The Enquiry Officer

Tehsildar Shahabad Bala

Subject : Explanation
regarding suspension of Dr.
Asima Bashir Din

Respected Sir,

Whereas the
SHO kapran visited the
hospital on 28th of March
2020 in which all employees
were found absent and the
same was brought into your
notice, thereof bringing my
duties and conduct under
cloud. It is true that the
office was closed early on
reports of certain suspected
COVID cases, however the
information of being absent
from past 15 days is sheer
animosity and allegiance as
you can check the day book
of my arrival and departure.
Sir, I have been working
beyond my professional
code of ethics with great
honesty and dedication. Sir,
despite the nation wide
lockdown I managed to
travel through train, road and
hitch hike to report to my
duties during these times of
world wide health
emergency.

Sir, it is pertinent to mention

that I am residing at
Ashajipora Anantnag, which
is close to 40 kms away
from my workplace, yet I
never shadowed myself
under that shield and had
been to office, not just post
abrogation of Article 370 but
was everyday reporting to
my duties even during harsh
winters when It was
impossible to travel there.I
had to leave early by
morning to make sure I
report at time and not let
people suffer. But lately it
had been to my notice that
people there have been for
long demanding for MBBS
doctor or a Gynae and now I
consider these accusations
and attempts are aimed to
tarnish my image and get me
transferred. The same
demand has been
repeatedly reiterated by the
elected representatives and
was publicly brought into
notice by village heads
during the recently held
governments reach out
initiative called “Back to
Village” Phase 1 and
Phase 2.
Having that said, Sir, lately I
had been absent for a bunch
of days, but the reasons
have been inevitable and I
was helpless to escape. I am
an orphan and being elder to
the family there are
astronomical responsibilities
and certain contingencies
which exploded in the recent
times building up precarious
situations and giving me no
time to react. There have
been lot of misfortunes which
certainly I donʼt intend to
speak about, but it is
important to inform you that
on the unfortunate day of
28th March 2020 when the
hospital was inspected, I was
called upon by the
office of BMO Verinag to
leave early and collect the
necessary protective
equipmentʼs and instruments
so as to address the panic
and disturbance created by
the rumours of suspected
COVID patients being in the
said area.

My dedication and efficiency

can be validated by the
thought that I was picked up
to be part of both B2V
programs- a Govt. initiative -
To deliver governance at the
doorstep and reach out to
villages.

I assure that I will remain

extra careful in discharging
my duties and will submit an
undertaking to the effect that
i will not repeat
dereliction of my duties.
