縣 長 的 話

本縣為執行e世代人才培育旗艦計畫,自民國九十一年初成立實
施英語教學推動小組,旋即規劃國小全面實施英語教學相關事宜,並
於九十一學年度起正式實施,其中有關師資來源、研習進修、課程安
排、教材選用、評量方式等,都有系列性完整的配套措施,也在全體
教育工作人員群策群力下,獲得相當豐碩之成果。
在推展過程中,有關英語教材選用方面,授權各校透過校內課程
發展委員會、英語教學研究會等機制,自行選用合適的教材版本,不
足的部分由教師自編教材予以補充,尚能符合教學需求。然而在發音
教材方面,有鑑於各校實施情況不一,為有效支援各校英語教學所
需,本縣敦請國民教育輔導團英語教學輔導小組著手編印本縣自行研
編之「英語字母拼讀教材」,以供各校選用。本套教材共十冊,含
「Starter 1」、「Starter 2」、「Book 1」至「Book 7」,內容豐
富實用,應能有效支援協助各校英語教師,充分展現教學專業,促使
本縣英語教學更入佳境。
本套教材業經本縣英語教學推動委員會之指導與英語教學輔導小
組之用心編輯下,各冊已陸續完成編印順利發行。本教材內容承蒙國
立清華大學外國語文學系曹逢甫教授及國立中正大學外國語文學系林
麗菊教授於百忙之中撥冗審查與指導,編輯群中之阮雪麗老師、楊岳
龍老師、顏柏弘老師、何淑雁老師與蘇春地老師等五位,苦心研編,
工作至為辛勞,仲生在此特表謝忱;並對各校對本教材之認同與踴躍採
用,共為臺中縣的英語教學努力,敬表謝意。謹為此序。

編 輯 理 念
教育部自九十學年度起規定國小五、六年級全面實施英語教學,然而有的縣
市往下延伸到中、低年級實施,有的縣市提早實施。但經過兩年國小英語教育的
推動,仍舊有國中教師不解,為何有為數不少的國小畢業生連基本的二十六個字
母都不熟,更遑論具備英文拼讀能力了。我們同時也發現,只注重聽、說的教
學,實在很難紮實的學好英文。畢竟對多數居住在台灣的孩子而言,回家後的英
語學習環境幾乎等於是零,而且在一週只有40或80分鐘的大班學習情形下,很難
有效的記住所學過的語音及字義。
上述問題的解決之道,我們認為,透過有系統的phonics(字母拼讀)教學,能
將拼讀規則循序漸進、由淺入深的引導學童進入浩瀚而多彩的英語世界。在國小
階段若能紮好字母拼讀的根基,不僅能改善孩子的學習成效,也能培養孩子的閱
讀能力,因為畢竟大量閱讀才是奠定良好英文根基的不二法門。
為了避免教材流於熱鬧滾滾、量多卻鬆散而誤導教師產生教學失焦的缺失,
我們的編輯原則是「內容不貪多,但務求孩子的學習是紮實的」。台中縣英語輔
導團所編輯的教材,在Starter 1 首先針對一年級小朋友的能力與興趣,以A到Z
的字母順序,配合字母的發音,將相關的單字與常用句型,藉由輕快活潑的音樂
曲調,讓小朋友快樂的熟習字母名(letter name)及字母音(letter sound),並
藉由生動的習作,提升學童辨識字形(letter form)的能力,來為發音教學奠定良
好的第一步。
Starter 2 是專為二年級學童所設計的主教材,內容除了延續Starter 1 培
養學生字首音的辨識能力外,還加入了尾韻的辨音練習,為後續Book 1的字母拼
讀做準備。本書的另一特色是常用句型螺旋式的加深加廣,教師可將常用句型及
課室用語活用於日常教學中,將溝通式教學觀自然的應用於課堂之中。此外,字
母書寫是二年級小朋友的學習重點之一,掌握學習關鍵期,踏出穩健的第二步,
為培養英語聽、說、讀、寫均衡的能力做妥善的準備。
Book 1∼Book 7 是為三年級到六年級學童所編撰的字母拼讀教材,本教材最
大特色是由淺入深、由簡而繁,有系統的將各種拼音規則,循序漸進的在不同年
段引導孩子穩紮穩打的學習。書中除了提供適切的拼讀練習之外,多樣化的故事
單元是以提升學童閱讀的興趣與能力為考量而精心設計的。此外,結合聽、說、
讀、寫的多元化評量,能讓教師即時掌握學生的學習成效,適時的彈性調整自己
的教學,以配合孩童實際的需要。
做為外國語,對本國孩童而言,英語學習的道路是艱辛而漫長的,好的教材
與適切的教法可達事半功倍之效。期盼這套教材可以伴著學童在國小啟蒙階段,
能讓他們把英語學得輕鬆、愉快又有效。
