Department of Education memorandum no. 73, s. 0f 2006 was issued to launch the
child-friendly school system in both elementary and secondary schools. The program aims to
recognize the partnership of the school, family, and community necessary to realize the goal
of Child Friendly School System. It identifies, recognizes, and respects the rights and
responsibilities of children. It ensures the welcoming, safe, protective and loving environment
in the school. The Child-Friendly School System promotes approaches and strategies so that
the school become truly called the second home of pupils.
A Child-friendly school is more that than just a place for formal learning. Foremost, it is
an institution that recognizes and respects the rights of children, not just the right to be
educated but also to be protected from harm and abuse, the rights to be healthy, to express
their views freely, and to participate in decision-making according to their capacities.
While upholding children’s rights, a Child-friendly school also instills in children the
responsibilities that go with their rights. Among these are to respect the rights of others,
respect diversity, practice equality, and resolve differences without resorting to violence.
Just as important, a Child-friendly school takes the lead in shaping a learning
environment that enables children to learn as much as their intellectual faculties could take. It
is a kind of environment that allows them to grow healthy, equips them with knowledge and
skills that they can use throughout their life, and enables them to become responsible and
productive members of their community.
San Gabriel Elementary School implements child friendly environment and is indeed a
child-friendly school. It encourages children to join enjoyable activities and guarantees safe
and protective spaces for recreation, aside from ensuring high academic achievement and
success. The school promotes learning and providing activities by preparing lessons that are
exciting, safe and and meaningful for children.
