PURPOSE
To ensure that the blinding for foundation are executed safely and in accordance with the
contract requirements and that all quality assurance/ control activities are conducted in a
systematic manner, works are inspected and conformance is verified and documented.

SCOPE OF WORK
This procedure applies to pouring the PCC which is being carried out for the following
Works.
 Construction of steel structure warehouse
PCC is an important component of a building which is laid on the soil surface to avoid direct
contact of reinforcement of concrete with soil and water.This method statement describes
the working procedures for blinding concrete and all related activities. This will include
surface preparation, application, and testing.

PLANS, PERMIT & PRE-MOBILIZATION ACTIVITIES


 The Contractor will obtain any and all necessary certificates, permits or other
documentation from the appropriate government agencies, and use such
certificates or other documentation as required by law, rule or regulation.
 Permit required to start works will be obtained prior to the start of any works.
 All the work will be carried out during the daytime.
 All required inspection certificates will be obtained, paid for, and made available at
the completion of the Work.
 Prior to initiating the activity, Inspection Test Plan (ITP) and Inspection Checklist will
be required.
 Contractor will coordinate with all stakeholders, interfacing, and meeting with local
authorities as necessary and will acquire all required permits for the execution of
earthwork operations defined in the scope of works.

HEALTH, SAFETY & ENVIRONMENT


 Barriers and warning signs will be provided as appropriate. Fixed and solid barriers
will be used for edge protection if any.
 Drivers & Operators will be trained and adept and will obey the Project Driving rules.

Drivers will have valid licenses accepted in the Kingdom of Saudi Arabia.
 Vehicles & Equipment will be inspected daily and prior to the beginning of
work to safeguard good working conditions.
 A traffic control plan will be effectuated. Trucks leaving the work area to any road in
service will be covered to prevent falling material which could damage other
vehicles.
 Ample welfare facilities including cool drinking water, shaded rest areas and toilets
will be provided in close proximity to the workers.
 Entrances and exits to/from the work area as well as haul roads will be approved
prior to commencing any earthwork.
 Dust control by watering will be performed to minimize dust generation from
demolition operation.
 Heavy equipment operators will be trained and adept.
 Solid barricades will be installed where the possibility for traffic entering an
excavation exists.
 Mobile phones will not be used during the operation of vehicles or equipment and
by worker’s close proximity to it.
 Mobile phones will not be used by flagmen while directing the traffic.
 Third-party inspection services must be approved by the client.
 Sufficient lighting at the worksite will be provided during nighttime shifts or overtime
work.
 At all-time signal men will be present to all heavy equipment during operation.

Emergency Procedure
 Emergency procedure will be adopted according to approved Health & Safety Plan.
 First aid kits will be provided on site for light injuries as well as First Aid Station.
 In the event of an emergency all workers will be asked to evacuate and assemble at
the designated assembly area and wait for further instruction from supervisors.

Environmental Issues
 Contractor does not envisage any major environmental impact as a result of
excavation activities. No perilous material or the like will be used in the construction
and consequently no perilous chemicals will be stored or used on site.
 Assessment of the risk to the environment that may be caused by the works, such
as oil spillage, soil contamination or any other events that may have an adverse
effect on the environment has been made.
 The Job Hazard Analysis provides the action and/or procedure taken to minimize
the identified risks.

 Vehicles and equipment will be monitored and inspected for the leakage of fuel, oil,
anti-freeze/coolant as, etc.
 Dust control by watering will be performed to minimize dust generation from
earthwork operations.
 In order to achieve effective dust prevention, the preventive measures include a
speed limitation on-site at 20km/h, additionally by dampening the source before
particles can become airborne, usually with hand-held hoses or movable sprinklers
available in water tankers.

ORGANIZATION, RESPONSIBILITIES & SUPERVISION


Project Manager
 Fully responsible for providing the client services, daily reports, other necessary
decisions to complete the work within the required safety condition, established cost
budget, and scheduled completion date.
 Plan and manage all the activities to accomplish the project timely, with quality and
safety.
 Review and approve official letter drawing, documents for application purposes.
 Ensure adequate plans and actions to solve all the complaints from the client.
 To lead the overall team at the site and assure quality, safety, and progress to the
client.
Site / QA QC Engineer
 Supervises the Quality Control functions/activities of a project or its parts, including
Quality Control inspection schedules and the collection of Quality Records.
 Supports the Construction Manager in dealing with the Client for all the Quality

 Assesses the implementation of the Quality Plan and Quality Control Plans on the
site.
 Allocates Quality Control personnel to the various areas of site activity.
 Supervises inspections, reports, and the documentation issued by inspectors and
collect and file the required Quality Records.
 Report directly to Project Manager for site instructions.
 Direct and continuous supervision he has the authority to give instruction to workers
under his responsibility and to ensure the safety of his people and equipment.
 Reporting to Project Manager and will be responsible for continuously monitoring
the works to ensure implementation and compliance in accordance with this method
statement and compliance with its relevant specifications.
 He is responsible for assuring the use of acceptable quality materials, processes,
and workmanship in the Project work and is responsible for conducting inspections
with the consultant.
 He is also responsible for conducting the test at the site with an approved third-party
laboratory and consultant.

Health and Safety Manager


Reporting to Project Manager and will be responsible for the following.
 Monitoring health and safety risks and hazards in the workplace
 Advising employees on how to minimize or ultimately avoid risks and hazards in the
workplace
 Ensuring the business is legally compliant with all health and safety legislation

 Working with and training all employees to manage, monitor, and improve the
health and safety standards in the workplace
 Being responsible for all safety inspections in the workplace (for example,
monitoring noise levels in a warehouse)
 Assisting with the creation and management of health and safety monitoring
systems and policies in the workplace.
 Managing emergency procedures (such as fire alarm drills) and organizing
emergency teams such as fire marshals and first aiders.
 Reporting to Project Manager and will be responsible for the following.
 Preparing and implementation of site application safety plan.
 Ensuring all-time safety at the site.
 Organize the safety system at site.
 Safety record, sign board, training will be performed regularly at site.
 Safety checks and monitoring to ensure safety at all the times.
Surveyor
 The Surveyor is fully responsible for all survey works for the location of elements of
construction co-ordinates.
 Inspection by clients for W.I.R for survey works.
Foreman
 Report directly to the Site engineer for site instructions with direct and continuous
supervision, he has the authority to give instruction to workers under his
responsibility and look for the safety of his people and equipment.

Site Planning and Preparation

 Surface below the blinding shall be levelled and well compacted


 Establish corner points through coordinates by surveyor to locate the boundary
limitation of concrete blinding.
 All required preparation below blinding concrete like field density test in the sub
grade surface shall be completed
 Form work shall be carried out as per the drawing and shall follow ACI 347 and
ANSI A199. 1
 Concrete shall follow ACI 301 “ Specification for structural concrete for buildings
 Concrete ready mix supplier and concrete mix design for blinding concrete shall
obtain approval by Red sea Global prior to start concreting
 Top level of concrete blinding shall be check and recorded by surveyor and QC
engineer prior to start concrete blinding
 Clear access for concrete trucks to reach pump location shall be arrange prior to
concrete pouring
 Required technician from independent testing agency and cylinder for sampling of
concrete blinding shall be kept ready at site check point prior to start concreting.

PCC (Blinding Concrete/Lean Concrete) under foundations and underground beams


 The excavation shall be completed up to the designed foundation level. All
appropriate forms shall be signed-off by Engineer.
 All compaction test report shall be approved before proceeding with blinding works.

 Surveyor will validate the level based on the approved drawing and marking around
the blinding perimeter will be provided.
 All extra soil and loose material shall be removed from the excavated area where
blinding is to be done.
 Anti-termite treatment shall be applied if based on the project specification required.
 Separate method of statement will be submitted for the application of anti-termite.
 Plastic protection (polythene sheet) will be provided as per approved material
submitter.
 The top level of the reference point indicates the designed blinding finish level.
 Side shutter shall be fixed as per approved drawing and marking was provided by
the Surveyor.
 Finishing level should be marked on the side shutter.
 The concrete shall be in accordance to approved mixed design from approved
concrete supplier with the required compressive strength of C20 cube strength at 28
days.
 Casting will take place using mobile pump or concrete bucket depending on casting
quantity and as per site condition.
 Blinding levels shall be determined via level mark.
 Curing will be done as per project specification. No activity will take place without
completing the required curing period as per specification.
Testing
 Compressive strength (cylinder/cubes) C20 as per project specification.
