You should aim to complete this section in 100 - 200 words.

Note: this section can be completed after you have completed your risk assessment.
Ever since I had commenced the risk assessment task, I was continuously researching about
construction safety, International Labour Organisation (ILO) codes, hazard inside the premises
and its control measures from British HSE websites like: www.hse.gov.uk ,
https://www.britsafe.org . Sites I preferred would also include http://www.ztr.com/ ,
https://app.croneri.co.uk to know more about the legal requirements and measures of safety
implementation and importance inside construction site.
Outline how the risk assessment was
From my 3 days frequent visit inside the workplace the initial visit had shown me improper work
carried out this should include: alignment between workers, using inappropriate PPEs and unsafe behaviour of some workers.
• sources of information consulted; Hence I had end up with a conclusion that the site was in more unsafe situation than I assumed
• who you spoke to; and through their websites and other external data. In a lunch break time I mingled with merely some
• how you identified: of the workers and foreman to know about their safety assurance in the company and other safety
• the hazards; measures. I had also interviewed manager, supervisor and HSE manger who all are directly or
• what is already being done; and indirectly involved in safety implementation and holding other safety records and data.
• Any additional controls/actions
From the worksite visit I had collected details about frequent type of accidents and past and
that may be required. recent accidents inside it from the records books and review data records of the organisation.
Additional safety measure books, latest HSE implements and initiatives had also given some idea
of the control measure done inside the workplace to ensure safety. I revised NEBOSH RRC text
books and some other web sites like: http://www.ilo.org , https://www.ioe-emp.org ,
http://en.m.wikipedia.org to know more laws and regulations related safety such as laws of work
at height, regulations of confined space work, laws related to fire and its remedies to overcome
etc.

Moral, general legal and financial arguments for ALL actions

Moral, general legal and financial The organisation FMS constructors are well aware of the fact that workers are precious asset in any
arguments manner. Any changes in the normal wellbeing of the workers due to any accident or any other side
affects because of the industrial faults will lead to a vast decrease in morality of the workers. It
brings a bad impression on company internally and externally which will be delivered by the media
to whole world. Hence it will make a way to decrease in total work time, production and there by
task incompletion on time. Moreover it is the duty and responsibility of each and every company
officials to make them reach home to their family safely without any accident or injuries. It’s also the
right of each and every worker to attain safety inside the workplace. Hence to attain workers
morality the organisation must ensure safety inside its workplace.
This constructing company had faced more accident that resulted in estimated financial loss and
losses which had no measure of valuing or which had merely caused the organisation out of
business. Some of the measurable losses faced by the company are post accident: worker’s
compensations, structural repairs, workplace re-maintenance, equipment and tools repairs and so
on. Most of them were not included in insurance or from any other means of relief cares. Some
other losses bared by the company are decrease in good will, staff turnover, difficulties in recruiting
and retaining the staffs etc. to overcome such financial crisis the organisation had to ensure health
and safety inside the organisation.
Legal mandatory safety policies and rules of enforcing agents and respective country regulations
are too strict and are to be maintained by all organisations. Here FMS constructors are giving prior

importance to legal safety policy implementation inside the workplace as it has previous experience
of enforcements and other court fines and media bullying which are endured by this organisation.
This had made the company to loss its: public image, loyalty of share holders, investors,
ambassadors etc. Other than this, major accidents occurred in this sector had made the company
endure heavy fines and insults from the court which the company was not suspecting and which
can’t be barred by it. So FMS constructors now had its policy with mandatory follow up of legal
safety rules in the company rules and regulations. They are ensuring that all safety and health
related matters are implemented and followed inside their work place.

Justification for action 1

Action Purchase load lifting belts, trolleys and gin wheels for easy carrying out the load shifting task.
(manual handling hazard category)
Specific legal arguments Article 3, 5, 7 of ILO C127 speaks of rules limitations and rights of workers such as prohibition for
workers for carrying load that affects health, limitation of frequency of young and women workers
for manual handling and to decrease their maximum load capacity limits etc. Since all this would be
strictly followed inside the workplace it would be easier to the workers if a good technique or
supporting equipments are made available. Moreover article 5 repeats that any worker that has to
carry more than light loads should receive proper training or working technique with regarding their
safety of health.
Apart from that ILO R 128 states that if the weight to be carried is more than 55kg, a prompt control
remedy to make the loads lifting with comparatively less. thus by purchasing and using of gin
wheels, trolleys would help the workers to take same higher weighted load without any hesitations
or over load to the body.
Consideration of likelihood AND severity There are loading, unloading, shifting and transfer of heavy and lighter loads inside the workplace
that could not be carried out by any means of equipments or machineries. These tasks are to be
completed by the workers manually. In some occasions workers bare more loads or take works to
great extends of time. Thus likelihood of the accident occurrence is very high. The load is not the

only factor which causes the injury or ill-health but also the improper posture during the job and
incorrect way of handling could also hit the reason of accident.
When considering severity of hazard, it is categorized in four:
- Minimal: no damage or injury occurred.
- Minor: injury required first aid and/or slight damage caused to property or equipments.
– Major: injury requiring hospitalisation and/or significant damage to caused to property or
equipments.
- Catastrophic: death or irreparable damage to property or equipments.
Extensive manual handling works leads the workers to endure minor, major, acute and chronic
injuries such as cut, burn, dislocation or broken bone back pain, muscle injuries, hernia, tendon and
ligament injuries, WRULDs etc. Even though acute injuries are not too dangerous, Severity of the
chronic affects is major. Hence introducing smart equipments like trolleys and gin wheels would
prevent increase in probability of accidence occurrence.
How effective the action is likely to be in
The control measure which I had suggested will reduce work load of the worker and prevent them
controlling the risk. This should include:
from enduring ill-health and injuries. Introduce of trolley would help workers to carry heavy loads
• the intended impact of the action; easily and to a far distance. Whereas lift and gin wheel would make the load lifting task quick
• justification for the timescale that you without carrying to a long height. Thus it would be an effective and efficient control measure.

equipments safely. Thus the allotted duration of 1 month is sufficient.
By installing such work aid equipments, accidents can’t be eliminated for ever but injuries relating
manual handling could be minimised to a greater extend. There would tremendous decrease in
the frequency of injury and ill-health of the workers after the use of such facilities.

Justification for action 2

Action Segregation of vehicle path and pedestrians with appropriate signals and other control
arrangements. (Hazard category: movement of people and vehicle in the work place).
Specific legal arguments The conventions in ILO R175 states that adequate controlling arrangements or devices should be
provided to guard against danger from the movement of vehicles and earth moving equipments etc.
Special care should be taken for vehicles and walking pedestrians while manoeuvring backwards.
Thus, it is relevant legal reason to carry out my suggested control measure.
Moreover, article 16 of ILO C167 instructs that vehicles and material handling equipments:
a) Shall be provided with a safe and suitable access inside work place.
b) Shall be organised with traffic and control as to secure safe operation.
All these rules and ILO conventions implies indirectly the segregation of vehicle path and walkways
could prevent more accidents inside the workplace.
Consideration of likelihood AND severity This construction site consists of numerous vehicles like: trucks, forklifts, hoisters etc and load
handling equipments as well as workers moving around the work place for job related reasons.
More over visitors wandering around the organisation premises for reviewing and studying the
works and workplace also creates a vulnerable situation. Hence likelihood of pedestrians being hit
by moving vehicles and equipments is very high.
Any accidents, related collision of vehicle and walking workers or fixed objects leads to minor and
major injuries such as broken bones, muscle crushing with the vehicle, chance of victim to turn into
coma state etc. this could even lead to fatal situation if the collision is too verse. Therefore, the
severity of the accident due to this hazard will be catastrophic.
How effective the action is likely to be in
If the suggested control measure is made possible inside the organisation, the company could
controlling the risk. This should include:
safeguard unforeseen accidents due to non segregation of vehicles from pathway. This will
• the intended impact of the action; safeguard safety inside the premises and will protect all worker assets to be safe and healthy
• justification for the timescale that you minded. It would retain propaganda inside and outside the organisation that safety is well
indicated in your risk assessment;
maintained through the well laid traffics and hi-tech segregation.

control the risk. high expense factor. So chief operating officer and the manager should consider planning civil and
technological aspects of the work and workplace. Therefore it would take at least 3 months to
introduce such facility inside the premises of the organisation.
This action surely reduces more of the problems and accidents due to this hazard. This
precautionary step safeguards all walking workers and vehicles to hit or collide to each other
preventing accident. Even though there are more other steps to control the hazard, this would be
more effective.

Justification for action 3

Action Purchase lock to carryout lock out and tag out system during any electric maintenances. (electric
hazard)
Specific legal arguments Some of the ILO rules and regulations strictly insist the use of electrical safety equipments and
safety aid devices to ensure safety from electric hazard. C 167- safety and health in construction
convention 1988 and guarding of machinery convention and recommendation 1963 states
that the installation and maintenance of the electric equipments with any competent person with
ensuring any guard or taking pre planed control measures(like installing ELCB) to ensure the safety
of electrocution from live wires or apparatus.
Specifically, the Electricity at Work Regulations 1989 (EAW regulations) apply to entertainment
work places. HSEs the electricity at work regulations 1989. Guidance on regulation will help duty
holders meet the requirements of the regulations. This guidance note supplements that publication
with further advice on safe working practice.
Thus by ensuring the installation of such equipments, company could meet the law inside the
workplace and helping to secure safety inside its workplace.
Consideration of likelihood AND severity Even though the hazard is electricity, we can’t eliminate it purely. Meanwhile, I had noticed the
presence of substandard electric distribution boards, open live joints, water accumulation near
switch boards inside the workplace. More over almost each and every works are carried out by
using electrically powered equipments and machines. Even some of the distribution boards are not
earthed properly. These factors imply that likelihood of commencing an accident due to electricity

is very high.
Electrocution leads to various types of injury like saviour muscle contraction, burn, Ventricular
Fibrillation (VF), cardiac etc. all these cause more danger to the human body and even leads to
death of the victim. Hence the severity due to the electric hazard is catastrophic. More over
sparks from the electric equipment would lead to commence of fire, which leads in vast work area
destruction or numerous death.
How effective the action is likely to be in
Electrocution aid equipments such as ELCB, RCCB etc prevent the victims from enduring the shock
controlling the risk. This should include:
for long duration. These devices cut off the electric passage if someone gets shock from any
• the intended impact of the action; electric supply. Thus it prevents almost all electrocution accidents.
• justification for the timescale that you
indicated in your risk assessment; The allotted time to purchase manager to buy the devise and thereby installing it by the manager is
and 2 weeks, which is sufficient. By this time they could appoint any electric worker and plan which is

control the risk.
This action controls the risk at its level best. But there are more other reason which the hazard is
made and more other control measures to put electric hazard in limits

Part 4: Review, communicate and check

Suggested word counts for each section:
• Planned review date or period and reasoning for this: 50 - 100words
• How the risk assessment findings will be communicated and who needs to know the information: 100 - 150 words
• Follow up on the risk assessment: 100 - 150 words.

Planned review date/period with From the company policy and regulations, I had apparently come to know that risk assessment
reasoning review is done regularly in a basis of 12 months. Meanwhile, I had accomplished my risk
assessment on 08-08-2021, and I would do the review in next year the day before previous
assessment, that is, on 07-08-2022. some of Other reasons which I would consider to review the
assessment before the suggested date by the company policy are if:
• Any accidents or incident hits inside the organisation which made a way to affect more
workers or a vast area of the organisation or structures.

• New and advanced machinery, substances or procedures are introduced inside the
workplace for effectiveness end to increase efficiency of work produced
• Any amendment made in regional legislation or updating the company policy with
international standards or laws.
How the risk assessment findings will be I would pursue with conducting an official meeting with the chief officers, manager, supervisors,
communicated AND who you need to tell HSE manager, safety officers and other important officials inside the organisation to present and
make evaluate my valuable and safe control measures, foreseen and unforeseen risks and
hazards, and other data about safe environment implementations which I had identified by my
frequent assessment inside their organisation. All the data and information of the risk assessment
are also mailed to every official. Meanwhile, I would adjure to HSE manager to conduct awareness
forum with the workers to make them aware of the new measures which I had suggested and the
policies which the company is going to amend. All my assessments would be made available in the
company’s private websites; moreover the data and information will be shared in the notice board
and informative library of the company.
How you will follow up on the risk To ensure whether my assessments and suggested control measures are implementing in their
assessment to check that the actions workplace, I would send a reminder to each and every responsible authority and officials about the
have been carried out particular existence. Moreover, I will request to the high authority management to update each and
every implementations after the completion. I would rather inspect the progress in a regular week
basis to ensure maintain the interest of the organisation in this specific task. If I find any lagging of
the task, I will present a complaint notice to the higher authority and will try to convince the
importance of the specific task which they had delayed to. I will try to contact each of the respective
sector managers and other officials privately to present the progress information. This will create an
interest in them to complete the task on time.
