approval after the Technical Design Is approved" In this regards, the Contractor would like to request the Owner’s comments
based on the technical aspects for each deliverables. The other commercial
issues, such as the schedule delay caused by TDR, shall be discussed via
the separate offical letter, not in the CaRs.

NOTES on USING CaRs

PURPOSE:
To allow ALL of the Owner's Engineers comments and ALL of the Contractor's replies to be kept in
one single file in an organised, presentable, and clear way so that the history can be easily traced.

ROUND 1 CaRs:
Following submission by the Contractor of a document/drawing for approval, the Owner's Engineer will
give his first comments on the ROUND 1 CaRs sheet.
(These are automatically transferred to the ROUND 2 CaRs and ROUND 3 CaRs sheets.)
Thereafter, the Contractor replies will be inserted in the "Contractor's Round 1 Replies" column.
On receipt of the Contractor's reply, the Owner's Engineers will decide whether or not Contractor's
reply meets the requirement of the Contract.

ROUND 2 CaRs:

If the Owner's Engineers is not satisfied that the Contractor's reply is in accordance with the Contract,
the Owner's Engineers shall enter his further response on the "ROUND 2 CaRs" sheet ……., etc.

ROUND 3 CaRs:
Shall follow 3.1 and 3.2 above

ISSUES IN DISPUTE:
In the event that the Parties to the Contract cannot close issues using this written CaRs sheet after
two rounds, the issue shall be referred to the monthly Project Meeting for further discussion which may
require the attendance of the Supplier's representative.
If the Parties attending the monthly Project meeting cannot reach agreement, the issue shall be placed
on the Owner's Engineers Engineering Punchlist for checking during erection, commissioning, or
testing or for final resolution before PAC, after PAC/before FAC, or before Contract closure.
NOTES ON COMPLETING THE CaRs:
"Sender of Document": for the Quang Trach 1 TPP Project, this shall be HDH. The Supplier/Sub-
Contractor's name may be added.
"Covering Letter No & Date": this shall be the letter or document transmittal that the Contractor has
sent his document to the Owner's Engineers.
"Doc Ident (Identification) No & Rev": this shall be the number AND REVISION of the Contractor's
document project control number.
"Title of Document": shall, as far as practicable, be EXACTLY the same name as the document sent
by the Contractor
HOWEVER it may be necessary to shorten the Contractor's title.
"Date Doc (Document) Rec'd (Received) by Engineer": shall be the date the document has been
received by PECC1 from Contractor.
"Reviewed by & date completed": here the name (e.g. Hans-U. Rechsteiner) shall be inserted, initials
(HUR), or skill (DSM, CE) of the person(s) making the comments together with the date the comments
were completed.
"Date CaRs issued to Owner": shall be the date the comments are sent to PMB2
"Date CaRs sent to Contractor": shall be the date, provided by PMB2, when PMB2 send its comments
to the Contractor.
"General Comments": shall be comments applicable to all or the majority of the document.
For example: "Pagination (page numbering) shall be added to the document".
"Detailed Comments": shall be specific comments related to the Contractor's document with
sufficient detail to ensure that the Owner's Engineers comment is clear, unambiguous and can be easily
understood by the Contractor.
"Contract / Spec (Specification) Ref (Reference)": shall be a reference to the Contract where the
Owner's Engineers considers that the Contractor is not compliant with the Contract, if applicable
It is NOT mandatory to complete this.

"Doc Cls (Clause)/Page Drg (Drawing) Ref (Reference) etc": shall be a clear reference to the
Contractor's document against which the Owner's Engineers is making its comment so that the
Contractor is clear on what part/point of the document the Owner's Engineers is making his comment.
