- 1776 년 미국의 독립, 1789 년 프랑스 혁명을 통해 왕정이 붕괴되고 공화정 시작 이후-

국제체제는 실패할 수밖에 없음 An international system that does not take into account the

○ 미국과 소련은 자신이 보유하고 있는 힘을 자제해서 사용 The U.S. and the Soviet Union

- 무기도 제한, 전쟁의 범위도 제한 Limits on weapons, limits on the scope of war
- 전쟁에서 이기는 것이 아니라 전쟁을 억지하는 것이 목적 The goal is not to win the war,
but to deter it.
