1. Scope
This specification defines the minimum requirements for the design, manufacture, inspection
and testing of electrical equipment provided with packaged units.

This specification is to be read in conjunction with the corresponding packaged unit Project
specification, drawings and data sheets, if any.

2. Reference documents
Design and engineering shall conform to the appropriate sections of the latest editions (with
amendments) of the relevant IEC, CENELEC standards and codes.

Any conflict or inconsistency between applicable documents shall be raised to Company


attention for clarification and resolution.

3. Service conditions
3.1 Environmental conditions
Electrical Cabin, electrical package; electrical equipment and electrical installation shall
be designed and installed in accordance with the environmental conditions to which it will be
subjected.

Outdoor electrical equipment shall be designed to operate continuously in an ambient


temperature corresponding to the extreme outside temperatures as defined in the project
specific environmental data.

Unless otherwise specified, Indoor electrical equipment are installed within air conditioned
rooms with an ambient air temperature of 25°C.

Indoor electrical equipment shall be designed to operate as long as room ambient air
temperature does not exceed 40 °C and its average value, measured over a period of 24 h does
not exceed 35 °C.

Refer to GS EP ELE 079 for equipment degree of protection selection.

3.2 Area classification


The packaged unit and all associated equipment could be located in either a safe or in
hazardous area.

When installed in potentially hazardous area, refer to GS EP ELE 079 for equipment type of
protection selection depending of the relevant zones.

3.3 Service conditions


Withdrawal space and lifting of heavy components shall be clearly defined on the Supplier’s
general arrangement drawing.

Any other voltage required shall be built in the package.

If a backed-up or uninterrupted voltage is required for the package operation the package
Supplier's bid should clearly mention it.

Auxiliary power supplies shall be provided at a single point.

4.2 Electrical System Variations


Electrical equipment shall be designed and manufactured in order to operate satisfactorily with
the following simultaneous variations, from their nominal value, when measured at the
consumer input terminals.

Voltage:
• Steady state variations: +10%, -10%
• Transient variations: +20%, -20% Recovery to steady state range within 1.5 seconds.
Frequency:
• Steady state variations: ±5%
• Transient variations: ±10% Recovery to steady state range within 5 seconds.

DC electrical equipment shall be designed and manufactured in order to operate satisfactorily


with the following simultaneous variations, from their nominal value, when measured at the
consumer input terminals.
• Steady state voltage variations: +10%, -15%
• Voltage Cyclic variation: 5%
• Transient voltage variations: ±25%.

5. General requirements
The package Supplier is responsible for engineering and detailed design for all electrical
equipment required for the operation of the package.

The package Supplier shall indicate to the Company the equipment likely to cause disturbances
in the electrical system such as voltage drops, over voltages or harmonics.

The performance of the equipment shall not be affected by Harmonic voltage THD up to 10%
and each Individual Harmonic Distortion within the limits of class 3, tables 3 and 4 of
IEC 61000-2-4.

The package supplier shall indicate the level of each individual Harmonic Distortion if any and
any corrective action.

6. Equipment and materials


6.1 Materials, workmanship and suitability
All materials and parts included in the construction shall be new and unused, of current
manufacture and free from all defects and imperfections likely to affect its performance.

Items of equipment and materials and their parts and components shall be of standard type.

The design of electrical equipment shall protect personnel against risk of electrical shocks.

6.2 Motors
Refer to GS EP ELE 111, GS EP ELE 112, GS EP ELE 114 and motor’s data sheets for all
motors in the scope of the package Supplier.
Refer also to GS EP ELE 121 in case of variable speed application.

6.3 Motor starters and LV feeders switchboard


Motor starters/feeders switchboards supplied by package supplier shall be located indoor.

Refer to GS EP ELE 135 for MCC requirements.

For onshore installations, a 2 A earth fault leakage relay shall be provided for each motive and
main distribution consumers.

For offshore installations, a 2 A earth fault leakage relay shall be provided for each motive and
main distribution consumers, unless all following conditions are fulfilled:
• Local equipotential bonding is provided on each equipment
• Short-circuit calculation is performed at each feeder termination to allow selection of the
appropriate protective device
• Impedance measurements is done on Site at commissioning stage to confirm the
assumptions taken on the grounding network impedance for the cable calculation.

Socket outlets circuit shall be fitted with an earth fault leakage relay with 30 mA sensitivity.

Each individual outgoing heat tracing feeder shall be fitted with earth leakage circuit breaker
(ELCB) with 30 mA sensitivity.

All others 230 V feeders shall be fitted with an earth fault leakage relay with 300 mA sensitivity.

6.4 Electrical Unit Control Panels (UCP)


For electrical unit control panel for meters, switches, operating logic, protection relays, refer to
GS EP ELE 137.

The following colour code shall be used (as per IEC 60073 § 4.2.1.1 Table 2 col 1 Safety of
persons or environment):

Status:
• On / Closed: RED
• Off / Open: GREEN
• Fault / Trip: YELLOW
• Voltage presence: WHITE.
Push button:
• On / Close / Start: GREEN
• Off / Open / Stop: RED
• Emergency Stop: RED (if any)
• Lamp test: BLACK (if any)
• Reset: BLUE (if any).

For other UCP refer to GS EP INS 109 or GS EP INS 110.

6.4.1 Outdoor installation


Electrical UCP shall allow for the meters, selectors, switch positions, etc. to be accessible
without opening doors.

6.4.2 Not used

6.4.3 UCP construction requirements


Outdoor and/or wall mounted distribution boards shall be fitted with a removable gland plate
sized such as to accommodate cable glands for all incoming and outgoing circuits including
plugs for spare circuits and spare space.

All wiring for external connections shall be brought out to individual terminals on a readily
accessible terminal block.

UCP shall be arranged to permit easy removal of all components without interference to the
panel structure, other parts components or cabling.

Plastics (subject to Company's approval), may be used for minor supports and electrical control
wiring trunking

All plastic supports, trunking, etc., shall be of a flame retardant material with a low oxygen index
and low smoke/HCL emission.

Distribution board above 25 kg shall be fitted with eyebolt/lifting eyes.

6.5 DC Battery chargers, systems and batteries


For battery charger and batteries refer to GS EP ELE 151

The Battery charger supplier shall size the cables between the batteries and the battery
charger.

Equipment required to operate during main power shutdown, shall be certified for zone 1.

Post lube/cooling systems shall be provided with time delay relays.

6.6 Cables

6.6.1 General
All electrical interconnection between equipment mounted on the packaged unit will be carried
out by the Package Supplier.

Refer to GS EP ELE 161 for Electrical cables for power and control.

Refer to GS EP ELE 061 for Cables sizing with respect to fault level, voltage drop and overall
derating factor.
Cables should be mechanically protected where required (armour, covers, lids etc.).

All cables shall be of one continuous length from origin to destination.

Mixing of two different voltages (level and/or source) in the same cable shall be forbidden.

6.6.2 Interconnecting cabling


Motors and space heaters shall be directly fed without intermediate junction boxes.

All other wiring for external connections shall be brought to suitable terminal boxes at the
package skid limits.

6.6.3 Cable identification


All cables shall be identified at each termination and each side of any obstacle (e.g. cable
transit, ducting extremities, etc.) if any, by their respective tags/numbers, as indicated on the
cable schedule.
Cables shall be identified by 316L stainless steel embossed labels held by two 316L stainless
steel ties.
All wiring shall be marked at both ends and identified as per the related wiring diagram.

6.7 Cable terminations

6.7.1 General
The Package Supplier shall ensure sufficient space is provided in any enclosure for the
Contractor to gland field cables.

Single core cable shall have an equipment entry via non magnetic gland plate.

Single core cable shall have an installation and clamping done in such a way to withstand
maximum short-circuit current condition.

Each cable core shall be individually connected to its terminal.

All LV power cables shall be double crimped to stranded conductor using hexagonal
compression dies.

All control cables shall be terminated using insulated crimp the dedicated ferrule crimping ce
ferrule using tool.

All cores shall have a phase color identifier elastic shrink sleeve over the cable core
(IEC 60445).

Cable core shall be identified at both ends adjacent to the terminal.

All spare cable cores shall be individually terminated at the spare terminals and earthed.

Terminal blocks shall be logically grouped by function and operating voltage (separated from
other groups using barrier plates or earthed terminals) and be indelibly marked with voltage
levels clearly identified by labels.

A minimum of 10% spare terminals shall be provided.

6.7.2 Outdoor terminations


Outdoor cable entries shall preferably be from bottom entry.

For external connection to the package, dedicated un-drilled gland plates shall be provided

All type of cable connections shall allow easy removal of the equipment without breaking or
stressing the supply cable sealing.

6.7.3 Cable entries

6.7.3.1 Cable glands


All cable glands for interconnection within the package will be supplied by the Package Supplier
unless otherwise specified.

Cable gland Manufacturer and type shall be approved by the Company.

For certified equipment, cable glands shall be certified accordingly (i.e.: Ex”d” glands for Ex”d”
equipment).

For offshore installation, cable glands shall be either Nickel plated Brass or stainless steel 316L
(metallic enclosures or armoured cables), or polyamide (Polyester enclosures and non
armoured cables).

For certified cable glands and any required certified plug, the selection shall be in accordance
with the equipment type of protection:

Cables shall be terminated into enclosures using mechanical compression type cable glands.

For offshore and onshore marine environment installation, cable glands shall be either:
• Nickel plate Brass or stainless steel 316 for metallic enclosures or armoured cables
• Polyamide for Polyester enclosures and non armoured cables.

For onshore installation cable glands shall be:


• Brass for metallic enclosures or armoured cables
• Polyamide for Polyester enclosures and non armoured cables.

6.7.3.2 Cable transit system


Cable transit system, supplied by the Package Supplier, could also be used for package
enclosure entries.

6.8 Cable laying

6.8.1 Cable tray


The package Supplier shall provide all the required cable trays.

Cable trays shall be of perforated type.

Cable tray sheet steel thickness shall be 1.5 mm as a minimum.

For offshore and coastal areas, cable trays/ladders systems shall be of the following types:
• Outdoor: Aluminium 5754 or stainless steel ref. 316 L or GRP
• Indoor: Same as outdoor or hot dip galvanised steel.

For onshore installation, cable trays/ladders systems shall be hot dip galvanised for both indoor
and outdoor.

Cable trays shall be bolted down to the supports.

Cable supports shall be welded on the package structure.

6.8.2 Installation
The Package Supplier shall be responsible for the cable routing, installation, connection and
mechanical protection of all cables in his scope.

The package cable rack/tray shall also take into account all cables installed later on site from
the package boundary to the final equipment.

Cable tray/ladder systems shall be complete with all Manufacturer accessories and
prefabricated fittings to form a continuous cable route.

Cable routings shall follow different routings in the following cases:


• Bus section feeders of a same switchgear assembly
• Redundant equipment (duty/standby)
• Equipment requiring duplicated power supplies.

Different cable routings shall be provided for:


• H.V cables
• LV power cables, Lighting circuits and DC Power Supplies
• Control, measuring, signaling cables (Non IS type)
• Intrinsic Safety circuits (if practical, divider on control cable tray is acceptable)
• Emergency circuits and Normal/Essential circuits.

Cable routings shall be designed in order to perform routine maintenance and any removal of
equipment can be carried out with proper and safe access to equipment.

Cable trays shall have protective covers:


• If they are situated between grade and 2 m above grade
• When mechanical or chemical risks or heat (external source, sun rays, flare radiation,
etc. based on study reports, is expected
• For well head platform.

For cable crossings (at right angle), minimum distances shall be 200 mm.

Cables shall not be installed adjacent to any hot pipes or ducts (> 40°C).

Where crossing above hot pipes or ducts is unavoidable, the cables shall be kept at least
300 mm from the outer surface of insulation of such pipes or ducts.

If needed a heat barrier shall be installed to protect the cables from exposure to heat.

Control cables shall be grouped not exceeding a bundle of twelve cables.

Cables shall be bundled in groups of not more than five for power cables up to 25 mm² and
individually strapped for others.

6.9 Lighting
When required the package Supplier should provide luminaires.

Location and positioning of luminaires is done with the aim of easing normal operation and
maintenance of the package.

The following protection indices of luminaires shall be applied:

When lighting is required to the package Supplier, emergency/escape luminaires should be part
of the lighting system.

The emergency/escape luminaires shall be:


• Supplied with dedicated sealed Ni-Cd battery in luminaire body with autonomy of
90 minutes (or 120 min for marine class applications) providing no delay to illuminate
upon loss of normal or back up sources
• In accordance with ISO 3864, EN 1838 and IEC 60598-2-22
• With fluorescent or maintenance-free LED modules.

The emergency/escape lighting systems shall be suitable for use in zone 1 hazardous area.

One third of the luminaires shall be of the emergency type.

200 Lux minimum in normal operation modes shall be required inside the package enclosure.

Lighting circuits shall be wired to separate junction boxes.

Lighting switches shall be double pole.

6.10 Control stations and emergency stop push buttons


When required, the package Supplier will mount on the package local control stations such as
pushbuttons, selector switches, indicating lights, etc.

When required LCS and safety switches for motors, equipment shall be located, whenever
possible, close to the motor or equipment, at the non drive end side and opposite to the terminal
box.

They shall be mounted with their centre line at minimum 1.50 m above the deck or floor.

Control station pushbuttons shall be shrouded.

Each button shall operate a pair of N/O and N/C contacts.

Emergency stop pushbuttons shall have a red mushroom head with latch-in facility in the stop
position (stay put).

Emergency stop pushbuttons shall be protected against inadvertent action.

Colours of the pushbuttons and indicating lights will be as per § 6.4

Enclosures shall be made of Glass Reinforced Polyester (GRP).

Selector switches shall have padlocking facilities.

6.11 Heat tracing


When specified, the heat tracing will be within the Package Supplier's scope.

Refer to GS EP ELE 331 for the heat tracing requirement.

6.12 Junction boxes


The package Supplier will provide all necessary junction boxes.

All junction boxes shall be accessible from grade or walkway level, with the exception of lighting
junction boxes.

Junction boxes shall be IP65, IK08, made of Glass Reinforced Polyester, provided with a
minimum of 1 spare entry.

Outdoor Junction boxes shall be fitted with a pressure compensation device.

7. Earthing and bonding


Refer to GS EP ELE 031 for Earthing and bonding for offshore installation.

Refer to GS EP ELE 032 for Earthing and bonding for onshore installation.

Protective conductor shall be a single core stranded copper cable, green with yellow stripe PVC
insulation sheath, rated 600 V/1000 V.

Where a motor is enclosed in duct work (i.e. fan…), its frame earth conductor shall be brought
out.

8. Equipment identification
All external electrical equipment and item of equipment shall be identified by 316L Stainless
Steel nameplates

Stainless Steel nameplates shall be attached by 316L Stainless Steel rivets or screws.

Each plate shall indicate the item tag number.

Tagging shall be done in such a way that equipment certification is not affected.

All item of equipment and electrical components shall be clearly identified as per manufacturer's
standard both on equipment/components and on drawings/diagrams.

Labels shall not be fixed to components which may be replaced or removed such as trunking
covers, box lids, etc., unless a second label is fitted internally to ensure correct replacement.

All special warning notices and precautions, instructions or maintenance instructions shall be
shown on a separate plate attached directly to the equipment where practical.

9. Factory Acceptance Tests (FAT)


All equipment covered by this specification shall be subject to inspection and testing by
Company at Manufacturer works during manufacture in presence of Company or his
representative.

When required, preliminary tests could be performed at the Sub-Supplier’s works.

10. Documentation
The Package Supplier will issue all drawings and documentation related to his supply, including
subcontractors, if any.

Symbols and units used in drawings and documents shall be in accordance with
IEC requirements and as defined in the International System of units (SI).

10.1 With the bid


The package Supplier shall provide at least the following documents
• Electrical consumer list
• Load balance for each voltage levels
• General Arrangement Drawings
• Equipment data sheets
• Detailed equipment information (technical documentation)
• Type test reports (when applicable)
• Component/equipment obsolescence plan (at least for switchgear, UPS, Control
System, Relays or any electronic devices)
• Deviation list from Company and/or Project specifications (if any)
• List of proposed Manufacturers/Suppliers from Project Vendor list.

10.2 During supply process


The package Supplier shall provide at least the following documents
• Arrangement details of electrical equipment
• Schematic diagrams of switchboards and control panels
• Layout of switchboards and control panels

• Detailed consumer list with for each consumer: rating, absorbed current, duty factor, etc.
• Chargers and batteries sizing calculation note, if any
• DC distribution schematic diagram
• Cable schedule
• Interconnection and external wiring diagrams
• Installation drawings including equipment location and cable routing
• Specification/data sheets related to supplied equipment (motors, switchboards, cables,
etc.)
• Details drawings of terminal boxes
• Heat tracing layout, if any
• Earthing lay out
• Lighting drawings (lay out - single line diagram)
• Electrical equipment FAT procedures
• List of Special tools for maintenance.

10.3 Final documentation


The package Supplier shall provide at least the following documents
• As-built drawings
• All routine tests certificates (delivery dates defined in project Inspection and Test Plan)
• FAT reports including the sub-vendor FAT reports (delivery dates defined in project
Inspection and Test Plan)
• Electrical system operating and maintenance manuals
• Spare part list
• Sub-supplier documentation
• Component/equipment obsolescence plan (at least for switchgear, UPS, Control
System, Relays or any electronic devices).

10.4 Certification documents


ATEX Directives shall be applicable for all the Company facilities located within the
European Union (EU countries).

For equipment of categories 1 and 2, the Manufacturer shall provide to Company an EU


Declaration of Conformity signed by the Manufacturer against an EU examination type
certificate delivered by the Notified Body.

For electrical equipment of category 3 (for use in zone 2), only EU Declaration of Conformity
accompanied by statements of Compliance (or type examination certificate) delivered by a
Notified Body shall be provided to Company.

ATEX Directive or IECEX scheme (IEC Scheme for Certification relating to Equipment for
use in Explosive Atmospheres) shall be applicable for all the Company facilities located
outside the EU (European Union).

For electrical equipment of EPL Ga, Gb or Gc, the Manufacturer shall have a valid IECEx
Quality Assessment Report (QAR), and this report will be made available to Company with the
associated Dossier submitted to ExCB for endorsement.

These documents shall be provided prior to ex-works delivery of the packaged units.
