinery

may be required. 2019. A lot of information were available at British HSE website www.hse.gov.uk

Then I visited the site and had meeting with manager HSE, this meeting was very useful to know about
introduction of organization, substances that are being used at site and to know the policy to manage health
and safety at site. I identified different hazards by visiting all departments one by one with presence of
manager HSE. I also talked with workers and their supervisors to know further about provision of basic
health and safety facilities. No proper PPEs were provided to workers to ensure their safety and security
during their job duties. To know about their internal policies and HSE documentations I requested manager
HSE to have some internal documents for my review. He presented me some documents which I reviewed
including health and safety policy of the organization, material safety data sheets, training calendars for
upcoming trainings for staff, attendance record register, register of incident and accident record, past audit
reports, risk assessment reports, inspection reports and certification documents of the organization.

To decide further control measures I referred to aforementioned external and internal sources of
information which I reviewed before my site visit and the documents which I reviewed at site and the
notes which I prepared during the inspection of whole site.

Moral, general legal and financial To ensure safety and security of workers by providing hazard free working environment is the moral
arguments responsibility of Gul Ahmed textiles. This is the basic right of workers to remain safe during their job duties
so the management must need to ensure safe and healthy working environment. Workers are assets of the
organization so they must be protected from multiple injuries and ill health issues. Working in hazardous
environment with presence of electricity hazard, fire hazard and unsafe chemical handling could lead to
severe injuries and disabilities where not only workers but their family members, friends and colleagues will
also feel the same pain. These injuries may also have long term effect on the mental health of workers and
may also lead to decreasing performance and morale of workers. So employer of the organization must need
to take necessary steps to provide safe and healthy working environment at site.
Presence of major hazards at site might lead to major accident where Gul Ahmed Textiles might face huge
financial loss which is broken down below.
 Workplace accident may lead to injuries and disabilities so there will be required treatment of
workers by spending money on first aid treatment, medical bills, medical tests and multiple visits in
hospital, cost of medical leaves due to absence from work during the injuries period.
 Cost of overtime payment to workers, hiring cost of new workers and cost of their training and their
insurance arrangements
 Repairs and maintenance cost of broken and damaged equipment. This cost might be significant
because ignition of fire due to presence of fire hazards will lead to catastrophic damage of equipment,
machinery and building where we may need to replace these equipment and machinery with new one.

Cost of enforcement actions could be significant where the organization may face prosecutions in courts due
to severe workplace accident. The organization is medium size organization with annual turnover PKR 30
million and their production is affected due to Covid-19 so the organization may not bear any financial
penalty. The fine by the enforcement agencies expected between ranges of 2 to 3 million Pakistani rupees
which will affect the business of the organization badly.
Failure to noncompliance with health and safety standards and by major workplace accident the Gul Ahmed
textiles might face civil claims by injured workers and the parents of fatal workers. Prosecution in courts will
also affect the financial position of the organization because there will be significant amount involved to pay
fee of legal team and compensation payments to workers. All these actions
will not only affect the financial position of the organization but it could also lead to damage of
organizational repute by media trials where the organization will be in trouble to survive.

stitching machine might lead to severe electric shock and workers are who are working very close not

Severity rating for this hazard could be set as catastrophic because contact with naked and multiple joints
electric cable of stitching machine might lead to electrocution where workers might face severe injuries such
as severe burns, respiratory system failure, cardiac arrest, internal tissues damage, unconsciousness and

Severity rating for this hazard could be set as catastrophic because there might be severe fire accident at
workplace due to sparking in electric board in packing section where combustible material present near the

I have allocated timeframe of one month to complete the hiring process of fire warden where we need to
identify suitable candidate by publishing ad in print media then interviews will be conducted by manager HR
for final selection after that he will be deputed at site. I hope it will be the enough timeframe to complete the
action.
This action will reduce the risk at maximum level but we can control fully risk by using it with
conjunction of other recommended control measures which I have mentioned in this risk assessment report.
Arrange training on chemical handling for all workers who are handling the chemicals in washing section
(Hazard category: Hazardous substances)
Clause 2.5.2 of ILO codes of practice safety and health in the use of chemicals at work describes: Workers
should receive:
a) information on the classification and labelling of chemicals, and on chemical safety data
sheets, in forms and languages which they easily understand;
b) information on the risks which may arise from the use of hazardous chemicals in the
course of their work;

The likelihood of occurring injuries is high. It is because workers who are handling the detergents, bleach and
other toxic chemicals are untrained and working without proper PPEs and without taking precautionary
measures.
Severity rating for this hazard is being set as major because handling of detergents, bleach and other toxic
chemical without proper training and without wearing PPEs might suffer workers in multiple infections and
diseases such as skin infection, skin burns, lungs cancer, irritation in eyes, respiratory system failure,
stomach problem and asthma.
45 workers are at risk who are working inn 3 shifts in washing section
Activities are being done on daily bases in 3 rotating shifts
The risk is present in washing section only
By arranging training on chemical handling we can trained workers to handling the detergents, bleach and
other toxic chemicals in safe manners. This action will also enhance their skills and knowledge to ensure their
own safety while handling these toxic chemicals. This action will also enhance their morale and productivity.
We can also ensure the safe working practices.
I have allocated timeframe of 3 weeks to complete the action. For this we need to hire training organization
by deciding budget and date of training delivery then purchase order will be issued with decided date to
deliver the training on chemical handling. I hope this action will be completed within timeframe of 3 weeks.

Planned review date/period with The company policy of Gul Ahmed textiles to review the risk assessment after every one year therefore
reasoning I will review my risk assessment report after one year that will be Oct 8 , 2023. However, I
might review this risk assessment report before this date before this date if there is any new production
unit installed at site.
How the risk assessment findings will be I will arrange meeting with managerial staff by inviting site in-charge, manager finance, admin manager,
communicated AND who you need to tell manager HSE and manager procurement for discussion and comments on the findings and suggested actions
which I have mentioned in this risk assessment report. The separate meeting with all workers will also be
arranged at site to get them aware about these findings so they can perform their routine tasks by ensuring
their own safety. I will also advise the workers about actions that are to be taken which are mentioned in this
risk assessment report. I will also email this risk assessment report to all supervisors so they can also be aware
about findings. The summary of this
risk assessment report will also be uploaded at company intranet for easy access of all employees.
How you will follow up on the risk I will set follow-up reminder on my outlook a week before deadline of each action. Follow up will also be
assessment to check that the actions taken via physical visit of site and random phone calls in different days. Weekly report will also be taken at
have been carried out weekend with details of all completed and pending actions. If any action delayed due to certain reasons then I
will talk with site in-charge to ensure the availability of required resources for completion of pending actions
timely. If I know that the action is delayed due to shortage of financial resources then I will also talk with
manager finance by highlighting the importance of delayed action
to ensure the availability of finance for completion of all actions timely. Actions which are still pending will
be referred to CEO of the organization.
