RE: PROPOSED REPLACEMENT OF HYDRANT AND FOAM PIPELINE


REPLACEMENT AT LBT @ LB1 AND LB2 BRIDGE CONNECTION AT WHARF,
WESTPORTS MALAYSIA SDN BHD, PULAU INDAH, PORT KLANG, SELANGOR
DARUL EHSAN

We would like to clarify few matters regarding to your tender submission that we had
received for the abovementioned project.

period without the EOT due to ship docking at the wharf area. We hope
Westport can provide us with the proper docking schedule for us to plan
and execute our job.

be on time?

A: Yes we have the necessary number of skilled and professional manpower


whom are certified welders, fitters and semi skill workers who have more
than 5-10 years work experience in oil and gas industry and we will be able
to complete the job within the mentioned time period provided theres no
delays from Westport due to ship docking at wharf area.

4 Do you have done any other similar project which is done recently? Please YES
provide necessary supporting document and referral letters from the clients.

A: Yes we have done many other projects in this fire fighting industry. Our
organization is proper company certified by the BOMBA, MOF, Cidb, TNB
and Telekom for fire fighting jobs. We have attached our track record for
your perusal.
5 Do you have skilled manpower, tools, equipment, machineries and materials YES
supply sufficiency to complete this project within the timeline given? Supporting
documents require.

A: Yes we have the necessary number of skilled and professional manpower


whom are certified welders, fitters and semi skill workers who have more
than 5-10 years work experience in oil and gas industry and been employed
by companies such as Shell, Exxon Mobil, Petronas and other large oil and

certificates for your perusal.

7 The necessary material project for the entire project will sourcing by locally or will YES
imported from overseas. What is estimation of lead time?

A: Yes, 90% of the materials being used for this project will be locally
manufactured and supplied locally. However there might be few items which
might need to be imported from overseas which would be taking time an
approximately 2-8 weeks maximum.

8 You are requested to provide simple method of statement and projection plan for YES
the entire project completion. Please attached your supporting documents.

A: Yes we have attached a proper method of statement for the above tender.

If the contract awarded to your company, what is the facilities, supports do you YES
9 feel needed form our end to ensure project completion timely without
compromise quality of works.

A: Yes we require a space for us to set up a workshop to do hot works. On


the other hand the payment options on progressive claim would be helpful
since the costing of the job is almost 2 million. However we do have a bank
guarantee facility worth 1.5 million as a support to carry out this job in case
the progressive payment option is not negotiable by the finance team.

Hydrant and Foam pipeline replacement

Type of Pipe: Mild Steel Cement Liner


Material Standard: PN16
Material Approval: SPAN/BOMBA
i. Connection method: Flange and Welding.
2.0 To supply, deliver and install 10-inch MSCL Meter 1000 ALPHINE OR Comply LOCALLY
pipe c/w necessary flange, GI coated bolts, PAU TATT SUPPLIED
nuts & washers, rubber gasket, sockets and
other associated accessories for the
installation. The whole pipelines shall apply
3.0 mm thickness tar as primary layer and
JOTUN hardtop grade signal red as finishing
coating including (S-Bend), elbow and pipe
supporting brackets. (Bitumen Coating)
a) The piping layout should follow as per
existing design and for any
modification/new propose idea contractor
to ensure gain approval from project
owner.
b) The contractor responsible to take
dimensions of pipes during site visit
(including curve and s-bend dimension)
and only allowed the competent person to
do welding work.
c) Contractor responsible to install supporting
bracket for pipes with u-clamp for every 6-
meter interval (Galvanized steel C-
Channel) and properly mount/wall plug on
concrete slab.
d) Bolts, & nuts, washer shall be of stainless
steel.
e) Contractor to ensure to provide proper
supporting platform/scaffolding as per
require by safety department since there is
crossing pipe under wharf.
i. 1000-meter pipeline includes a Hydrant
pipeline and a Foam pipeline, with each
pipeline's length being 500 meters.
3.0 To supply, deliver and install 10-inch new gate Lot 1 ALPHINE OR Comply LOCALLY
valve (wheel top) PN16 c/w GI (bolt, nut, PAU TATT SUPPLIED
washer), EPDM rubber gasket, sockets and
other associate accessories.
Note:
i. Approximately 12 unit of 10-inch gate
valve but contractor responsible to take
measurement & quantity based on site
condition.
4.0 To supply, deliver and install 10-inch MSCL Lot 1 ALPHINE OR Comply LOCALLY
pipe elbow PN16 c/w GI (bolt, nut, washer), PAU TATT SUPPLIED
EPDM rubber gasket, sockets and other
associate accessories.
Note: Approximately 9 unit of elbow but
contractor responsible to take measurement
based on site condition.
5.0 To supply, deliver and install new land hydrant unit 14 SRI Comply LOCALLY
and foam Pillars (SRI brand) stand inclusive of SUPPLIED
necessary flange, GI coated bolts, nuts &
washers, rubber gasket, sockets, minimum of
3.0 mm thickness coated GI pipe, adaptors,
short piece tar coated GI pipe and support
brackets.

1. Support bracket design to be match based
on site condition.
2. This pillar block stand set should be able
to cater PN16 standard pillar block and the
existing pillar connection hole location may
will change to avoid collide by wharf crane
movements.
3. The design shall be able to meet the
requirements of two (2) inch height of pillar
block from wharf slab.
4. The pillar block standpipe shall connected
/ welded directly to main four (10) inch
main pipes from main wharf pipe as per
mentioned on item 2.

TESTING & COMMISIONING FOLLOW Comply
Pipe works. THE
The pipe work shall be pressure tested to 1½ REQUEST
times working pressure and the test pressure BRAND
shall not drop more than 5% over a period of
24 hours. Each tap shall be opened and tested
for the rate of flow. Any fault discovered shall
be made good.
Note:
1. Contractor responsible to ensure to
provide complete set of equipment to do
hydrostatic pressure test.
2. Contractor responsible one to one
replacement for any leaking/malfunction of
new components/part without modification.
3. Contractor responsible to submit all the
hydrostatic pressure report, project
progress (including before & after pictures)
and completion report, pipe & associated
parts specification.
4. Contractor to submit new drawing (2D)
relating whole project pipes, components,
and other associated accessories.
