“IMPLEMENT TO PREVENT”

Filpino citizens aim to fight against tthe risk catered by the

immense crisis of the COVID 19 in the Philippines. Due to persistent
increase of the COVID 19 cases around the country, the Philippine
Government generates a plan for the Implementation of Quarantine
Classification particularly in the NCR region since it has the most number
of cases among the regions of the country as of September. 12, 2021.
However, it is still deemed approved under the Executive Order no. 112
inked by President Rodrigo Duterte that implements Enhanced
Community Quarantine (ECQ) in high risk areas and General Community
Quarantine (GCQ) in the rest of the country.

Upon implementing a new policy to be applied and maintained in

a certain manner, one should govern a detailed and defined steps
towards it with a strong implication over the future outcomes of the
policy regardless of its underlying basis. The guidelines which
corresponds to the Quarantine Classification along the alert levels that
are in accordance to the number of cases on a specific area was
renewed by the IATF on September. 3, 2021. The new framework of the
classification generally focuses on the imposition of granular lockdown
measures, limiting the restrictions only to those who are on the high risk
activities. Flexible measures is not fated to consider in the time of crisis,
the probability of the people to ignore the measures is high as it is
limited only to a specific area. It is a viral condition that might create a
domino effect at the time it will be implemented, one area could affect
the other. Strict measures can produce strict prohibitions putting all the
areas in NCR under ECQ. The good thing upon the implementation is
majority of people will be able to resume work in order to supply their
needs which will effect to the opening of the economy with its bigger
percentage under GCQ, It was said by the Presidential Spokeperson
Harry Roque. The uncertainty of outcomes will result to invisibility of
predictions, it will be hard to take action under the supervision of the
Local Government Unit (LGU) as people craves for freedom, when it is
given then chaos may arise. Despite of that, it can reduce the
overflowing complains from the citizens in the area and can be
systematic only if they manage to follow the health safety protocols and
other protocols might also be added.
 Prevention is significant to attain over a short period of time. In
this time of pandemic, prevention and cure are the most essential
actions to fight against the virus. Quarantine Classificatin may be a guide
to end this life-threatning situation yet may not be implemented sooner
or later due to the uncertain outcomes which may resulted from
inefficient investigation and poor management that will latter lead to
inconsistent implementation.
