1 FOREWORD
1.1 Scope
The aim of this specification is to define the basic information of the Improved
additional Fire Fighting Extinguishing Systems relevant to the Integrate Steel plant.
This document refers to Main Contract Section 15.6.2 : Auxiliary Plants –
Improved Additional Fire fighting Extinguishing Systems.

1.2 Codes & standards


The fire protection systems shall be designed, supplied, erected, tested and
commissioned according to standards laid down in this specification.
Detailed instructions on aspects that are not herein included shall be according
to the codes and practices adopted by the National Fire Protection Association
(NFPA) USA, or as per standards in force in destination country of the plant
and/or per codes of practice followed by the manufacturer.
At least the followings code and standards shall be considered:
- NFPA (National Fire Protection Association);
- IEC for electrical and electromechanical equipment;
- DIN / ASME / ASTM for pipe-work;
- EN.
The main equipment of the Fire Fighting System should be certificated according to:
- Detection system: EN;
- Fixed extinguishing systems:
 Gas extinguishing systems: EN, or Manufacturer standard;
 Automatic water extinguishing systems: EN;

1.4 Description of the Fire Fighting System


The following parts compose the Fire Fighting system:
1) Automatic Fire Detection and Alarm System;
2) Fire water storage and pump station and Fire Fighting water distribution
system;
3) Improved additional automatic extinguishing system.;
1.5 Automatic Fire Detection & Alarm System
The Automatic Fire Detection & Alarm System has been provided by DCS
according to the Technological cabins and buildings relevant to DCS supply of
Contract 1 and 3.
The provided Automatic Fire Detection & Alarm System has the following
functions:
- To detect any fire, or beginning of fire, developing inside the controlled areas;
- To receive signals from the manual alarm system;
- To manage alarm signal devices (sirens, bells, optical/acoustical panels).

Improved additional automatic extinguishing system requires to upgrade the


existing Automatic Fire Detection & Alarm System: please refer to section of each
Improved additional Fire Fighting Extinguishing Systems to know which
necessary upgrading shall be applied.

1.6 Fire Fighting water distribution system


In order to feed the water based automatic extinguishing systems, the integrated
plant is equipped with:
 Fire Fighting water distribution system;
 Fire fighting pumping station with Fire Water Storage;
The external underground distribution rings (Customer supply ) & internal
aboveground distribution rings ( DCS supply) are connected to the main Fire
Fighting pump station and are equipped with pipe branches with a manual gate
valve, which allow the Customer to implement the Water based extinguishing
system in future: please refer to P&ID GP0CUL-XA00-P7800-AD101.
The fire water network has been sized for a flow rate of 450 m3/h which includes
115 m3/h for external hydrants plus the water demand of the biggest water
based automatic extinguishing system.
The fire water main pumping station has been supplied by DCS for a total of 450
m3/h and 10 barg.

2 Improved additional automatic extinguishing systems


The automatic fire extinguishing systems applicable are the followings:
 Water spray system (with foam where necessary);
 Sprinkler system head);
 Clean agent system (total flooding)
 Carbon dioxide (CO2) system (total flooding);
Please refer to Typical diagrams “ GP0CUL-XA00-F7800-AD001” attached of
this specification.

2.1 Water spray system - (with foam for Emergency Diesel Generator)
2.1.1 Description of the system
Area protected with Water spray system have been indicated in the attached table
at end of this document “Applicable System”.
Hydraulic units using water glycole or fire resistant fluids( such as EAF, LF and
CCM hydraulic units) do not require automatic extinguishing systems.
The water spray automatic extinguishing systems shall be designed and realized
according to NFPA 15/16 standards.
Water spray (deluge) system is a special fixed pipe system connected to the Fire
Fighting water distribution system, equipped with spray nozzles for specific water
discharge and distribution over the surface or area to be protected.
The automatic deluge valve is actuated by the detection system - via control
panel - installed in the same areas as the water spray nozzles.
When the extinguishing system is activated as mentioned above, the water can
pass through the distribution pipe and the open spray nozzle (high velocity type),
forming a carried spray consisting of droplets of water flowing at high velocity on
the protected equipment.
Water gongs shall be provided on water spray deluge system and foam water
spray deluge system. The gong shall operate when the water discharges. Flow
switches in the water circuits shall transmit the alarm to the main fire alarm
panel.
Detectors set temperature shall be chosen considering the normal environmental
conditions of the involved area.
The water shall be applied at a rate not less than 10.2 l/min/m2 of projected
area of rectangular prism enveloping the equipment.
Wherever necessary suitable foaming devices like tank, mixer etc will be
supplied. These are foreseen in order to produce an highly effective extinguishing
agent in the form of a low-expansion foam, especially indicated for the protection
against fire of flammable liquids, oil, greases. The foam in fact, forms an
extinguishing coating above the liquid that suffocate the flames. The foam
solution discharge shall be designed for a period of 10 min. based on the max.
flow rate.

The flow shall be stopped only manually by closing the gate valve installed before
the deluge valve.
The alarm shall also be noticed in the involved area by alarm sirens with an
adequate efficiency.
The equipment shall be according to the standard of the country of origin.

2.1.2 Main Requirements to be applied on the existing Automatic


detection & alarm system in order to manage the additional Water
Spray system.
The water spray system requires the integration of at least the following items in
the existing expandable fire control panels:
 logic extinguishing cards,
 input/output electronic cards,
 electronic card supporting racks,
 enhanced batteries
 etc
to receive signals from the electrical equipment part of the water spray systems
(like fire extinguishing control panels, pressure switches, flow switches, solenoid
valves) to activate the extinguishing sequences.
The software/logic of the fire control panel shall be upgraded to manage the
extinguishing systems, along with the existing video graphic maps shown on the
Supervisor system.
These activities must be performed by qualified personnel.
2.1.3 Main Requirements on the fire water distribution network
Water spray system feeding piping line shall be connected to the main fire water
distribution network through dedicated pipe branches suitable for future
extension : please refer to P&ID GP0CUL-XA00-P7800-AD101.
2.1.4 Main Requirements for Civil Works
Suitable spaces shall be provided for Water spray valve, close to the protected
area. Drainage system shall be provided in protected area and in valve area.
Holes in wall / floor / ceiling shall be provided according to the Detail Design of
the Piping Routing.

2.2 Sprinkler system (electrical tunnel)


2.2.1 Description of the system
Area protected with Sprinkler system have been indicated in the attached table
at end of this document “Applicable System”.
The sprinkler automatic extinguishing systems shall be designed and realized
according to NFPA 13 standards.
This system according to NFPA rules, allow to cool the area, extinguish eventual
fires and make good smoke abatement with consequential safety for people.
The areas protected by sprinkler system do not require a separate detection
system because sprinkler system will be equipped with heat sensitive frangible
bulbs which act themselves as detectors by breaking in case of fire and thus
activating the water extinguishing of the sprinkler system itself.
Closed-head water sprinkler system can be designed as wet type sprinkler or dry
type sprinkler depending on the ambient temperature conditions (for freezing
problems) : in this Integrated Plant, due to the cold environmental conditions
during winter ( T = -11°C) it is recommended to adopt the dry type sprinkler
which the pipes are normally empty of water and filled in with compressed air -
supplied by a dedicated air compressor- thus avoiding installation of piping heat
tracing and insulation.
The sprinklers orifices are normally maintained close by means of a frangible
bulb containing a high expansible fluid.
In case of fire, the heat breaks the bulb and opens the orifice: in this way it
allows the compressed air to escape and the clapper of the sprinkler valve to
open, having the subsequent passage of water inside the pipes. The water that
flows into the intermediate chamber of the valve activates the pressure switch
which in turns activates an electrical alarm and a hydraulic alarm such as water
gong. Flow switches in the water circuits shall transmit the alarm to the fire
alarm panel.
In case of very large or separate areas it is possible to install only one alarm valve
and the area involved in the fire will be recognized and alarmed using the signal
of flow switch installed on the pipe header of each area.
The flow shall be stopped only manually by closing the gate valve installed before
the sprinkler valve.
The system shall be sized in order to discharge the max flowrate.
Areas up to 232 m2 shall be sized for 12 l/min/m2. Sprinkler valve shall cover
areas greater than 232m2 if sized for 170m³/h.
The alarm shall also be noticed in the involved area by alarm sirens with an
adequate efficiency.
The equipment shall be according to the standard of the country of origin.

2.2.2 Main Requirements to be applied on the existing Automatic


detection & alarm system to manage the additional Sprinkler system.
The sprinkler system requires the integration of at least the following items in the
existing expandable fire control panels:
 logic extinguishing cards,
 input/output electronic cards,
 electronic card supporting racks,
 enhanced batteries
 etc
to receive signals from the electrical equipment part of the sprinkler systems (like
alarm push button, alarm sirens, pressure switches, flow switches, solenoid
valves) to activate the extinguishing sequences.
The software/logic of the fire control panel shall be upgraded to manage the
extinguishing systems, along with the existing video graphic maps shown on the
Supervisor system.
These activities must be performed by qualified personnel.
2.2.3 Main Requirements on the fire water distribution network
Sprinkler system feeding piping line shall be connected to the main fire water
distribution network through dedicated pipe branches suitable for future
extension : please refer to P&ID GP0CUL-XA00-P7800-AD101.
2.2.4 Main Requirements for Civil Works
Suitable spaces shall be provided for Sprinkler valve, close to the protected area.
Drainage system shall be provided in protected area and in valve area.
Holes in wall / floor / ceiling shall be provided according to the Detail Design of
the Piping Routing.

2.3 Clean agent system (total flooding)


2.3.1 Description of the system
Area protected with Clean Agent system have been indicated in the attached table at
end of this document “Applicable System”.
Clean agent automatic extinguishing system shall be designed and realized
according to NFPA 2001 standard.
The main extinguishing media shall be argon and / or nitrogen.
Due to the characteristic of non-toxicity, it is especially suggested/applicable for
manned closed areas.
The system is a TOTAL FLOODING method, that consists of a fixed supply of Clean
agent media connected to a fixed piping, with nozzles arranged to discharge
extinguishing media into an enclosed space or enclosure around the hazard.
The detection system in the involved area actuates, via control panel or by a local
fire extinguishing panel, the discharge of extinguishing gas.
The alarm shall also be noticed in the involved area by electronic sirens with an
adequate efficiency.
The detectors for the actuation of the system shall be installed on cross-zoning.
So only after the alarm condition of two detector (one for each zone), the gas
discharge procedure will be activated. After a defined delay time, the
extinguishing media will be released.
The fire alarm shall be indicated on the existing Fire Alarm Panel of the area and
on the Supervisor System.
In air conditioned or force ventilated rooms the necessary interlocks via detection
module shall be provided. Duty of these interlocks is to shut down the HVAC
systems and close the fire dampers in case of alarm condition (if any). The
detection system has to provide only free voltage contacts to accommodate these
requirements.
One cylinder group can be used to protect more than one (1) hazard room in the
same cabin by means of directional valves. In this case, the cylinder group shall be
sized for the largest single volume of room to be protected. The enclosures/hazards
to be protected shall be separated from each other, by means of fire barriers.
cylinder group will be provided without standby / reserve cylinders and relevant
provision such as piping and support,accessories, detection linking.
The cylinder shall be supplied with Pressure Test Certificate.

2.3.2 Main Requirements to be applied on the existing Automatic


detection & alarm system in order to manage the additional Clean
Agent system.
The clean agent system requires the integration of at least the following items in
the existing expandable fire control panels:
 logic extinguishing cards,
 input/output electronic cards,
 electronic card supporting racks,
 enhanced batteries
 etc
to receive signals from the electrical equipment part of the clean agent systems
(like fire extinguishing control panels, pressure switches, solenoid valves, etc) to
activate the extinguishing sequences.
On each protected room entrance door, lighting panels which indicate the status
of the system must be added.
A panel device for indicating the operation of the Clean agent shall be mounted
outside the room to be protected, adjacent to the main door. A key switch shall
actuate the locking of the system.
The software/logic of the fire control panel shall be upgraded to manage the
extinguishing systems, along with the existing video graphic maps shown on the
Supervisor system.
These activities must be performed by qualified personnel.
2.3.3 Main Requirements for Civil Works
Suitable spaces shall be provided for Cylinder group, close to the protected area.
Holes in wall / floor / ceiling shall be provided according to the Detail Design of
the Piping Routing of Automatic System.
Protected rooms shall be sealed gas-tight.
Overpressure flaps shall be provided in protected room to exhaust the possible
extra-gas in order to avoid the over-pressure. Size shall be according to the Detail
Design of the Automatic System.

2.4 Carbon dioxide (CO2) system (total flooding)


2.4.1 Description of the system
Area protected with Carbon dioxide automatic extinguishing system have been
indicated in the attached table at end of this document “Applicable System”.
Carbon dioxide automatic extinguishing system shall be designed and realized
according to NFPA 12 standard.
The system adopted shall be TOTAL FLOODING high-pressure type it consists of
a fixed supply of carbon dioxide normally connected to a fixed piping, with
nozzles arranged to discharge carbon dioxide into an enclosed space or enclosure
around the hazard. The carbon dioxide is stored in pressure containers at
atmospheric temperatures, at 21°C the pressure in this type of storage is approx.
850 psi (58,6 bars).
One cylinder group can be used to protect more than one (1) hazard room in the
same cabin by means of directional valves. In this case, the cylinder group shall
be sized for the largest single volume of room to be protected. The
enclosures/hazards to be protected shall be separated from each other, by
means of fire barriers.
Cylinders group will be provided without stand-by cylinders and relevant
provision such as piping and support, accessories, detection linking.
The detection system actuates, via the main control panel or by a local
extinguishing panel, the discharge of the CO2. The detectors for the actuation of
the system shall be installed on cross-zoning. So only after the alarm condition of
two detector (one for each zone), the gas discharge procedure will be activate. After a
defined delay time, the extinguishing media will be released.
The alarm shall also be noticed in the involved area by electronic sirens with an
adequate efficiency.
In air conditioned or force ventilated rooms the necessary interlocks via detection
module shall be provided, which will cause shut down the HVAC systems and
close the fire dampers in case alarm condition (if any). (Free voltage contacts will
be available on the local fire alarm panels)
Overpressure flaps shall be provided at wall in room protected by CO2
extinguishing system in order to exhaust the extra-pressure of the gas discharge
in order to protect the Civil Structure.
The cylinder shall be supplied with Pressure Test Certificate.
The fire alarm shall be indicated on the Fire Alarm Panel of the area and on the
Supervisor System.

2.4.2 Main Requirements to be applied on the existing Automatic


detection & alarm system in order to manage the additional CO2
system.
The CO2 system requires the integration of at least the following items in the
existing expandable fire control panels:
 logic extinguishing cards,
 input/output electronic cards,
 electronic card supporting racks,
 enhanced batteries
 etc
to receive signals from the electrical equipment part of the clean agent systems
(like fire extinguishing control panels, pressure switches, flow switches, solenoid
valves, etc) and activate the extinguishing sequences.
On each protected room entrance door, lighting panels which indicate the status
of the system must be added.

3 DOCUMENTATION
The Basic & Detail Design shall be made by a Certified Designer for Fire Fighting
System : below indicated documents shall be provided for the Improved
additional Fire Fighting Extinguishing Systems.
Documentation could be adjusted according to the supplier standard design.

4 INSPECTION AND TESTING


4.1 Tests at manufacturer’s works
All components of the system shall be subjected to visual inspection and testing as
per manufacturer’s standards. Routine tests for equipment, when required, shall
be performed at manufacturer’s workshops as per manufacturer’s standards.
The manufacturer shall issue the relevant conformity certificate, showing the
positive results of the tests and/or test certificate issued from recognised
European / International institutes.
4.2 Acceptance tests
4.2.1 Extinguishing systems
The Test shall be carried out by qualified personnel for firefighting system.
The systems shall be visually inspected. The piping, operating equipment and
discharge nozzles shall be inspected for proper size and location. Calculation
reports shall be issued for each system in order to demonstrate the correct
design. The piping systems shall be hydraulically/pneumatically tested as
required by relevant NFPA code.
All the function of the extinguishing systems shall be tested without releasing the
extinguishing media ( Water/ CO2/ Clean Agent ) on the protected room/areas.

5 PAINTING
Color of the equipment coming directly from the market, will be as per
manufacturer standard.
