EMERGENCY DRILL LEVEL 1 at HDPE PLANT
Objective:
1. Raising up awareness of employees of Long Son Petrochemical Co., Ltd and Contractors at HDPE area in emergency case
2. Practice of emergency response plan and the facility equipment at HDPE Plant
3. Practice communication of SECL & LSP in case of emergency happen
4. Enhancing readiness, commanding, and operating capability on firefighting.
Detail of Scenario:
At 15:00 Pm of normal operation day in HDPE Plant, leak observed by site
SECL Commissioning Supervisor at butane line at top of R-201. SECL COM
proceed site, verify leak point and leak can not stop, Immediately deploy
SECL ERT. SECL COM request SECL supervisor to stop leak but unsuccessful.
He inform LSP shift supervisor and update information to LSP Dept.
Mangr..[Due to breakdown of operating equipment, uncontrolled flammable
gas were leak, ignition occurs, and fire happens]. Evacuation announce and
personnel proceed to muster point.
SECL COM & LSP Shift Supervisor set up command post. LSP Shift Spvr
(OSC-2) request LSP DCS operator and FO to activate fire fighting system. 1
SECL was burned at left hand & collapsed & LSP OSC call ECC to request
support from LSP. LSP ERT arrive incident location & coordinate with SECL &
HDPE operation to control the scene. After 3 minute, HDPE-BM close all
ESDs & LSP ERT cooling area & the fire under control.
1st Reactor HDPE Plant : Leak & Firefighting Drills at R-201
