1 SCOPE

This specification describes Vendor’s responsibilities pertaining to Material Preservation,


including the information and procedure to be provided to Contractor, as part of the Vendor
Documentation. This specification does not cover the activities required at Site for
Preservation maintenance.

This specification does not cover prescriptions for cleanliness and long term protection (like
painting, coating, lining, cathodic protection, etc.).

This specification does not cover protection from physical damage as well.

Initial Preservation and Packing done by Vendor are required to protect the material from
deterioration for a period of up to 12 months from the date of delivery. Unless specifically
mentioned, agreed or approved, the materials shall be packed and preserved for outdoor
unsheltered storage, with no disassembly required before installation for inspection or
preservation maintenance.

In case of conflicting requirements between this and other project specification(s), Vendor
shall ask the Contractor for clarification before presuming and proceeding ahead.

Preservation activities start in Vendor’s / Sub-vendor’s workshop and subsequently


maintained by Contractor at Site till the end of Plant Mechanical Completion (including Pre-
Commissioning).

2 ACRONYMS AND DEFINITIONS

The following terms used in this document have the meaning defined below:
CRA: Corrosion resistant alloy, an alloy with minimum content of chromium of 12% (such
as stainless steel AISI 300 series, duplex stainless steels), Ni alloys, titanium alloys, etc.
EQUIPMENT: includes Machinery and Static items like vessels, heat exchangers, tanks,
etc. The equipment, depending on dimensions and transportability, can be shop or site
fabricated / assembled
FERRITIC STEEL: means carbon steel, low temperature carbon steel, low alloy steel with
max content of chromium of 12-30%
INITIAL PRESERVATION: means the application of specified preservatives and fitting of
specified protection to any material/system by Vendor prior to delivery to maintain the
equipment/system unimpaired

MACHINERY: includes Rotary, Rotating and Reciprocating Machines (such as pumps and
compressors), packages (skid or site assembled) with associated accessories
MATERIAL PRESERVATION COORDINATOR (MPC): is in charge of Preservation
activities within a Project at Contractor’s Home Office
MATERIAL PRESERVATION SITE COORDINATOR (MPSC): is Contractor’s responsible
person in-charge of Material Preservation at Construction Site
PRESERVATION MAINTENANCE: is the set of activities, including inspection, at Site, to
maintain the effectiveness of Initial Preservation carried out by Vendor prior to shipment.
TAGGED ITEM: any item having distinctive tag number
BULK ITEM: any item having no distinctive tag number of its own, but part of a tagged item
or family. Spare parts and special tools, if related to no tagged item or multiple tagged
items, will also be considered bulk item.

4 RESPONSIBILITIES

4.1 VENDOR’S RESPONSIBILITIES


Vendor, as warrantor, is the sole responsible party to identify and address the applicable
requirements for own and Sub-Vendor’s supply in order to maintain the warranties during the
preservation period.

Vendor shall also be responsible to:

• Submit “Preservation Procedure” including the information listed in the next paragraph of
this specification, within 3 months of purchase order. Vendor’s Preservation
Procedure shall describe the details of Initial Preservation applied before shipment to
keep the materials well preserved for a period up to 12 months from the date of
delivery. This procedure shall also describe the activities / materials required at site to
extend the preservation of materials by another year (up to 24 months from the date of
delivery).

• Advise Contractor if an alternative method / means of preservation is more convenient /


reliable or better suited for the intended application. Such recommendations shall be
subject to approval of Company / Contractor.
• Apply Initial Preservation on all the materials being supplied, according to the
Preservation Procedure approved by Contractor.
• Apply suitable packing, as approved by Contractor to safeguard the materials from
impact of the ambient conditions

4.2 CONTRACTOR’S RESPONSIBILITIES


Material Preservation Coordinator is responsible for:
• Preparation and revision of the present specification
• Review of the Preservation Procedures received from Vendors
• Necessary coordination for preservation related activities at Home Office
• Development of the Preservation Plan for execution at site, for maintenance (and if
required, for extension) of preservation

Material Preservation Site Coordinator shall be responsible for:


• Coordination with Site Team and Sub-contractor for execution of the Preservation Plan
• Periodic checks of storage condition of goods and in case of problems, take remedial
actions in coordination with concerned team
• Regular audit of preservation activities carried out by Sub-contractor’s designated team
• Recording of preservation status and progress
• Maintaining preservation certificates and records
• Preparation of Preservation Dossier

5 DOCUMENT REQUIRED FROM VENDOR

5.1 Preservation Procedure


The Preservation Procedure to be submitted for Contractor’s approval as part of project
documentation, must essentialy contain the following information as a minimum:
• Details of Initial Preservation proposed to be applied in Vendor’s workshop before
shipment, including Proposed Preservative, Product Data Sheet, Material Safety Data
Sheet, Quantity, Application Procedure and Guaranteed Preservation Life in the
following sample format :

NOTES:
1) The lube compatible type shall be used for bearings and internal surfaces. It has some
lubrication properties and is compatible with conventional mineral oil lubricants.
2) The exterior type shall be used for exterior surfaces. It does not have lubricating properties.
Before placing protected part in service, the film should be removed from bearing surfaces,
threads, or areas that will come in contact with lubricants.
3) The storage type shall be used for protection of equipment stored under a roof and sheltered
from the direct effects of weather. When the film is dry, coated parts can be wrapped without
wicking. The storage type has (limited) lubricating value and is compatible with conventional
mineral oil lubricants.
4) The rust preventives referred to in the above table are compounds with properties specified.
Equivalent materials with brand names recommended by a consultant or representative from
a manufacturer of rust preventives may be proposed by Vendor.

5) For VCI / VpCI, an additional row shall be included in the table for “Physical Form” to indicate
liquid, powder, gel, tablet, film, sheet, paper etc.

• Recommended storage location at site – (i) indoor, (ii) outdoor, (iii) outdoor under shed,
(iv) outdoor with water proof cover or (v) temperature / humidity controlled area
• Activities and inspections recommended to be performed at site for maintenance and
extension of preservation; including procedure and frequency of inspection / activity,
required preservative materials and quantity, recommended tools and consumables like
cloth, cotton, solvent / cleaning agent, tissue paper, wrapping materials, brush,
dispenser, sprayer etc.

5.2 Initial Preservation Certificate


Initial Preservation Certificate, describing applied preservative for each equipment /
component and their guaranteed lifetime, shall be issued by Vendor after execution of Initial
Preservation for endorsement of Contractor’s appointed / authorized Inspector.

The endorsed certificate shall be included in the Certification Dossier.

6 GENERALITIES

Unless differently and specifically required in the data sheet, technical specification or this
specification, Vapor Corrosion Inhibitors (VCI) or Vapor Space Inhibitors (VSI) shall be
considered the primary means for preservation of metallic goods and electrical / instrumental
items, as far as practicable. Proposed VCI or VSI shall be safe to be used for personnel as
well as environment, easily removable without leaving any contamination or damage and
shall have the preservation lifetime of 12 months.

Use of alternate means of preservation like nitrogen, desiccants, grease, oil, wax, temporary
coating etc. may be proposed by Vendor based on proven experience for Contractor’s
approval.

All interior and exterior surfaces shall be clean and dry before any rust preventive materials
are applied. Mineral spirits, such as VARSOL, or any Stoddard solvent shall be used for
cleansing of surfaces prior to application of any rust preventive compounds. Kerosene or
gasoline shall not be used as cleaning agents.

In some equipment data sheets, nitrogen purging followed by nitrogen pressurization has
been specified for preservation. This shall be followed strictly unless this is demonstrated to
be not feasible not as reliable as alternative means of preservation.

Packing Specification TM077/13E, implemented with the following instructions shall be

Moreover:
a) Before delivery, all materials shall be tightly packed with water proof cover and use of
barrier bags, VCI impregnated packing, desiccants etc. shall be considered to
guarantee preservation life of 12 months.
b) Any weld slags, loose scale, oil, dirt, rubbish and foreign material must be removed
before packaging and shipping. Liquid used for cleaning shall be completely drained
and dried with hot air to the ambient dew point prior to closing and sealing for shipment.
c) Flanged facing of piping and openings of equipment shall be protected at all times
during fabrication and construction. Before shipment, they shall be blanked with
gasketed and bolted metal (same as the material of equipment) covers no smaller than
the flange OD metal cover, with a minimum thickness of 5 mm (0.19 in.) and shall be
secured with a minimum of four bolts. The use of mechanical flange protectors should
be maximized, in addition to coating with the appropriate preservative suitable to protect
against corrosion/pitting.

d) High pressure flanges shall be fitted with robust protective caps before shipment.
Vendor must ensure that every high pressure joint is clean, undamaged, and properly
assembled before shipment.
e) Beveled and threaded ends shall be protected with firmly attached metal covers or caps
of the same material as part to be protected.
f) Before packing, all equipment shall be blown dry with hot air stream for at least 4 hours
to achieve the dew point of exhaust equal to the inlet air stream. All nozzle, vent, and
connection openings shall be blanked, plugged, or capped to prevent the entry of
moisture.
g) Machined or threaded exterior surfaces of equipment in carbon steel, and ferrous alloys
with a nominal chemistry of 12Cr and below, shall be protected from corrosion during
shipment and subsequent storage by coating with a rust inhibitor of a type: (1) to provide
protection during outdoor storage for a period of twelve months exposed to a normal
industrial environment, and (2) to be removable with mineral spirits.
h) Threaded connections shall be plugged with solid bar stock plugs of the same nominal
chemical composition as the connection. Cast iron, brass, plastic, or hollow plugs are not
acceptable.
i) Interiors and internals shall not be coated / painted unless specifically required in the
data sheet. They shall be cleaned of of all scale, dirt, and debris.
j) All external bolt threads shall be coated with a high-temperature copper powder base
anti-seizing lubricant (e.g., Fel-Pro C5-A or Contractor approved equivalent).
k) Hydraulic test shall be carried out based on project specifications agreement or
Vendor’s procedures approved by Contractor for respective equipment. VCI powder or
liquid shall be mixed in the testing medium in adequate proportion (as recommended by
VCI supplier) to avoid wet corrosion.
l) All joints shall be secured to prevent undue movement during shipment and installation.
All temporary securing devices shall be clearly identified and labeled.
m) Nozzles with non-permanent blind flanges and/or gaskets shall be labeled on the
exterior surface with the following marking: “TEMPORARY GASKET - REPLACE
BEFORE OPERATION”.
n) For equipment preserved with pressurized nitrogen, a manometer with an isolation
valve shall be installed on equipment and shall be protected by rigid frame. The
manometer installation shall allow both reading of the internal pressure at a glance and
easy nitrogen filling whenever is necessary. Nitrogen filling connection shall have a
separate isolation valve to allow change of manometer without depressurizing the
equipment. For equipment with multiple separate chambers, as minimum one

o) Nitrogen used for preservation shall be dry, oil free with dew point lower than or equal
to -4°F (-20°C), pressurized up to 7.25 psig (0.5 barg).
p) Unpainted equipment and components of stainless steel shall be protected with
waterproof, chloride free overwrap, if intended for marine transportation.
q) Temporary supports meant for transportation shall not be made of moisture absorbing
material, like wood.
r) Preservation labels shall be attached to equipment in a position clearly visible during
storage as well as installation, as soon as the Initial preservation is carried out.
s) For all supplied spare parts and special tools, Vendor shall describe the inspections and
activities for preservation maintenance.
t) Tie-on labels can be used. Stick-on type labels can be used on non-waxed equipment if
required and sustainable for 12 months without getting damaged.

7 INITIAL PRESERVATION OF MACHINERY

In general, machinery items shall be packed in closed box with a barrier bag and adequate
quantity of desiccant. Soft materials or shock absorber shall be added for mechanical
protection of instruments and sensitive components. Application of VCI, as much as
practicable, shall be considered.
Packing of stuffing boxes shall be removed from the stuffing boxes and all internal parts
thoroughly dried before being coated with suitable rust preventive upon completion of testing.
Bearing housing and seal chamber of machines shall be thoroughly flushed with rust
preventive oil upon completion of testing.

7.1 Turbines, Centrifugal Fans, Gear Unit Cases, Agitators, Centrifugal


Pumps and Centrifugal Compressors
a) Internal surfaces of bearing housing and gear unit cases shall be coated with lube
compatible preservative after testing, draining and drying. This is applicable for all
rotating equipment, including motors, fitted with bearings.
b) Vent and drain connections shall be plugged, capped, or blinded, as applicable, using
steel fittings. Blinds shall be gasketed. The internal surfaces shall be recoated (by
filling, filling and draining, slushing, and spraying or rotation, as appropriate) at the
intervals recommended by Vendor.
c) Clean shaft couplings and exposed machined surfaces and coat them with exterior
preservative.
d) Cover the suction and discharge nozzles with leak tight metal closures, or blinds.
e) If a machine is shipped with mechanical seals installed, then fill the entire machine with

lube compatible preservative.


f) Remove electrical and hydraulic governors from steam turbines and store indoors. The
governor mounting pads shall be covered with a gasketed, metal plate closure 1/16 in.
(1.6 mm) minimum thickness.
g) Remove carbon ring shaft seals from the machine and replace with soft- braided
packing or wicking dipped in lube compatible preservative. Packing containing graphite
shall not be used.
h) Provide oil mist lubrication system for rotating equipment that will be lubricated in this
manner during operation.

7.2 Reciprocating Pumps, Reciprocating Compressors and Internal-


Combustion Engines
a) Coat exposed rods, eccentrics, plungers, and machined surfaces with exterior
preservative.
b) Fill steam and liquid cylinders, and valve chambers with lube compatible preservative.
c) Flush drive mechanisms of proportioning and metering pumps with solvent until clean.
Fill with lube compatible preservative until all internal surfaces are coated. The internal
surfaces shall be recoated at Vendor’s recommended intervals.
d) If a compressor or engine requires field assembly, then remove the protective coatings
from cylinders, rods, etc., and clean all parts, including crankcase, with solvent. Assemble
using lube compatible preservative freely on cylinder walls, rods, bearings, and rubbing
parts. Do not install carbon piston rings or rod packing on the valves until the compressor
is serviced for initial operation.
e) A small amount of lube compatible preservative shall be sprayed into each compressor
cylinder through valve openings. Additional preservative shall be sprayed into the
cylinders each time the crankshaft is rotated, in accordance with the manufacturer's
recommended schedule.

For internal combustion engines, following additional steps shall be taken into account:
• Electrical accessories, such as magnetos, which can be damaged by moisture, shall
be stored in a dry, warm place where condensation of water vapor will not occur.
• Spark plugs and fuel injection nozzles shall be removed, and the openings in the
cylinders plugged. A small amount of lube compatible preservative shall be sprayed
into each cylinder, through the spark plug or injection nozzle openings.
• Additional preservative shall be sprayed into the cylinders each time the crankshaft is
rotated, in accordance with the manufacturer's recommended schedule.

7.3 Other Mechanical Equipment (Not Specifically Covered Herein)


a) Flush oil lubricated bearing brackets and gear unit cases with solvent until clean. Fill the
units with lube compatible preservative until all internal surfaces are coated.
b) Apply a coating of exterior preservative to all shafts, couplings, and exposed machined

surfaces.
c) Remove all exposed chains. Clean chains with solvent, coat with storage type
preservative, and wrap them in Kraft paper. Label each wrapped chain to provide the
proper identification and store with accessories.

8 INITIAL PRESERVATION OF STATIC EQUIPMENT (PRESSURE VESSELS &


HEAT EXCHANGERS)

a) Preservative coating, nitrogen blanketing, VCI fogging / emitter or use of desiccant bags
may be proposed by Vendor based on past experience.
b) For long-term storage of critical equipment (pressure vessels, heat exchangers, etc.) or
when required in the equipment data sheet, the preservation with nitrogen purging
followed by nitrogen pressurization shall be the only preservation method.
c) Quantity of desiccant shall be calculated for the preserved volume and area for 12
months lifetime by maintaining relative humidity below 30%, as per product datasheet.
d) Test holes in reinforcing pads shall be plugged with grease or plastic sealant prior to
shipment.
e) Finned surfaces of exchangers shall be sprayed with Contractor approved rust
preventive.

9 INITIAL PRESERVATION OF MOTORS AND GENERATORS

a) If the motor has been specified in the data sheet for outdoor duty, it is intended to
organize outdoor storage of the motor on arrival at site.
b) Motors with execution XP, TE, TEWAC shall be stored outdoors without protective
covering, unless specifically prohibited by Manufacturer. Other motors are also intended
to be stored outdoors with protective covering, permitting good ventilation. Vendor shall
specify if the proposed motor is designed for indoor use only. In such case, motors shall
be stored indoors.
c) For motors and electric motor operated valve actuators stored outdoors without
protective cover, the openings not intended to be opened during operation of the
equipment (such as conduit and cable entrance in terminal boxes), shall be closed with
permanent water tight plugs. Even if temporary shipping plugs are used for
transportation, permanent plugs shall be supplied by Vendor for replacement during
storage period and beyond.
d) Considering that energization of space heaters may not be possible during storage
period and up to commissioning due to unavailability of temporary feeders, Vendor shall
recommend alternate means of preservation.
e) Vendor shall recommend the starting point and interval at which insulation resistance
values of windings shall be measured for monitoring of motor condition.
f) Motors with oil lubricated bearings and alternating current (AC) motors and generators
with collector rings shall be protected as follows:

• Oil lubricated bearings: Coat all internal surfaces of bearing housing with lube
compatible preservative. Vent and drain connections shall be plugged, capped, or
blinded, as applicable, using steel fittings. The internal surfaces shall be recoated (by
filling, filling and draining, slushing, spraying, or rotation, as appropriate) at the interval
recommended by Vendor.
• Collector rings: Applied protective coatings shall be examined and renewed if not intact.

10 INITIAL PRESERVATION OF TRANSFORMERS

a) If the transformer has been specified in the data sheet for outdoor duty, it is intended to
organize outdoor storage of the transformer without protective covering on arrival at Site.
b) Large indoor units shall also be stored outdoors on raised supports above grade, under
a shed or roof and tarpaulin siding, or equivalent.
c) If Vendor feels that outdoor storage as described above could jeopardize the condition
of transformers, Vendor shall describe the reason and give appropriate recommendation
for storage.
d) For the transformers filled with insulating liquid (main tank filled with insulating liquid,
except for expansion space), Vendor shall include the level of the liquid and the ambient
temperature in the Initial Preservation Certificate.
e) For the transformers filled with insulating liquid and blanketed with gas under pressure,
or filled with gas under pressure, Vendor shall include the gas pressure and the ambient
temperature in the Initial Preservation Certificate.
f) Large transformers, if approved by Contractor, may be shipped without oil (i.e., with a
pressurized dry air system). Vendor shall include the gas pressure, relative humidity,
dew point and the ambient temperature in the Initial Preservation Certificate for such
transformers.
g) Primary disconnect switches shall be handled per the requirements for switchgear,
starters, and control equipment, specified in the next paragraphs of this specification.

11 INITIAL PRESERVATION OF SWITCHGEAR, STARTERS, AND CONTROL


EQUIPMENT

a) Vendor shall specify the recommended storage place and conditions taking into
account the Site Conditions.
b) Vendor shall describe the provision (or absence, or separate supply) of insulating liquid
in the Preservation Procedure.
c) Vendor shall recommend monitoring and inspection required at Site (like checking of
oil level / condition, measurement of insulation resistance) with intervals.

12 INITIAL PRESERVATION OF STORAGE BATTERIES

a) Vendor shall include the following information in the Preservation Procedure


• Shipping condition of batteries in– Dry and Sealed or Wet.
• Method to repair the seal of dry supplied batteries, if the seal is eventually broken during
handling and transportation.
• Recommended inspections and intervals.
• Charging procedure and charging rate (Volts per cell and specific gravity at 77°F).
b) Vendor shall record the electrolyte level at the time of shipment in Initial Preservation
Certificate.

13 INITIAL PRESERVATION OF INSTRUMENTS AND CONTROL EQUIPMENT

a) Instruments, including control valve and motor actuators, intended to be installed


outdoors as per the data sheet, shall be stored outdoors. Vendor shall provide
additional recommendations, if required (like covering with tarpaulin) to keep dust,
sand, and condensation / water out.
b) Vendor shall provide wood (or other strong and safe) covers over glass fronts. For electronic
equipment, the manufacturer's recommendations shall be followed.
c) Control valves shall be protected the same as valves, described in the next paragraph.
d) Motor actuators shall be protected the way as motors, described in paragraph 8.

14 INITIAL PRESERVATION OF VALVES

a) All manually operated valves ≥ 6” NPS (150 mm) shall be stored outdoors on a paved
area, or pallets, with the valve stem upright.
b) Large automatic control valves such as slide valves and motor operated valves shall
also be stored outdoors on a paved area, or on pallets, under shed / roof and tarpaulin
siding (or equivalent).
c) Actuators on control valves and motor operated valves shall be protected against
mechanical damage.
d) Soft-sealed ball and plug valves shall be packed in the closed position. All other
manually operated valves shall be seated.
e) All valve ends shall be sealed to prevent ingress of water and dirt. For flanged valves,
the seal shall, in addition, protect the flange seating surfaces from mechanical damage.
f) Exposed valve spindles to be protected with preservative suitable for removal by
mineral spirits or any Stoddard solvent.
g) Covers for the protection of gasket surfaces of end flanges or body facings, and for the
protection of welding ends, shall be metallic, hardboard, plastic, or solid wood.
h) Austenitic stainless steel valves shall be covered, or protected with a coating, and shall
not be in contact with porous materials such as raw wood.

i) Valves with threaded or socket-welded ends shall have the ends protected with metal,
wood, or plastic caps or plugs.

15 INITIAL PRESERVATION OF ELECTRICAL AND INSTRUMENT PANELS

a) All electrical, instrument and electronic equipment exposed to humidity shall be


protected with VpCI or desiccants.
b) All openings shall be provided with steel caps or solid shank steel plugs compatible
with the metallurgy of the component being capped or plugged. Non-metallic plugs
shall not be used, if IP rating or electrical execution are compromised.

16 PROCEDURE FOR DRYING AND NITROGEN FILLING

For pressure vessels and heat exchangers preserved with nitrogen, following sequence
shall be followed for purging and pressurization.

16.1 Drying
Dry the equipment with warm air. The air temperature shall not exceed 150 °F (66 °C) for
low chrome tubes or 120 °F (49 °C) for stainless steel tubes.
Air should be blown through the tube side until the dew point of the exhaust air is equal to
the dew point of the air at the inlet but in no case less than 4 hours.
Vendor shall submit his standard procedure for Contractor’s review.

16.2 Purging and Nitrogen Filling


Nitrogen used for purging and pressurization must be dry, free from lubricants and have
dew point ≤ -4 °F (-20 °C). The equipment shall be purged in any of the following ways:

a) Cyclical purging with nitrogen at 7.25 psig (0.5 barg) in the cycles of 20 minutes each, at
an interval of 15 minutes, until dew point of nitrogen at inlet and exhaust equalize, or
become lower than -4 °F (-20 °C).
b) Pressurizing and depressurizing at ambient temperature, three times with nitrogen as
per following cycle:
• Pressurize at 43.5 psig (3 barg) with dry Nitrogen, if acceptable from a mechanical point
of view; if not, Vendor shall inform the acceptable pressure;
• Hold pressure for 20 minutes;
• Depressurize at 1.45 psig (0.1 barg);

Finally, pressurize with dry, oil free nitrogen with dew point of –4°F or lower, up to 7.25 psig
