I. INTRODUCTION

The National Service Training Program (NSTP) Law or RA 9163 also known as “An act
Establishing the National Service Training Program (NSTP) for Tertiary Level Students,
amending for the purpose Republic Act No. 7077 and presidential Decree no. 1706, and for other
purposes.” Was enacted last January 2002 to amend the Expanded ROTC. This program aimed
to enhance civic consciousness and defense preparedness in the youth by developing the ethics of
service and patriotism while undergoing training in any of its three (3) program components,
specially designed to enhance the youth’s active contribution to the general welfare.
The National Service Training Program (NSTP) act of 2001 (R.A 9163) was enacted in
response to public demand for changes to the Reserved Officers Training Corps (ROTC)
program. This act declares that the government’s primary responsibility is to serve and protect its
citizens. In turn, it is the responsibility of all citizens to defend the security of the state.
This narrative encompasses the activities that the students had during their NSTP. This
narrative report also involves the Vision, Mission and the History. We experienced the social
Interaction in Training Environment that would help them as they graduate and face the real life.
All programs gave knowledge to the students and it helped.

b. KNOWLEDGE

Every Saturday OLPC-SMI conduct a virtual meeting for training program and gain a lot of
expertise. We were exposed to real-world work and gained acquainted with the tactics developed
there. Apart from that, we learned to be friendlier and to change our behavior to the atmosphere
in which we operate.

We learned a lot over our almost-week-long virtual work experience, and it shaped us to be more
prepared for our future life. We learned what it takes to be a hard worker. It is critical that we do
the assignment entrusted to us on time. We have a better understanding of how to appreciate
even the smallest lesson from our coordinators. We were able to grasp and comprehend that
whatever we learned in school can be used as a tool in our future employment. We learned to
follow instructions carefully and to accept criticism from our coordinator while doing our service
training program.

c. VALUES

After this service program, we acquired a lot of principles and norms, such as how to behave
appropriately and respectfully with our coordinators and other students.

We learned to value even the tiniest of things and to value every single piece of work we
completed. As an NSTP trainee, our Professor Mr. Eduar G. Verdillo taught us everything we
needed to know about becoming a successful individual and how to deal with problems.

IV. PROBLEMS MET DURING NATIONAL SERVICE TRAINING PROGRAM

We had several challenges and struggles during the NSTP, but we were able to complete it
quickly. Many of us are unable to move forward in an environment that has been thrown into
disarray since we are accustomed to working at school and then suddenly things have happened.
Some of us had a hard time mastering gardening tactics, and as a result, we committed errors.
We've also had issues with flooding caused by severe rains, dehydrated plants caused by
carelessness due to online classes, and so on. Another issue that we, the NSTP students, have is
the lack of gardening supplies.

V. SUGGESTION AND RECCOMENDATION

I conclude that The National Service Training Program is very helpful to us it taught me to keep
the environment and how to help others. NSTP is challenging because there were a time that
many things to do and accomplish on that day and its very hassle for me because our farm that
where I planted it was very far from our house because we don’t have a backyard and soil.
It’s also taught me to how to be a responsible citizens and stewards of our environment and it
enables me to communicate with various types of people and to assist those in need. In
order to become a competitive leader, I must learn first on how to be a good follower as a
criminology student it is helpful to us to train in this situation because Law Enforcer is the
responsibilities have on the country and also in the environment. NSTP is a great training ground
for leaders; they learn strategies that can be used when the times comes. I am a student who must
abide the rules and regulations.

I value every lesson I’ve learned in this subject or program because it will serve as guide for
us in the future not only to become a good keeper on the environment it is also to become an
outstanding leader. I will apply those learnings in my life and my college life.

VI. COMPANY PROFILE

A. HISTORY

The National Service Training Program (NSTP) Law of Republic act 9163 is a program aimed at
enhancing civic consciousness and defense preparedness in the youth by developing the ethics of
service and patriotism while undergoing training in any of its three (3) program components:
Civil Welfare Training Service (CWTS), Literacy Training Service (LTS) and Reserve Officer
Training Corps (ROTC), especially designed to enhance the youth’s active contribution to the
general welfare. Military Training Course in University of Sto. Tomas Organized in 1762 by
Father Domingo Collantes, O.P. Rector and Chancellor of UST Military training course similar
to the ROTC who was attended by a battalion of young students. Military instruction in
University of the Philippines in 1912, military instruction started at University of the Philippines.

The university received the services of a U.S. Army officer as a professor of Military
Science. The first ROTC unit in the country was established and instruction started on July 03,
1922. The National University, Ateneo de Manila, and the Colegio de San Juan de Letran formed
their respective ROTC units. These units remained independent of each other until 1936, when
ROTC existed throughout the country was supervised and controlled. Commonwealth Act No. 1/
National Defense Act under the government of Pre. Manuel L. Quezon in 1935, college students,
particularly males, were required to finish 2 years (equivalent to 4 semesters), of military training
in 1941, there were 33 colleges and universities throughout the country that maintained ROTC
units. All however, were closed with the onset of World War II. The war saw ROTC products in
action for the first time. Cadets from different Metro Manila units took part in the defense of
Bataan and after the surrender of last American Bastion in the archipelago.

In 1980, Presidential Decree No. 1706/ national Service Law mandated compulsory
national service to all the Filipino citizens. It was composed of 3 main program components
namely: Civil Welfare Training Service (CWTS) Law Enforcement Service (LES) and Military
Service (MS). College students were given an option to choose one from among these
components in compliance with this requirement. Republic Act No. 7077/ The Citizen Armed
Forces of the Philippines Reservist Law Under Pres. Corazon C. Aquino during 1986-1987, it
paved the way for the conceptualization of the Basic Reserve Officer’s Training Corps (ROTC)
ROTC crisis of 2001 Good intentions of ROTC were tainted with anomalies, thus defeating the
purpose, which this military training was anchored. Student protests threaten the very existence
of ROTC Mark Welson Chua, a student of the University of Sto. Tomas, whose death is widely
believed to be linked to his expose of anomalies in the ROTC unit of the university. His death
became the channel for the passage of Republic Act 9163 or the ‘National service Training
Program (NSTP) Law. Chua received death threats after his revelation.

The National Service Training Program was also known as “An act Establishing the
National Service Training Program (NSTP) for tertiary level students, Amending for the purpose
Republic Act No. 7077 and Presidential Decree no. 1706, and for other Purpose” or Republic Act
No. 9163. It was signed into law in January 23, 2002 amidst the various calls of dissenting
sectors for its abolition or reform. It invoked the constitutional provision regarding the “duty of
the state to serve and protect its citizen.” Specifically, Article II (Declaration of Principles and
State Policies), section 2, which states that “The prime duty of the Government is to serve and
protect the people. The government may call upon the people to defend the state, and in
fulfillment thereof, all citizens may be required under conditions provided by law, to render
personal military or civil service”.
This is the same principle that created and sustained the Reserve Officers Training Corps.
The primary objective of the NSTP law is to promote the role of the youth in nation building. As
such, it aims to encourage the youth to become civic and/or military leaders and volunteers
whom could be called upon by the nation in cases their services are needed. Compared with the
ROTC which specializes in military training, and the E-ROTC which granted three options for
students yet was limited in implementation, the NSTP law ensured that the three components –
Civic Welfare Service, Literacy Training Service, and Reserve Officers Training Corps – will be
given the same and equal implementation in educational institutions. Moreover, it defined the
different components, the duration of the training, coverage etc.
