1. GENERAL

1.1 Intent

This manual covers the procedure of screening meetings for Plot Plan at the job design stage.

1.2 Scope

This manual applies to the screening meetings for every job which is required to prepare a Plot Plan.

1.3 Purpose and Meaning of Plot Plan Screening Meetings

A Plot Plan screening meeting is a control measure of the design review process which is conducted to evaluate
the design requirements, to meet these requirements at each issue stage of Plot Plan Design Process and to
identify problems and propose solutions.

The Plot Plan screening meeting is attended by Project Engineering Manager (PEM), and Assigned engineers
(AE) of each discipline including construction and operation.

The following elements of design review outlined below shall be included:

- compliance with the design requirements based on the contract;

- safety and operability study;
- study of client’s requirements;
- maintainability study;
- study of the requirements from the viewpoint of construction method; and
- compliance with the statutory requirements such as safe distance based on the applicable laws and
regulations.

1.4 Basic requirements

(1) Make use of basic information about Plot Plans, which are mentioned in the first part of BG-13201 “Plant
layout(For Chemical Plant)” as a checklist for the project member concerned.

(2) Establish the issue stage of the Plot Plan, according to BG-13202 “Setting of Plot Plan Issue Stage”

(3) Each discipline notes the following point at the meeting.

- To establish plot plan as FEED document

- To freeze material for plot plan
- To minimize the number of ERI

(b) Confirm requirement by laws about the distance ( )

from other plant. Base point of the distance should
be confirmed whether it is from the surface of
equipment or outside of the Oil fence.
(c) Ensure sufficient explosion-proof distance between ( )
the process plant and ancillary facilities (office,
utility facilities etc.) so that the process area is
isolated as a special zone.
(d) Take measures for disaster prevention such as fire ( )
water loops, hydrant, water curtains, etc.
(4) Layout of utility facilities (Steam, Water, Electric
power, Air etc.)
(a) Keep sufficient distance from process plant to ( )
prevent trouble from there.
(b) Make sure whether layout of water piping line and ( )
electric power/instrument cables are above or
under ground.
(c) Keep steam & air lines away from the flammable ( )
and high-pressure line.
(d) Keep safety distance between BOILER facility ( )
(ignition source) and equipment handling
flammable lines.
(e) Keep safety distance between substation (ignition ( )
source of spark) and facilities handling the
flammable source.
(f) Allocate WWT facility at downward location of ( )
waster water lines/trenches
(g) Allocate air inlet/emission duct not to be affected ( )
by any wind direction.
(5) Layout of storage tank, warehouse
(a) Allocate close to receiving and shipment facility. ( )
(b) Distance between Storage tank/warehouse and ( )
other unit/facilities should be enough space
because those facilities are the second hazardous
area following the process plant. Further, they
should not be placed at the location higher than
other facilities.
(c) Consider arrangement of low risk facilities such as ( )
water, nitrogen, air etc. between Process plant and
residential area to prevent the spread of noise to
residential area.
(6) Layout of flare stack and burn pit
(a) Keep away from the process plant and tank area ( )
that are the ignition source. (However, delta P for
larger piping diameter and economic efficiency
should be studied.)
(7) Layout of office, laboratory and maintenance shop
(a) Keep away from the process plant and tank area ( )
(b) Keep windward of toxic and flammable substances. ( )
(c) Confirm requirement of analyzer house for online ( )
gascromatgraph.
(8) Layout of road inside the Plant
(a) More than two access routes are required for fire ( )
engine, ambulance and prohibition of traffic.

design.
(9) Optimize location of Central Control Room (CCR) and ( )
Main/Sub substation (S/S). In case of larger plant,
number of S/S will be studied considering cable

(a) Confirm with the Client about tie-in point or ( )
carrying-in/out route for raw materials, utilities,
wastes and products.
