Ittefaq Sugar Mills Limited was consolidated as a public limited organization in 1982 under the umbrella of Ittefaq Group (Ittefaq Foundries) at
Sahiwal-Pakpattan Road Pakpattan, District Sahiwal. The commercial operations of the factories were begun in 1983. In the year 2015, the unit
was moved to District Bahawalpur because of more noteworthy accessibility of better quality stick and enormous yield size in the Southern Punjab.
Since the time its beginning, Ittefaq Sugar Mills Limited has effectively been creating best quality refined white sugar and other by-products.
The unit is located at Shafiabad-Channi Goth, Tehsil Ahmad Pur East, District Bahawalpur encompassed by territories profoundly well known for
development of best-quality sugarcane crop.
At first the crushing limit of the plants was 4,000 M. Tons sugarcane per day which was later expanded to 6,000 M. Tons per day. The unit is
creating best quality white refined sugar by following Defection Remelt Carbonation/Phosphitation process. The plant is accommodating 400
workers working in 3 different shifts of 8 hours each per day.
I visited plant on 7th of February, 2020 to inspect the safety situation and safety culture of the organization, to check the safe working methods and
safe working systems, staff morale and behaviour towards health and safety. To check the existing controls and suggest the additional control
measures required.
Some areas I visited during my inspection were Sugar Cane Unloading Section, Cane Crushers, Shredders, Testing Laboratory, Juice Clarifier,
Evaporator Section, Crystallization and Centrifugal Separation Section, Water Purification and Utilities Section, Admin Office and Security Offices.

industries located in Kenya and Africa but overall it was helpful in understanding sugar industry’s health and safety environment. last link I
consulted was

These links were quite informative.

After consulting these links I decided to visit workplace, to evaluate working methods of workers and condition of working equipment’s, also
checked worker’s Training Records, Safe System of Works, Standard Operating Procedures, maintenance activities, Power tools Usage, PPE’s
Compliance, emergency services, waste management system and welfare facilities.

Amongst other things I noticed were documentation about accident reporting, trends and patterns of accidents happened, insurance claims,
turnover ratio, workers sick pays and records of law enforcement actions against the company were some of the main things I noticed in
conducting my risk assessment.

The actions I am prioritizing are:


1. Provide Safety harness, fall arrestor system to the worker.
2. Install induced draft fans for proper ventilation in confined space.
3. Install fix and adjustable guards to avoid contact with moving parts.

Ittefaq Sugar Mills Limited has moral obligation to give secured, safe environment, safe conditions and safe equipment and machinery to
their workers. workers come to industry to work enthusiastically to support their respected families. So a secured area will convince them to
work to their most noteworthy levels. In spite of the fact that in a hazardous and risky condition laborers doesn't have a conviction that all is
good and don't work to their genuine affirmations, it influences their mental and physical health moreover. In like manner risky condition
impacts the soundness of workers on temporary similarly as it has perpetually impacts additionally on a worker's health.

In case of accident the company has to meet with following costs:

Likelihood and severity:

3. The likelihood of injuries are very high as on the cane crusher drive assembly was unprotected and no safety guards or tripping
devices were installed and workers working were wearing loose clothing in this area. Severe entanglement hazard is present.
Severity of risk is serious as this may result into severe physical injuries, Bruises, cuts, loss of fingers or hands, multiple fractures and
even death in severe cases.

Controlling the risk:


1. Providing Safety harness, fall arrestor system to the worker will eliminate fall from height hazard. I have suggested 2 days for its provision
and I am hopeful that organization will complete it in 2 days.
2. Installing induced draft fans for proper ventilation in confined space will help eliminating spread of welding fumes and dust fumes which
are hazardous for inhaling. I have suggested 1 week for its installation.
3. Install fix and adjustable guards to avoid contact with moving parts will help in eliminating hazards of entanglement. I have suggested 2
weeks for their installation.

Company policy is to review the risk assessment at least once a year. I therefore set the review date for 12 months’ time that is 7th of
February 2021.

You must now indicate how the risk assessment findings will be communicated (including who needs to know the information) (100 to 150

I will send my risk assessment appraisal to General administrator, executive managers, HSE manager and financial head as well to check
my recommendations that are required and I have submitted in my assessment. I will send my risk assessment in both soft and printed
versions too to all of them.

I will meet with mechanical managers, HSE officers and mechanical foreman’s to discuss on my examination and to pay emphasis on safe
working methods and safe environment need in gaining prosperity for the organization. I will request the mechanical and safety officials to
spread awareness according to my recommendations at work place to main workforce that are the workers. I will also suggest the authorities
to use more HAZCOM methods to spread awareness.

You must now indicate how you will follow-up on the risk assessment to check that the actions have been carried out (100 to 150 words).
Subsequent to conveying my risk evaluation to all levels starting from higher authorities and ending towards workers that are the main
workforce, I will set an update for myself that will be 20 days before the due recommended times for required actions.

I will review the territory as the objective time will be up. I will check the updates that have been made. I will meet with the workers and
observe their working methods. I will also check the updates on recommended additional control measures.

At last in the event that I found no advancement against my proposed proposals I will meet the most elevated level administration to
illuminate them about the hazards and need of installation of measures required regarding the establishment of safe working environment. I
will inform him about legislative, enforcement actions and other consequences that can happen in case of accident.
