JOB ANNOUNCEMENT
Finance Manager

Karen Department of Health and Welfare (KDHW) is an Ethnic Health Organization (EHO)
which has been founded since 1956 to have looked after the health of people living in the hard to
reach and conflict affected areas in Karen State, some parts of Mon State, East Bago and
Tanintharyi regions for over 60 years. Today, KDHW provides community-based primary health
care and some secondary care and is responsible for the physical and mental health of 350,000
people living in these areas, with a particular focus on approximately 100,000 internally
displaced people.

Position: Finance Manager
Under the authority of: Executive Director (HOD) and Director (SoD)
Working location: Based in Klo Yaw Lay, Karen state/ Mae Sot, Thailand
Salary: Negotiation
Contract Length: One year and continue depending on budget availability
Starting Date: As soon as possible

POSITION SUMMARY: The Finance Manager is responsible for overseeing all 3D project
financial procedures and providing up-to-date financial information to the Management Team,
including moderate planning, analysis, accounting, payments, budgeting, financial reporting, and
day-to-day tasks, and ensuring compliance is done effectively and in a timely manner in
adherence to KDHW’s Internal Controls and support. Maintains a good working relationship
with the Managers, Coordinators, Partners, and Donors.

Primary Responsibilities and Deliverables:


Financial Accounting, Budgeting, and Monitoring
1. Work with and support 3D project Budget Holders in budget preparations, revisions,
monitoring, and follow-ups; also, prepare expenditure forecasts and ensure that adequate
funds are available for program activities.
2. Monitor the financial expenditure in reference to the financial plan and ensure to follow
the standard operative procedure (finance)

3. Prepare budgets versus expenditures for all 3D Projects
4. Contribute towards optimizing donor budgets.
5. Prepare responses to questions from statutory and external auditors.
6. Ensuring compliance with internal Financial Policy
7. Ensuring compliance with external donor financial policies and requirements
8. Supervise regular supporting documents check
9. Assess monthly cash-flow needs for projects and bases and communicate cash requests.
10. Ensure adherence to donor rules and regulations as regards financial transactions
11. Ensure all financial documents are filed and archived systematically and safely stored
12. Assist in Ensuring good coordination and exchange of information between the field level
and central level coordination.
Financial reporting
13. Prepare monthly, quarterly, six-monthly, and annual financial reports for all 3D projects
14. Prepare all required financial reports on 3D grants for submission to the Donors, on time
15. Ensure that all the narrative and financial reports are accurate, comprehensive, and well
documented, and will ensure the credibility of projects/programs.
Manage finance staff
16. Overseeing the work of the Senior finance officer from the 3D project staff
17. Training all 3D Project staff in the organization to ensure they understand how to conduct
their work in compliance with the internal Financial Policy
18. Coaching individual staff on financial procedures as required
19. Providing finance-related technical support to staff as required
Communication with donors
20. Maintaining regular communication with relevant financial and compliance staff of
international donors
21. Facilitating requests for financial reports and records
22. Ensuring that donor contracts and fund transfer agreements are up-to-date.

Secondary Responsibilities:
• Orientation for new staff
• Capacity building and development of organization.
• Performing other duties as appropriate and/or requested by Executive Director

1. Position Requirements
1) Education:
• Degree in Accounting, Finance, or a related subject
• Degree in Finance, Accounting, or professional accounting qualification; or
commensurate relevant experience
2) Experiences:
• Minimum 3 to 4 years’ experience in the NGO/INGO or audit company.
• Experience in the financial management system of the donor funding agency.
• Experience with the QuickBooks Accounting software or any Accounting
software.
3) Experience with preparation for external audits Competencies:
• Excellent Fluency in English and Burmese (spoken and written) are required;
Karen language would be an asset.

• Knowledge of international accounting standards for non-profit / development
sector.
• Knowledge of international donor financial standards, regulations and compliance
Mechanisms.
• Good people management skills which encourage team-working and motivates a
team.
• High level to use MS Office, email and Computer skills (with advanced
knowledge of Microsoft Excel)
• Ability to maintain good relationship with local communities and others stake
holders.
• Self-motivated, demonstrate-ability to plan and organize work and time
independently
• Ability to perform work of confidential nature and handle a large volume of work
with frequent deadlines.
