Sweden:

century to centralize law enforcement.

Modernization: The 20th century saw the modernization of Swedish policing, emphasizing

Philippines:

POLICE HISTORY

Sweden’s policing history is relatively recent compared to other European countries. The Swedish
police force, known as Polisen, was established in 1965 as a result of a merger between the National
Criminal Investigation Department and the local police forces. The Scandinavian Model has been
successful in reducing crime rates in Sweden, with a homicide rate of 0.4 per 100,000 people in 2020,
compared to a homicide rate of 6.4 per 100,000 people in the Philippines in the same year.

In the Philippines, the history of policing can be traced back to the Spanish colonial period when the
first police force, known as the Guardia Civil, was established in 1821. After gaining independence
from Spain in 1898, the Philippine Constabulary (PC) was created in 1901 to maintain law and order.
The PC was later renamed the Philippine National Police (PNP) in 1986 during the presidency of
Corazon Aquino.

The PNP has faced numerous challenges over the years, including corruption, human rights abuses,
and political interference. In response to these issues, several reforms have been implemented, such
as the creation of the National Police Commission (NAPOLCOM) in 1991 to oversee police personnel
and promotions.
