Summary

This document defines and explains the process of SM EP competence assurance of all personnel who
have been identified to perform the HSSE critical positions responsible for frontline operational critical
activities. This applies to all Shell employees and to contractors.

1. Purpose

This document sets the training and competence assurance requirements for personnel who have been
identified to perform the HSSE critical position/roles in the frontline operational critical activities. This
document compliments the Group HSSE Manual on competence.

2. Who is this for?

 Functional Managers
 Contract Holders
 Learning and Development Manager
 Training Providers
 Shell and Contractor personnel assuming the HSSE Critical positions/roles responsible for
Frontline Operational HSSE Critical Activities.

3. What does it cover?

3.1 Roles/Positions in scope

Defines the critical positions / roles that require assurance of competence. These are detailed
in Appendix I - SM EP Assessment Structure for HSSE Critical positions/roles responsible for
Frontline Operational HSSE Critical Activities. For reference, roles are mapped to positions in
Appendix II.

3.2 Training “Specification”

Defines the generic template for a training “Specification” which incorporating requirements
for training provision, assurance and candidate entry. Each position / role defined as HSSE
Critical will have a “Specification” detailing training and assurance requirements.

3.3 Accessibility of information

Defines record keeping requirements to monitor and assure competence of positions/roles in


scope.

4. Training Specification Requirements

Each Training Specification covers a position / role and shall contain the mandatory topics
detailed below. It is primarily aimed at training providers who are designing and running the
training.

4.1. Scope
Describes the training and competence assurance for the position / role.

4.2 Course Title


Describes the name and type of training programme that the candidate needs to attend.

4.3 Target Groups


Identifies the intended types of candidate.

4.4 Entry requirement


Describes entry pre-requisites (experience, qualifications, etc) for attending the training
programme.

4.5 Course Syllabus


Describes both theory and practical module contents. It shall incorporate requirements from the
Group Manuals, Company specific procedures and local legislation.
The Company shall approve the detailed course contents developed per specification.

4.6 Competency Requirements


Describes the competences required for the role.

4.7 Assessment Process


Describes methodology for assuring competence. It is preferable that the assessment includes both
theory and practical modules.

4.8 Maintenance of Competence


Sets the refresher requirement for the role.

5. Accountable and Responsible Parties


 Functional Managers / Contract Holders are accountable for ensuring that HSSE
Critical positions /roles are filled by competent personnel.

 The Learning and Development Manager shall


o coordinate the delivery of training either in-house or through 3rd party training
providers.
o maintain the central competence database & ensure that Line has access to records
of competent persons.

 The HSSE Manager shall assure that the requirements stated in the Procedure and
associated Specifications are met.

 Training Providers shall ensure that:


o Facilities and training aids are approved by the Company.
o Trainers are approved by the Company.
o Only approved trainers are allowed to run the programmes and endorse the
training certificates and Shell Personal Safety Passports.
o Training records are maintained for a period of 8 (eight) years and the same made
available to the Company on the Internet.
