About MCA - Benin Regional
The Government of Benin has signed a grant agreement with the Millennium Challenge
Corporation ("MCC"), called a Compact. MCC is a U.S. government agency focused on assisting
countries dedicated to good governance, economic freedom, and investing in people.
The Compact with Benin includes a grant from MCC of US $202,000,000. The Compact consists
of two Projects designed to rehabilitate the road between the cities of Bohicon and Dassa in
Benin while addressing institutional and market constraints that raise the financial and time costs
of transporting goods along the transport corridor ("Corridor") that connects Cotonou, Benin and
Niamey, Niger.

Primary Responsibilities
• Lead the formulation and implementation of the MCA-Benin Regional’s Information
Technology (IT) systems and develop policy and strategy to ensure the secure and stable
information technology network and systems for the MCA-Benin Regional.
• Manage Systems Administrators and Systems Analysts who provide daily administration
and customer support for the MCA-Benin Regional IT systems.
• Assist in the development and implementation of IT policy and controls.
• Lead development and implementation of Management Information System (MIS)-
based functional requirements and management of assigned MIS projects to ensure
optimal alignment of the MIS infrastructure with current and future needs.
• Manage procurement efforts for systems and services, including requirements
definition, procurement evaluations, and vendor coordination.
• Maintain accurate inventory of hardware and software assets and manage renewals
accordingly.
• Ensure the integrity of MCA- Benin Regional’s computerized systems and the security
measures over the network infrastructure and data stores.
• Monitor systems and IT infrastructure and develop management metrics for the
continuous improvement of the computing environment.
• Hire, manage, motivate, and develop IT staff to ensure that they are well-equipped for
current and future systems challenges.
• Develop and update relevant system documentation, which may include the business
continuity plan, data backup plan, disaster recovery plan, project schedules, MIS
infrastructure, and training plans.
• Develop and update the IT annual budget and work plans.
• Coordinate the MCA- Benin Regional’s website content development.
• Perform system administration and engineering tasks, as needed, in support of the IT
Team.
• Coordinate closely with MCC staff and consultants.
• Provide subordinates with mentoring, coaching, performance management, training
opportunities, and other guidance, support, and direction as required to achieve
compact objectives.
• Perform any other duties as may be assigned from time to time.

Required Competencies
• At least a Bachelor’s degree in Computer Science, Information Systems, Information
Technology, or a related field. A Master’s degree in Computer Science, Information
Systems, Information Technology, or a related field is desired.
• Minimum of ten (10) or more years of progressively responsible experience in planning,
design, development, implementation, and maintenance of computer information
systems, including websites, web-based applications, database design and
administration, LAN and WAN design and management, Windows domain services
management, and project management.
• Fluent written and verbal communication skills in French. Excellent written and verbal
communication skills in English are desired.
• Effective analytical skills.
• Experience managing staff and contractor resources.
• Experience with cloud-based technology (Google Applications or Microsoft Office 365).
• Experience with the engineering, design, and management of:
• Data center infrastructure (power, cooling, etc.).
• Network infrastructure (Cisco switches and routers).
• Firewall administration (Palo Alto).
• Backup systems (Veeam).
• Virtualization (Nutanix preferred).
• Servers (Windows Server).
• Anti-Virus (Sophos).
• Windows Desktop OS (Windows 10).
• Experience administering and managing a Windows Active Directory Domain.
• Experience administering and managing Windows Updates, Windows file shares,
Windows DNS, and Windows DHCP services.
• Experience with Business Automation Applications (SAP and/or SAP ABAP) and Microsoft
Databases (SQL Server).
• Experience with network security audits.
• Ability to work with minimal supervision and ability to work as part of a team.
