NATIONAL SECONDARY SCHOOL FOOTBALL TOURNAMENT

The name of this year’s tournament is National Secondary School Football Tournament.
Sponsor/s name will be added, if necessary. The rules of FIFA will be used in the tournament or
in instances where the organizer deems it fit to make certain regulations for the effective and
efficient running of the tournament.

CONDUCT OF COMPETITION
The Tournament will be divided into THREE (3) divisions and a knockout:

● U-15 Boys
● U-20 Girls
● U-20 Boys

U-15 BOYS
⮚ Players turning 15years in the year of the competition would not be able to participate at

that level.

⮚ Players must be born in 2009 or after.

⮚ The U15 games will be played in two zones (zone 1 and zone 2). In each zone, the teams

will play each other once.

⮚ The top four teams from each zone will qualify for the Quarter Final. The winner of zone

1 will play the 4th place of zone 2, 2nd place of zone 1 will play the 3rd place of zone 2

and the winner of zone 2 will play the 4th place of zone 1 and the 2nd place of zone 2 will

play the 3rd place of zone 1.

⮚ The winners will play a Semi-Final.

⮚ The winners of the Semi-Finals will play in the Finals.

U-20 BOYS
⮚ Players in this division cannot be turning 21years in this competition.

⮚ Players must be born in 2003 and after.

⮚ Games will be played in two zones (Zone 1 and Zone 2). In each zone, the teams will

play each other once.

⮚ The top four (4) schools from each zone will advance to the Quarter Finals. The winner

of zone 1 will play the 4th place of zone 2, 2nd place of zone 1 will play the 3rd place of

zone 2 and the winner of zone 2 will play the 4th place of zone 1 and the 2nd place of

zone 2 will play the 3rd place of zone 1.

⮚ The winners will play a Semi-Final.

⮚ The winners of the Semi-Finals will play in the Finals.

U-20 GIRLS
⮚ The eligible age to play remains the same as the U-21 boys.

⮚ The division will be played in two zones (Zone 1 and Zone 2). In each zone, the teams

will play each other once. The top two (2) two teams from each zone will advance to the

Semi-Finals. The winner of zone one will play second place of zone two and the winner

of zone two will play the second place of zone one. The winners will advance to the

Finals.

⮚ NB Depending on the number of teams registered, the competition format can be


changed. If the is a total of 10 teams and more the format can be the same as the junior
male and senior male format.

Knock-out stage
⮚ If a match is level at the end of full-time, extra time will be played (two periods of 15
minutes each).
⮚ If the match is still tied after extra time, a penalty shoot-out will be played to determine
the winner.

Teams’ arrival before, after game and cancelation of games.

⮚ Teams should be at least 45 minutes before the start of the game.


⮚ The grace period for a team to show up for a game is 30minutes after scheduled time,
unless there is a valid reason which should be communicated to a member of the
organizing committee.
⮚ Only the organizers can cancel or reschedule games.
⮚ If a school fails to show up for two (2) consecutive games without valid reason,
disciplinary action will be taken with the school.
⮚ Preparation of the grounds, balls and match official will be provided by the organizers.
⮚ If a match is abandoned without any of the teams playing, both teams will be awarded 1
point each.

Finals
The finals will be played at the National Football Stadium or if possible Carriacou.

Substitution

For each category there will be a maximum of five substitutes per game. Five changes per team
would be allowed to be made on no more than three windows. The half-time doesn’t count as
one.

Registration
⮚ Schools should register no less than 23 players with a maximum of 20 on match day.
⮚ Registration forms should be completed with players’ date of birth and accompanied birth
certificate or school ID where applicable and should be sent to the organizing committee
prior to the commencement of the tournament.
⮚ Players can be replaced during the tournament for valid reasons. However, consent must
be given by the organizers before the player can participate.

Opening
There will be no formal opening ceremony. The competition will kick-off on Thursday
September 21st , 2023, with games playing throughout the island.

Closing Ceremony
A formal closing ceremony will be held after the finals, the date, time, and venue to be decided
by the organizers.

Fixtures
⮚ Tournament fixtures will be circulated to all schools before the commencement of the
competition in both hard and soft copies.
⮚ If ever changes need to be made, the relevant schools will be informed.
⮚ No more than three (3) matches in any category will be played during a week.

Duration of Play

⮚ U-15 Boys- two (2) 35 minutes half (70 minutes).
⮚ U-20 Girls- two (2) 45 minutes halves (90 minutes).
⮚ U-20 Boys- two (2) 45 minutes halves (90 minutes).

Additional Guidelines
⮚ In cases of excessive heat, hydration breaks will be instituted as deemed
necessary, officials will be informed.
⮚ The score for winning a default game is 3-0
⮚ A match may conclude if a school holds a 15-0 margin.
⮚ If two or more schools end on the same number of points the tie breaker will be as
follows:
● Head-to-head result
● Goal difference
● Most goals scored
● Least goals conceded
● A coin tosses
● Number of wins

Uniforms
⮚ All teams must be appropriately dressed for matches.
⮚ Shorts should be worn at the waistline.
⮚ No head gear except for religious or medical purposes.
⮚ School or individuals must wear football or school uniform to collect awards (prizes).

General Discipline
⮚ Players should always display a level of discipline on and off the field.
⮚ A coach/teacher which is expelled from the technical area and fails to leave will be
suspended indefinitely and the matter will be dealt with by the tournament committee.

RULES AND REGULATIONS AGREEMENT FORM
The____________________________________________ agrees to comply with the following
rules and regulations for the National Secondary School Football Tournament 2023.

1A. If there is an opening ceremony, school will be represented during March Pass at the
designated time with no less than twelve (12) players in full football uniform.

1B. The school will use players who are currently enrolled students within the stipulated age
categories.

1C. The school will use the following chain of command in cases where matches may end in
dispute for whatever reason.

NB: No correspondence- letters, emails, telephone calls, etc. – is to be sent directly to the

1D. The school will be held fully responsible if any games end prematurely due to the actions of
the school’s teacher(s) and/or student(s) or if any teacher(s) and/or student(s) instigate any
physical confrontation with any match official or Ministry’s personnel before the start, during, or
after the competition of any game.

1E. The school understands that the tournament coordinator can move games from their original
venues in the event of inclement weather or any other factor.

1F. The school understands that the tournament coordinator can appoint match officials from an
outside parish of a competition venue for neutrality at any stage of the competition.

1G. In the girl’s division, the school will have at least one (1) female teacher accompanying the
team at all matches.

Failure to comply with the rules and regulations 1A-1D will result in the following

1. School will lose three (3) points to start the season.


2. School will lose games, if they use over-age players, plus an additional three points will
be deducted.
3. School may be suspended indefinitely from the tournament.
4. School will be held fully responsible and may forfeit all subsequent home games.
