SECTION-VI BID EVALUATION METHODOLOGY

The bidders which fulfil the qualification criteria will be considered for evaluation. The
evaluation will be done in two parts i.e., technical, and financial.

Technical Bid Selection Process:


The selection process will have two stages i.e., qualification stage and the evaluation stage.

a) Qualification stage This stage will set the minimum eligibility criteria for evaluation of
the Bidders. This is an elimination stage and the Bidders not qualified as per this stage
will not be considered for evaluation. The minimum eligibility criteria are indicated in
section V of this document.
b) Evaluation stage After the Bidders are qualified in the first stage, each Bidder will be
evaluated as per the following two parts as per the Quality Cost Basis System (QCBS)
method: -
i. Technical evaluation
ii. Financial evaluation
Bidder(s) whose technical score is below 60 shall be rejected and no further evaluation will be
carried out. The Financial Bids of only those bidders whose technical score is 60 or more shall
be opened.
The Quality Cost Basis System (QCBS) evaluation will be done as per the following:

The technical part will be given 70% weightage and the financial part will be given 30%
weightage.
The combined QCBS score will be calculated for each of the qualified Bidder(s).

Evaluation Committee to exhibit the potential for conduction of outbound
training program, which shall cover the following: -

*The rate should be all inclusive covering all the requirements as per the scope of work.
# The total cost of all 04 programmes will be the basis for financial evaluation & the same shall be quoted in the
GeM Portal.

Note: Based on the attendance, the total cost will be paid per programme. However, If the
participants are less than 25, the minimum price of 25 participants will be paid.

i. Score for lowest bidder (Clow): The financial proposal of the Bidder with lowest
financial value will receive the maximum financial evaluation score of 100.
ii. For other Bidders: The individual score (C) of the Bidder for financial evaluation
will be calculated as below:

C) Selection for Agency

i. Calculation of combined QCBS score: Once the technical evaluation and financial
evaluation score for each of the qualified Bidder is obtained, a combined QCBS score for
each Bidder will be calculated as per the following:
Calculation Formula= B= [(T/Thigh)*100*(1-X)] + [(Clow /C)*100*X]
Where B= Weighted Combined Score
T= Total Technical score awarded to the Bidder
Thigh=Technical score achieved by the Bid that was scored best among all
responsive Bids.
C=Evaluated Bid price
Clow=Lowest evaluated Bid price among responsive Bids
X= Weightage for the process as specified in Bids =30%=0.3

Total Score will be calculated by GeM based on the Technical and Financial marks
awarded by the committee members and the applicable QCBS weight-age.

Total Score will be calculated by GeM based on the Technical and Financial marks
awarded by the committee members and the applicable QCBS weight-age.
Service Provider 1 = 83*0.7 + 83*0.3 = 83
Service Provider 2 = 89*0.7 + 100*0.3 = 92.3
Service Provider 3 = 100*0.7 + 91*0.3 = 97.3

Contract will be awarded to Service Provider 3 as it has obtained the highest Final Score

ii. Selection for Award of the Tender : The Bidders will be sorted in descending order as
per their QCBS scores. The proposal with the highest weighted combined score (quality
and cost) shall be selected. In case of tie of score among bidders, GeM selection criteria
shall prevail.

iii. RECIPMT/REC Right to Accept Any Bid and to Reject Any or All Bids

RECIPMT/REC reserves the right to accept or reject any bid, and to annul the entire
or part of bidding process and reject all bids at any time prior to award, without
thereby incurring any liability to the affected Bidder or Bidders or any obligation to
inform the affected Bidder or Bidders of the grounds for RECIPMT/REC action.
