Respectfully submitting here, the Quarterly Accomplishment Report on the Coastal and
Marine Ecosystem Management Program (CMEMP) for the 3rd Quarter, CY 2023. Further,
please be informed that the Conservation and Development Section (CDS) under the DENR
CENRO-Tubod conducted and accomplished the activities, as follow:

TA to LGU Placer re September 8, A total of twenty-five (25) participants comprised of
Marine Protected Areas 2023 nineteen (19) males and six (6) females attended the
Establishment and CEPA held at the Barangay Hall of Bgry. Lakandula,
Management thru Placer.

TA to HIPADA MPAN
HIPADA MPAN Joint September 8, The activity was attended by the Punong Barangay
Activities: Document 2023 Hon. Abelardo C. Lambus and representatives from the
Review for Lakandula MAO of LGU-Placer. The team used MPA-MEAT as
MPA the assessment tool. Based on the result, Lakandula
MPA was not yet able to pass the level 1 (Established)
of the said tool. Relative to this, Ms. Alviro provided
suggestions and recommendations in order to fulfill the
first two levels.
B. Biodiversity-Friendly Social Enterprise (BDFE) Development
BDFE Business Plan and August 17, Throughout the crafting of the business plan and
Project Proposal of 2023 project proposal, issue on accomplishing the target
Opong-Fabio Mangrove efficiently on time, however, was encountered,
Dwellers Association specifically, lack of familiarity with business concepts
(OPFADMA) and the business itself. Hence, additional budget for
hiring of business management graduate and other
related courses if there would be another target for
BDFE on the succeeding years and hands-on coaching
on inputting data in the excel-form business plan were
recommended.
Biodiversity-Friendly July 25 & This office through Conservation and Development
Enterprise Inventory in August 10- Section had conducted inventory of potential

C. Conduct of Regular Special Events related to coastal and marine protection,
conservation and management
International Coastal September Activities conducted in support to the celebration were:
Cleanup (ICC) Day 2023 15, 2023  Public Information Display at CENRO Tubod

 Coastal Cleanup at Brgy. Sampaguita, Tagana-an,
Surigao del Norte
A total of one hundred ninety-one (191) individuals,
comprised of seventy-nine (79) males and one hundred
twelve (112) females, collected approximately 208
kilos of waste materials, including plastic bags,
bottles, footwear, glass bottles, plastic wrappers,
and styrofoam, from a 1.5-kilometer stretch of the
coastline.

Accomplishment Report - 3rd Quarter, C.Y. 2023

Activities conducted were as follow:

 TA to LGU Placer re Marine


Protected Areas Establishment and
Management thru Communication,
Education and Public Awareness
On September 8, 2023, the DENR CENRO
Tubod through Conservation and Development
Section conducted a Communication,
Education, and Public Awareness (CEPA)
activity in Barangay Lakandula, Placer, Surigao
del Norte. The aim was to educate local
residents and barangay officials about the
importance and benefits of establishing marine protected areas (MPAs). FTI Ma. Phobie E.
Alviro facilitated a comprehensive discussion on marine protected areas. She explained key
concepts, including the various terms used to describe MPAs, the core zone (no-take zone),
and the buffer zone. The discussion also emphasized the objectives and benefits of MPAs. In
summary, the CEPA activity effectively educated participants about the significance of
MPAs, clarified roles and responsibilities, and encouraged community involvement in marine
conservation efforts.

 HIPADA MPAN Joint Activities: Document Review for Lakandula MPA


The Conservation and Development Section
(CDS) of DENR CENRO-Tubod, headed by
FTI Ma. Phobie E. Alviro together with EMS I
Maylesah A. Guro and EMR Marienel A.
Laguit, responded to LGU Placer's request by
conducting a thorough document review and an
ocular survey of the Lakandula Marine
Protected Area last September 8, 2023. The
team utilized the MPA-MEAT (Marine
Protected Area Management Effectiveness
Assessment Tool (MPA-MEAT), a tool that
aims to assess governance of enforcement, implementation and maintenance of a MPA.
Based on the result, Lakandula MPA did not pass the minimum score of the thresholds.
Relative to this, Ms. Alviro provided suggestions and valuable recommendations in order to
fulfill each of the levels and address challenges related to its location and management.

 BDFE Business Plan and Project Proposal of Opong-Fabio Mangrove Dwellers


Association (OPFADMA)
In CY 2023, as part of the Coastal and Marine Ecosystem Management Program (CMEMP),
the goal was to create a Biodiversity-Friendly Enterprise (BDFE) Business Plan and Project
Proposal for the Opong-Fabio Mangrove
Dwellers Association (OPFADMA) in Brgy.
Opong, Taganaan, Surigao del Norte. A 2-day
workshop in June 2023, led by the Conservation
and Development Section, resulted in the
proposal for OPFADMA BDFE Bangus
Production. However, challenges arose during
the business plan development due to limited
personnel familiarity with business concepts,
which could potentially delay the project. To
address this, the recommendation is to allocate
additional budget resources to hire business management graduates for future BDFE projects
and provide hands-on coaching to improve document crafting efficiency.
 Biodiversity-Friendly Enterprise Inventory in the Municipalities of San
Francisco and Malimono, SDN
In response to a memorandum dated to July 12,
2023 and August 1, 2023, this office through
Conservation and Development Section
conducted an inventory of potential
Biodiversity- Friendly Enterprises (BDFEs) in
the Municipality of San Francisco and
Malimono, Surigao del Norte, based on DAO
2021-13. The activity took place on July 25,
2023 and August 10-11, 2023, respectively.
Interviews and data gathering revealed the
challenges and practices of these enterprises,
with some facing operational difficulties due to land disputes and others making efforts to
implement biodiversity-friendly practices. Overall, the activity focused on assessing and
gathering data from potential BDFEs, aiming to ensure compliance with DAO 2021-13
guidelines within Protected and Conservation Areas.

 International Coastal Cleanup (ICC) Day 2023


The CENRO Tubod conducted the International Coastal Cleanup Day on September 15,
2023, at Brgy. Sampaguita,
Tagana-an, Surigao del Norte.

about the importance of the celebration and its theme, and; (2) Coastal Cleanup: On
September 15, 2023, CENRO Tubod partnered with Barangay Sampaguita to organize a
coastal cleanup at Purok 2 & 3 of the barangay. Various groups, including government
representatives, academe, and local organizations, participated. Participants were provided
with cleaning materials and wristbands for identification. A total of 191 volunteers,
comprising 79 males and 112 females, collected 208 kilos of waste materials, including
plastic bags, bottles, footwear, glass bottles, plastic wrappers, and styrofoam, from a 1.5-
kilometer stretch of the coastline. The collected data were documented on the ocean trash
data form by Ocean Conservancy.
This event aimed to raise awareness about the importance of preserving coastal environments
and adhering to sustainable practices for the betterment of our oceans.
