Introduction:

Government Polytechnic Barauni, Begusarai is the primer institute


of the state imparting diploma level education in different fields of
engineering situated in the industrial most developed town.
Government Polytechnic Barauni, Begusarai is situated amidest big
near by industries like Refinery of I.O.C. Fertilizer plant of H.F.C.,
B.T.P.S. and various small scale, medium scale industries. It is located
on N.H.-31 at a distance of about 3 KMs west of the nearest Rly.
Station, Begusarai (N.E. Railway). Main nearest town is Begusarai
having its Geographical location as latitude 25.5 N. and longitude 86.2
East.
Our Honorable founder has dedicated this institute to empower
technical education of the country to achieve quality education
imbibed with technical, professional and ethical values. At
Government Polytechnic Barauni, we provide high-end diploma
program in several branches i.e. Civil Engg, Chemical Engg.,
Electronics Engg. And Computer Science & Engg. Institute has been
provided with qualified and experienced teaching faculty, well
equipped laboratories, spacious library, playgrounds and all other
needful infrastructural facilities. Our continuous and constant striving
to provide finest teaching-learning environment is yielding excellent
results in the examinations and in turn those students are performing
well in examinations of real life also. We are in the pursuit of global

order to co-operative with increasing manpower of skilled personnel,
visualizing the growing demand of Data Entry Operators in almost all
business organization this institution has also run another short term
program like I.R.G. Scheme, BSDM, CDTP and PMKVY. I welcome the
student community to this Institute, join them and avail an
opportunity to have a meaningful career and become responsible and
respectable citizens of modern India.

Executive Summary:
The challenge of employment & skilling youth has been widely
recognized in Bihar over the last few years. To address this, multiple
initiatives have been launched at central and state levels to not just
fulfill the employment & skilling requirement of the state but also to
fulfill 1 of prime 7 nishchays-2 of Hon’ble Chief Minister of Bihar.
Therefore, it has become imperative to setting-Up a Center of

Excellence for Instrumentation Technician (Control Valve) at this


Institute to identify the operational gaps and create a plan to
overcome the challenges and make rapid strides in providing quality
training/placement at scale to the trained candidates. This would be
most effectively achieved by optimizing existing resources and
partnerships to skill the Bihar populace while creating jobs.

Center of Excellence:
“A Centre of excellence (CoE) is a place, which is a shared facility or
an entity that provides leadership, best practices, research, innovation
support and skill training for a specific sector area”. It is a body that
provides leadership, best practices, research, support, training of
trainers and skill training for a specific sector/s. The literal meaning of a
Center of Excellence is ‘A place where the highest standards are
maintained.

Objective of Center of Excellence for Instrumentation


Technician (Control Valve) :
Functions of Centers of Excellence for Instrumentation Technician
(Control Valve) should focus on areas like:
▪ To conduct high Quality Training in Instrumentation Technician with
special focus on emerging technologies.
▪ To develop association between academia and industry for the benefit
of the skill development sector.
▪ To conduct Research and Development in related fields and
disseminate the results of the R&D and other activities through filling of
patents and transforming them into sustainable business proposals/
solutions.
▪ To upgrade the Centre’s technical capacity, information architecture.
▪ To support creative and innovative proposals in terms of functions and
facilities.

▪ To establish a sound new institutional base for executing the
programmes /projects by strengthening the existing infrastructure.
▪ To foster relations across countries, between governments, workers,
chambers of commerce, academia, industry and other Industrial
associations in establishing collaborations of various projects of
Institute/Organizations.

Trainers needs training in above mention Industries and at proper
training center to built Skill in them self and become able to give proper
training to the students.

Stakeholder Identification for the Center of Excellence:


Department: Main intent of Department of Science and Technology,
Govt of Bihar, behind introducing this Center of Excellence CoE,s is to
provide greater employment opportunities to youth of Bihar. The DST
aims to provide skill training as per industry demand and empower
every section of the society for a better livelihood.

Government Polytechnic Barauni : Govt. Polytechnic Barauni play


an important role at ground level in establishing the center of excellence
and this Institute will be monitoring body for the CoE. Institute is

responsible for the running the center of excellence, skill training and
making this successful for model for the Departments and state level.

Industry Representative: Industry representative means Industry


associations, MSMEs, Chamber of commerce’s, Corporates houses etc.
Since State is offering an open platform for business houses so it will be
an excellent opportunity for Industry partners to actively participate in
this drive and get dual benefits of getting trained work force as per their
requirement and also government scheme financial assistance as
incentives and subsidies offered against training of the youth. Frequent
and close association with industry representative and industry partners
can be very helpful in bridging the gap between demand and supply.
Real time requirements by the industry can be supplied with by the
skilled workforce leading to decent increase in the employment graph of
the district. Government should invite industry to come up with its skill
development requirements to enable the government to act upon it.
“The industry knows what it needs better. Hence, industries should
prepare a note on their requirements and come up to government. The
government will provide the infrastructure and extend necessary
support.

Students: - This scheme will be very instrumental in creating easy path


for employment for the youth of the State. Students will gain valuable
experience in practical work environment giving them a head start in

their chosen career. The training will be as per the latest and updated
requirements by the trades people of the same industry. Strategies for
helping students acquire skill sets needed for successful careers include
offering courses dedicated to student skills, integrating student-skill-
focused activities into regular curricular offerings, and engaging students
in research and internship experiences. The strategies to cater to the
needs of the students and ensure maximum outreach should be decided
as per the local needs and demographic features of the state.

Sector Skill Council (SSC): Sector Skill Council (SSC) is one of the very
important stakeholder of complete skill ecosystems, this will help
Department of Science and Technology in industries engagement and
placement support also being a regulating body of NSDC. SSC will certify
the students in their respective Domain and also it will help in
equipment finalization and Qualification pack identification.

Bihar Skill Development Mission (BSDM): Bihar Skill Development


Mission is regulating body of Govt. of Bihar for the skill development
and training. The main vision of BSDM is to increase the capacity &
capability of the system to deliver quality skill training and professional
knowledge to the youth to enhance their employability and bridge the
skill deficit with a view to meet the growing demand for skilled
manpower. BSDM will help DST in monitoring the centers target

Assessment Criteria

Guidelines for Assessment


1. Criteria for assessment for each Qualification Pack will be approved by the

Sector Skill Council. Each Performance Criteria (PC) will be assigned marks
proportional to its importance in NOS. SSC will also lay down proportion of marks
for Theory and Skills Practical for each PC
2. The assessment for the theory part will be based on knowledge bank of
questions approved by the SSC
3. Individual assessment agencies will create unique question papers for theory
part for each candidate at each examination/training center (as per assessment
criteria below)
4. Individual assessment agencies will create unique evaluations for skill practical
for every student at each examination/training center based on this criteria
5. To pass the Qualification Pack, every trainee should score a minimum of 70% in
every NOS. In case of successfully passing only certain number of NOS's, the
trainee is eligible to take subsequent assessment on the balance NOS's to pass the
Qualification Pack
