Overview
This document describes the latest Huawei license standards (License Management
Regulations 2.0 (Preliminary), license operations in on-site delivery scenarios from the
Electronic Software Delivery Platform (ESDP) website (http://app.huawei.com/sdp/), and
deployment of carrier IP product licenses.
This document helps technical support engineers learn about license standards and service
scenarios, get familiar with carrier IP product license knowledge, and master common license
operations from the ESDP website.
This document focuses on describing router’s license operations.

GTL License Application Instructions 1 License Definition
1 License Definition
1.1 License
Some features supported by the router product software version can be used only after a GTL
license is available.
1.2 License File

A license file is an authorization file that controls the capacity and functions of products. The
license file is generated by using a special-purpose tool (ESDP) based on the private key and
the contract information, and is delivered either in electronic format or in the format of
CD/DVD-ROM or other media. The data in the license file is from orders (generally imported
by the ERP system). The license file is downloaded to and installed on products by the Field
Service Engineers (FSEs).
1.3 License Authorization Certificate

A license authorization certificate records the product name, LAC, customer name, and period
of validity. It is delivered in hard copy along with devices. Huawei is replacing the hard copy
of the license authorization certificate with the license authorization in electronic format.
1.4 ESDP
The ESDP (Electronic Software Delivery Platform) is a system used by Huawei to generate
and distribute license keys based on the order and application information and manage license
information.

1.5 ESN
An equipment serial number (ESN) is a character string that uniquely identifies a device, also
known as a "device fingerprint". It is used to deliver a license to a specified device.

1.6 LAC
LAC is short for license authorization code and also referred to as Entitlement ID.
An LAC is generated by ERP or ESDP and used to authenticate users. When users attempt to
log in to the ESDP website, they must input the LAC and ESN to activate the license file.
Huawei LACs are included in license authorization certificates.
1.7 Activation ID
An activation ID is obtained from the Contract Information column in the License
Certificate. Each license file corresponds to an activation ID. You can find a unique license
file by using an activation ID.
1.8 Contract Number

The contract number is the number of the license sales contract, which can be obtained from
front line sales and marketing engineers or from the Contract Number in Contract
Information of the license authorization certificate. After receiving an application, the license
management center matches the application information against the contract information.
On-site engineers can use the contract number to search the ESDP system for all the licenses
of the contract.
1.9 LSN
A License Serial Number (LSN), also called Fulfillment ID, is a license number obtained
from the ESDP. It can be used to search for a license file on the Manage License page of the
ESDP. The LSN of a license can be displayed by using the display license command.
1.10 GTL License Preloading

GTL license preloading means completing the application, loading, and activation of the GTL
license according to the contract at the production phase. GTL license preloading reduces
service costs and the workload of technical support engineers.
GTL license preloading applies only to newly delivered routers of the X3/X8 series.
If a device requires a GTL license, technical support engineers need to go to
http://app.huawei.com/sdp/ to check whether the license has been activated after the device
arrives. If the license has not been activated, the technical support engineers need to apply for,
load, and activate the GTL license. If the license has already been activated from the website
and Normal is displayed in the display license command output on the device, license
preloading is completed. The technical support engineers only need to check whether the GTL
license-controlled services are running properly on the device.

CAUTION
1. Not all new deliver ies can have GTL licenses preloaded (such as the delivery of hardware
components). Therefore, it is necessary to visit http://app.huawei.com/sdp/ and run the
display license command on the device to check that a GTL license has been activated
and whether the license information is consistent with the contract.
2. Before you check whether a GTL license has been preloaded at the production phase, do
not apply for, load, and activate a GTL license at http://app.huawei.com/sdp/.
3. If the license needs to be adjusted after the device is delivered, perform the ESN change
or license adjustment operation.

According to License Management Regulations 2.0 (Preliminary) released by Huawei Carrier

Network BG, Huawei regional offices must begin to use the new license distribution system
and application procedure and reorganize license application scenarios from October in 2013.

1. License distribution principles:

The permanent commercial license, just like the hardware, is a commodity of Huawei
and shall be delivered by contract. The customer-centric 3 (CC3) is responsible for
nailing down customer contracts, the Supply Chain is responsible for releasing licenses
according to the contracts, and the Global Technical Service (GTS) is responsible for
delivering the licenses by contract.
2. Quick guides, publicity and training materials, and work instructions in different license
services scenarios have been archived to the server, which can be obtained through the
links in the “License_Solution_v2.0” Excel document.
The following table lists the license application scenario differences before and after License
Management Regulations 2.0 (Preliminary) is used (focus on the application for a service
engineer):

The temporary license application procedure has been closed, and service personnel can no
longer obtain temporary licenses.

3 ESDP Operation Instructions
3.1 Applying for the ESDP GTS Permission

1. The GTS permission is required for operations on the ESDP website. To apply for the
GTS permission, log in to http://app.huawei.com/sdp/.
2. Click Permission Application in My Task on the left.
3. Fill in the basic information. Ensure that Group is set to Carrier GTS. After filling the
information, click Approve.

4. Wait for approval. After your application is approved, you have the GTS permission.
You can log in to the ESDP system again, and your role information is displayed. An
example is as follows.
3.2 Obtaining a Commercial GTL License

1. Log in to the ESDP system at http://app.huawei.com/sdp/ and check that the current role
is Carrier GTS. If the current role is not Carrier GTS, you do not have the GTS
permission; in this case, you need to apply for the permission; otherwise, the operations
in this section cannot be performed. For details about how to apply for the GTS
permission, see Applying for the ESDP GTS Permission.
2. The parent items and sub-items in the homepage of the ESDP system are described as
follows:

3. To download the required license, activate it first. To activate the license, choose
License Activation > Entitlement Activation in the menu on the left.
A license can be in the Ready, Pooled, or Actived status. Ready indicates that the
license has not been activated. Pooled indicates that the license belongs to the resource
pool. Actived indicates that the license has been activated.
On the Select Entitlement tab, you can set search criteria; otherwise, the search result
may contain a large number of items. After setting search criteria, click Search.

4. Select the desired license from the search result and click Next.
5. On the Bind ESN tab, enter the ESN of the specified device and then click Next.
6. On the Confirm Activation tab, click Confirm to activate the license after confirming
that the license information is correct. Note that this step is used to confirm the license
information only and no license file is generated.
If Success is displayed in the status bar, the license is normal and can be activated.

7. After the license is activated successfully, click Download to download the license file.
3.3 Changing the ESN

If a license is bound to an incorrect ESN, you need to change the binding. For example, if you
plan to bind a license to device A, but the license is bound to device B due to a misoperation,
revoke device B's license first; after obtaining the revocation code, enter it and click Verify.
3.4 Retrieving a Mistakenly Revoked License

If a license is incorrectly revoked, you can retrieve it by entering the revocation code and
clicking Verify in the following UI:

3.5 Managing the Commissioning License

To check information about a commissioning license, including its application and
downloading records, enter the search criteria and click Search in the following UI.
3.6 Rolling Back a License Operation

The previous license operation or all license operations can be rolled back.
In the case of a license misoperation, you can roll back the previous license operation or all
license operations. For example, if a license is activated, and then capacity expansion is
performed for it, rolling back the previous license operation means canceling the capacity
expansion operation; after the rollback, the license is activated, without any capacity
expansion.

In the preceding scenario, if you roll back all license operations, both the license activation
and capacity expansion operations are canceled, and no license exists on the NE.
Select the rollback mode (Previous step or All) as required.
3.7 Applying for a Fixed-Term License

A fixed-term license can be used for feature trial, test and certification, Beta trial, or
exhibition.
1. To apply for a fixed-term license, choose Fix-term License > Apply Fix-term License
in the menu on the left, and select a usage scenario.

2. Use the feature trial scenario for example. In the following UI, select the region,
representative office, product solution department, customer, country, and the
opportunity code.
Configuration Upload can be set to Import Unistar db File, Import Commercial
License Template, or Manually Configuration.
Import Unistar db File: The DB file exported from the CFG system is used to apply for
a fixed-term license.
3. Manual Configuration: When the product information is unavailable on the configurator

in a Spart-based license delivery scenario, manually input the license resource or control
item information.
Application operations using manual configuration mode is as follows:
1. Set Configuration Upload to Manual Configuration.

2. Fill in Part No..

 You can directly input the obtained part numbers in the ESDP system UI. Using this
method when only a small number of part numbers need to be input is recommended.
 Alternatively, you can fill in Part Number (license control item code) and Data
(application count) in the template provided by the system and then export the
configuration.

3.8 Returning a Port License

If a port license is returned, the ESDP system obtains the return information, updates the
license, and delivers a W3 task to the service engineer who activated the license.
After receiving the task, the service engineer revokes the license on the related device and
then uses the license revocation code to close the task.
3.8.1 Revoking an NE License

3.8.1.1 U2000 Operation Instructions
Click Revoke License…, select the NE whose ESN needs to be changed, and specify a local
path to save the file.
3.8.1.2 Command Operation Instructions

1. Run the following command to revoke the license:

3.8.2 Service Engineer Binds a New License to the Device

The service engineer searches for and activates the new license from the ESDP website based
on the contract number.
3.8.3 Service Engineer Uses the Revocation Code to Close the Return
E-flow
Log in to the W3, open the corresponding task, enter the revocation code, and then close the
return e-flow.
3.8.4 What If a License Fails to Be Revoked or the Revocation Code

Fails to Be Obtained
If the service engineer fails to revoke a license or fails to obtain the revocation code, the
service engineer can contact the product manager or return owner to close the return task.

4 FAQ
4.1 GTL License Usage

The GTL license file is used to dynamically control the use of features on a device, and the
device does not need to be powered off and then on. The software of V600R002 and later
versions support GTL licenses. If GTL license-controlled features are required, a new GTL
license needs to be applied for. For details on how to activate and check the GTL license for a
version, see the upgrade guide of the version.
4.2 Obtaining a Commercial GTL License

Huawei distributes commercial GTL licenses based on contract orders.
In most cases, front line sales and marketing engineers sell software and licenses along with
devices. The supply chain contract manager records the contract, places a configuration order,
and generates a license file at http://app.huawei.com/sdp/.
The GTL license file is delivered in electronic format, rather than in hard copy.
The frontline engineers need to find and activate the license at ESDP website according to the
contract number and ESN.
The GTL license file downloaded from the http://app.huawei.com/sdp/ website must not be
modified using any text editor. Once the GTL license file is modified, it no longer can be used,
and a new license must be downloaded.
4.3 Obtaining an ESN

The way to obtain an ESN is the same, regardless of the router type.
The ESN of a device is obtained by running the display esn command after the device is
powered on.
An ESN is a character string, for example, 0391091071000237. Each of the master and slave
MPUs on a device of the old model has a unique ESN. If a device is equipped with a slave
MPU, the ESN of the slave MPU must be applied for together with that of the master MPU.
The master and slave MPUs on an X3/X8/X16 of the new model have the same ESN, and
therefore, only one ESN is needed.
To obtain the ESN of a device, run the display esn command in the user view.

1. The ESN of a device is a string of 16-digit or 20-digit upper-case letters or digits.

2. The master and slave M PUs on an X3 may have the same ESN or different ESNs.
4.4 Differences Between a GTL License File and a

Traditional License.txt File
GTL license is a technique used by Huawei to control new product features and resources
based on a license platform. Huawei delivers a unique GTL license file for each product based
on the contract. License-controlled functions can be used only when the license file
verification succeeds and the ESN is consistent with that in the license file; otherwise, only
the basic functions in the software package can be used.
The PAF or license.txt file can be used to provide only required resources and features. A
Normal PAF or license.txt file is included in the software package. If a special PAF or
license.txt file is required due to a device specification or capac ity change, contact Huawei
R&D engineers.
Differences between a GTL license file and a traditional license.txt file are as follows:
 If the PAF/license authorization value changes, the device must be restarted. If the GTL
license authorization value changes, the device does not need to be restarted.
 The specification of a PAF or license.txt file can be modified because it is not encrypted.
The specification of a GTL license file cannot be modified because it carries a digital
signature.
 A PAF or license.txt file controls service modules more strictly than a GTL license file
does. If a service module is no longer used, a PAF or license.txt file prevents all
commands from being run. With a GTL license file, some commands can still be run, but
they no longer take effect.
 A GT L license file is verified at an interval, whereas a PAF or license.txt file is verified
only during starts.
A GT L license file is a .dat file and cannot be incorporated with a PAF or license.txt file.
4.5 Non-Commercial Licenses and Commercial Temporary

Licenses
License Management Regulations 2.0 (Preliminary) lists the scenarios where non-commercial
licenses and commercial temporary licenses are used.
Non-commercial licenses are used in non-R&D laboratories, R&D tests, software tests,
exhibition, and beta tests. Non-R&D laboratories refer to Huawei internal training, solution
verification, and on-device practice environments.
Note the license application for beta tests. In most cases, commercial (permanent) licenses are
used. If no such licenses are available, apply for fixed-period licenses (valid for 180 days).
Commercial temporary licenses are used in emergent deployment, trial before purchase, test
software loan, post-paid, and network problem handling/emergency recovery scenarios.

Except for network problem handling/emergency recovery scenarios, the marketing product
manager applies for the license, and contracts are required. On-site technical support
engineers can obtain the license from the marketing product manager. Alternatively, they c an
obtain the test and loan contract from the marketing product manager and obtain the license
from the ESDP website.
4.6 Checking Whether the License Is Running Properly

Before activating a license, perform the following checks:
1. Check whether the ESN in the license file is the same as that on the device and whether
the device models are the same.
2. Check the compatibility between the license control items that are being used by the
device and those in the new license file. Ensure that the number of new license functions
and license control items is no less than the current number; otherwise, services may be
interrupted.
3. Check whether the master and slave main control boards save the same license file in
their CF cards.
After the license is activated, check its status. NE40E V800R011C00 is used as an example.

In most cases, the license status is Normal. In V600R002 or later, the license status of only the
master main control board is displayed, and the license of the slave main control board is
activated during master/slave main control board switchovers.
After the Expired date of a fixed-period license elapses or when a commercial permanent
license is revoked, the license status becomes Trial, and the license goes to a 60-day trial
period, and alarms and messages are generated. After a license is activated, but its ESN is
different from that of the device, the license also goes to a 60-day trial period.
Check all the service resources controlled by the GTL license and information about the
boards to which the GTL license is applied.

Feature name CRFEA1 A feature is a collection of control items. The
control items within the same feature represent
an independent control item of the feature and
share the same expiry date. There are multiple
feature segments, and each of them has its own
name. CRFEA1 is a feature name.
Authorize type demo The Authorize type of license files includes
COMM and DEMO.
COMM: a commercial license file, mainly on
live networks.
DEMO: a fixed-period license file, mainly used
in R&D, test, and non-commercial scenarios.

Expired date 2017-10-22 It is the validity time of a license file.

PERMANENT: indicates that the license file is
permanent, without an expired date. Currently,
the commercial license files (COMM) are all
permanent, and the fixed-period license files
(DEMO) have expired dates.
Expired date: indicates the expiry date for a
license file, in YYYY-MM-DD format. When
the system time reaches the Expired date, the
license expires, and the license goes into a
60-day trial period.
Trial days 60 Number of days of the trial period.
The trial period refers to the time for users to
change the license file when the license file
expires or part of the file is activated.
If the device is in Trial state, the resources and
authorized functions of the license file can still
be used until the trial period expires.
As for a DEMO-type license file, when the
system time reaches the expired date, the
license goes into the trial period. COMM-type
license files are permanent and never go into
the trial period unless the license is partially
activated or the revoke command is run. In
addition, if ESN mismatch occurs during the
activation of a COMM-type permanent license,
the license also goes into the trial period. If a
license file error exists or the file has been
revoked on the device, the license cannot be
activated on the device.
You can run the display license state
command to check the remaining time of the
trial period. (In V600R002, you can run the
Display License command to check the
information.)

Master board Demo The current four license states include Default,
license state Normal, Demo, Emergency, and Trial.
Default state: indicates that the license is
invalid. The state is not displayed, and only a
message is displayed, indicating that the license
has not been activated.
Normal: indicates that resource items and
control items can be used. Only COMM-type
license files have the Normal state.
Demo: indicates that resource items and control
items can be used. Only DEMO-type license
files have the Demo state.
Emergency: indicates that the system can run
with the maximum configurations of dynamic
resources for seven days. Each license file can
go into the 7-day emergency state for a
maximum of three times.
Trial: The Trial state lasts 60 days, and in such
state, resource items and control items can be
used, and an alarm is reported every day. When
the 60-day period expires, the license goes to
the Default state, indicating that the license is
invalid.
4.8 Usage Scenarios of the license revoke Command and

Risks
The license revoke command deactivates a GTL license. After the command is run, the license
goes into the trial period. After the trail period expires, no GTL activation information is
available in the system, and service functions supported by the license cannot be used.
A GT L License cannot be activated again after the license revoke command is run.
After the license revoke command is run, a revoke-ticket is generated, and users can use this
revoke-ticket to apply for a new GTL license on the ESDP website without providing the
contract number and ESN.
During the ESN change procedure, the revoke-ticket command speeds up license application.
The revoke-ticket command can be run when the license is in Normal state or in Trial state
due to ESN mismatch.

Note: The currently used GTL license mechanism keeps only the current revoke-ticket. If a
new GTL license is activated, the previous revoke-ticket is deleted.
4.9 Preloaded Licenses Before Delivery

Licenses can be preloaded for routers before delivery. After a license is preloaded and the
device is powered on, the license no longer needs to be applied for or activated. However, you
need to check the license status and resource control items before a device cutover to ensure
that service requirements are met.
If the license fails to be preloaded because the on-site personnel have used it elsewhere before
delivery, the on-site personnel are responsible for obtaining a license after the device is
delivered and powered on.
Deploy the license based on the contract. Do not use it elsewhere before delivery.

4.10 Principles for License Consolidation on the ESDP

Website
License consolidation is common in deployment, expansion, and upgrade scenarios. The
principles for license consolidation on the ESDP website are as follows:
 Only commercial permanent licenses can be consolidated.
 Only licenses of the same customer can be consolidated.
 Only licenses of the same product can be consolidated.
 Only licenses of the same ESN can be consolidated.

 The version of the consolidated license is the latest version of the licenses before the
consolidation.
 The value of the function item in the consolidated license is calculated using the XOR
operation on the same function items of the licenses before the consolidation. The value
of the resource item in the consolidated license is calculated using the addition operation
on the same resource items of the licenses before the consolidation.
 The LSN of the consolidated license is regenerated.
4.11 License Configuration in the Sales BOQ

One license corresponds to one device. Therefore, the marketing personnel must ensure that
the license is configured based on the device. List the devices and licenses in the format
shown as follows:
On-site service personnel must check whether the licenses are correctly configured before the
supply chain personnel uploads the BOQ.
If the number of license files is different from the number of devices because the BOQ is
incorrectly configured, the licenses cannot be deployed or preloaded, complicating on-site
delivery.
If such a problem occurs, the on-site marketing personnel must change the contract.
4.12 Common Problems During License Activation

1. If the product name in a license is inconsistent with the router model, the license cannot
be activated.
2. If an ESN inconsistency occurs during license activation, the license goes into Trial
state.

3. If the version of a license is different from the version of the software package during
license activation, the license goes into Trial state.
4. After the Expired date of a fixed-period license elapses, the license goes into Trial state.
5. The Trial period lasts for 60 days. During the Trial period, the license is still valid, and
the revoke command can be run to obtain another 60-day trial period.
6. The system does not support two consecutive activation attempts for a GTL license with
an ESN or a version different from that of the device.
7. After the revoke command is run for license, the license can no longer be activated.

4.14 Is a New License Required During a Device Upgrade?

4.14.1 NE40E/CX600/ME60/PTN 6900
A device upgrade is a common maintenance operation. Whether a new license is required in
different upgrade scenarios is described as follows:
When a license of V600R002 is being activated, the product type, ESN, software version, and
license version consistency is checked. If the product type is inconsistent, the license cannot
be activated. If the ESN or version is inconsistent, the license goes into the trial period.
In the following versions, the software and license consistency is not checked (NE/CX/ME

cannot be activated.
