1. INTRODUCTION

This method statement defines the step by step procedures and implementation of the
correct processes for the Measurement of CHW Flow through the guidelines contained herein
so as to ensure the work is executed in strict compliance with the project requirements,
international standards and local standards. It also ensures to serve the intended function to a
satisfactory level, QAQC control activities are conducted in a systematic manner. Safe
working practices are detailed and will be implemented throughout the execution of the work
activity.

1.1 The following test procedure has been prepared as a guideline for the proportional
balancing of all chilled water for this project.

1.2 The objective of this procedure is to verify that the correct water flow rate is available
at each unit and branch and the overall water flow rate is correct.

1.3 This procedure shall be adopted for all chilled water pipework serving all equipment
including the following:

• Chiller System
• Fan Coil Units
• AHU
• Primary & Secondary Pumps
• Heat Exchangers

Each type of HVAC system is designed to meet a set of performance


parameters. This usually includes maximum heating capacity, maximum cooling capacity
and ventilation effectiveness. Prior to the TAB process, normally set up a system to its ‘full
load’ condition (or maximum capacity). The full load condition presents the greatest
challenge to a system’s capacity meeting its design airflow requirements

2. PREREQUISITES TO PROCEDURE
2.1 Access / Egress

2.1.1 Safe access and egress at all times to the location of the system , the areas the
system serves and above ceilings as required is to be provided by the Main
Contractor.

2.2 Responsibilities / Supervision

2.2.1 Commissioning Manager; will have the overall responsibility for the execution of
the Testing and Commissioning activities, quality and safety as per the
specification and standards. The Commissioning Manager will maintain the
planning progress and coordination works with the Project Manager or his
nominated representative.

2.2.2 Commissioning Engineer; will be responsible for the day to day activities on site,
for the test report and design information approval and the onsite testing and
balancing.

2.2.3 TAB technician; will be responsible for the day to day systems balancing at site
as instructed by the Commissioning Engineer.

2.3 Requirements

2.3.1 Full set of approved installation drawings.

2.3.2 Full set of approved schedules .

2.3.3 The system pipe work to have been cleaned internally by the MEP Contract

2.4 Safety / Personal Protective Equipment

HSE Safety Regulations and site specific safety requirements must be adhered to at all
times during the Testing and Commissioning of the system. The following shall also apply:

a. Suitable warning signs shall be visible to alert personnel of the ongoing work and any
hazards related to it.
b. All personnel carrying out the work have read and understood the method statement
and risk assessment.
c. PPE to be worn at all times.

3. DESIGN PERAMETERS

3.1 Specification Reference

The commissioning engineer shall balance the system to the requirements and
tolerances as specified in appendix WA1, section WA1.3 and table WA1.2 (tolerances
for regulation in chilled water systems) of C.I.B.S.E. commissioning code “W”.

3.2 Drawing Reference

3.2.1 Design water flow rates shall be taken from the approved installation drawings.

5. PRE-COMMISSIONING/PRE-START CHECK

Carry out the following prior to starting any testing and record the results:

5.1 Pre-Start up Checks

The main objective here is to minimize the risks of injury and damage to personnel and
equipment.

The following checks will be made on the CHW pumps every start:

A. Motors and pump bearings are lubricated.


B. Suitable fuses and overloads are fitted.
C. Pump rotation is correct.
D. Monitor motor start-up and running currents.
E. Safety guards fitted and secure

5.2 Pre-Commissioning

A. Ensure all pipe work is system has been thoroughly vented of air at all coils and
high points of the system.
B. Identify all the branch commissioning valves that do not serve individual items
of equipment, and confirm designed flow rate.
C. Produce a commissioning valve schedule showing valves, type, size and
pressure drop at the designed flow rates.

D. Ensure all equipment is on standby and shall not have any contribution that
may effect to the overall flow rates.

E. Confirm that all manual valves are fully open or bypass valves set to fully
closed and that control valves have been set at 100% open thru BMS.

F. Confirm access is available to all commissioning valve test points, and they
have not been insulated over.

6. Commissioning/Test Procedures:

6.1 DRV Flow Measurement

A. Water balancing will be carried out as prescribed by CIBSE commissioning


code ‘W’, and the final position of all regulating valves will be recorded on test
sheet.
B. With the fully open of control valves and DRVs as full load condition, the P of
each CHW DRVs can be measured at the test ports and the flow rate can be
obtained based on below equation. The DRVs will be balanced to ensure the
system flow is satisfactory for balancing to commence.

P = Differential pressure at test ports (Kpa)
Kvs = Flow Coefficient provided by supplier (m3/hr)
C. P of each DRV at FCUs/AHUs/branches will be measured and adjusted to
obtain the proper flow marked on drawings and equipment schedules.
D. Finally reading of P, the calculated flow rate and DRV setting will be recorded
on the test sheet.

6.2 PICV Flow Measurement

A. Verify that all manual valves are open or preset as required, and all temperature
control (automatic) valves are in a normal or desired position.

B. Verify that all automatically controlled devices in the piping or duct systems will
not adversely affect the balancing procedures.

C. Determine total system flow by the most appropriate method.

D. Calculate the percentage of actual hydronic flow to design hydronic flow.

E. Measure the differential pressure at each self-adjusting balancing valve.

F. Pump differential pressures in systems with self-adjusting valves should be adjusted


so that the differential pressure developed within the system does not over-range
the valve cartridges, which may result in noise or oscillations

G. Ensure the measured differential pressure at each self-adjusting balancing valve is


with in the specified range provided by the supplier, which is a clear indication of
ensuring flow in each individual valve as per design.

6.3 Final Water Balance

Once all pre-commissioning activities are completed, the following procedure will

be carried out for each system.

A. Verify that all balancing, control, and isolation valves are wide open.

B. Determine total system volume by the most appropriate method.

C. Calculate the percentage of actual hydronic flow to design flow requirements.

D. Adjust the pump to approximately 110% of design flow, if possible.

E. Measure the flow at all balancing valves.

F. Compute the ratio of measured branch flow to design branch flow

G. The balancing valve serving the branch at the lowest percentage of design flow

is not adjusted in this procedure.

H. Adjust the balancing valve serving the branch with the next (second) lowest

percentage of design until both branches are the same percentage of design

and in balance.

I. Adjust the balancing valve serving the branch with the next (third) lowest

percentage of design until all three branches are at the same percentage of

design, and in balance.

J. Continue this procedure until all remaining branches have been adjusted to be

in balance at approximately the same percentage of design flow.

K. If necessary, adjust the pump volume to set all branches at design flow, ±10%.

L. Perform the proportioning techniques specified in above steps (a) through (i) for

the terminals on each branch.

M. Re-measure all terminals and record final values

N. Record all results

6.4 Final Handover of System

A. Test Sheets will be written up and all figures will be made available the Client’s

representatives for witness.

B. Serve Point will provide contractor with a completed Commissioning Dossier.

C. Any part of the Dossier shall be made available to the Consultant for witness.

7. Acceptance Criteria:

The criteria for the acceptance of equipment to be tested and commissioned is as follows:

a. The system conforms to the requirement of the approved submittal


b. The system is installed as per the approved shop drawings and specification
c. The system performs in accordance with CIBSE Code W – Water Distribution Systems
d. The CHW flow rates are a maximum tolerance of +/-10% of the approved design

8. DOCUMENTATION

A. Commissioning Test Sheets

The testing and commissioning results will be documented on test formats .

B. Supporting Documentation

The following supporting documents will be issued along with the testing and
commissioning report:

• Schematic drawing indicating all test point locations.

• Valid calibration certificated for the instruments used for the testing and
commissioning of the system.

9. DEMONSTRATION PROCEDURES
The commissioning engineer will ensure that the following works are carried out:

A. The final tested and balanced results are demonstrated to the accepting authority on
a random spot check basis, and that repeatability of readings is proven within the
accepted tolerance.

B. Submittal of all records of data obtained during testing, adjusting and balancing in
accordance with, and on, the approved forms.

C. Preparation of report of recommendations for correcting any unsatisfactory


mechanical performances when system cannot be successfully balanced.

10. INSTRUMENTATION
The following test instruments will be used for the commissioning and testing activities. These will
be selected as having the maximum field measuring accuracy and being the best suited to
the function being measured and will be applied as recommended by the manufacturer.

A. Water Flow Rate Measurement

B. Performance Testing

• Plant speeds - tachometer

C. Electrical

• Clip-on ammeter
• Digital multi meter

D. Calibration

• All instruments used will carry valid calibration certificates or certificates of


conformance to the tolerances specified in the referenced standards.

• Sufficient calibrated instruments will be provided by Serve Point as required to


meet the programme schedules.

• Instruments will be properly maintained and protected against damage.

• Calibration periods for all instruments are as recommended by the instrument


manufacturers and are in line with the requirements of the Commissioning
Specialists Association.

• Certificates will be available for presentation prior to commencement of the


works.

11. SAFETY
Health and Safety procedures by contractor will be implemented for this job. The responsible
safety officer as per procedure will conduct a routine safety inspection.

A. Safety Rules during Testing:

In order to ensure safe conditions during testing the following rules have to be followed:

• Persons engaged with inspection and testing have to be skilled and have
received proper and adequate training related to procedures and test
equipment utilized for the particular testing activity.

• Test instruments and test leads should be maintained in a safe condition and the
test methods not to create danger either for the operator or for other persons or
livestock.

• Where tests are required to circuits which are live for amp readings then the
tightness of the cable terminations will be checked without power prior to live
amp readings

• Ensure that warning labels are installed on MCC’s and plant.

• When readings are being taken for amperage and running speeds a support
engineer will be in attendance for safety reasons.

B. Safety / Task Lighting

• Safety lights will be used in case of power failure ensuring the good illumination
of the working area to aid evacuation if necessary.

• Adequate lighting shall be provided to ensure the good illumination on the


working area.

C. Emergency Arrangements

• General: Site general safety procedures will be followed. In case of emergency


the Safety Officer or the most senior employee present will stop the work and
make the necessary emergency arrangements and report to the assembly
points as described during Site Induction Course.

• Fire Precautions: No significant fire risks associated with this activity, but general
fire precaution measures will be taken as per Main Contractor instructions.

D. Risk and Controls

• Environmental Considerations: There are no waste materials associated with air


and water balancing.
