1.0 INTRODUCTION

This Inception report is hereby issued by the Consultant, ABP Consult Ltd., in
fulfilment of its obligations under Design Review and Construction Supervision of the
Dawa Industrial Zone (DIZ) Water Supply Project

The report gives a brief outline of the background, objectives, scope of the project,
commencement and mobilisation of the assignment by the Consultant.

The works include the supply and laying of Transmission mains, construction of
intake pump station, water treatment plant, storage tanks and any other facilities
required to ensure that water reaches targeted Dawa Industrial Zone (DIZ).

Detailed engineering designs and Tender Documents were prepared by Messrs


Southern Water Company Limited of Ghana a subsidiary of LMI holdings in
associations with Messrs ASPAC International.

Contract for construction were awarded to the following Contractor for the area
indicated below;
 Messrs John Murphy Construction Company Ltd. – Intake Pump Station, Raw
Water Pipeline, Water Treatment plant, Treated Water Pipeline, Elevated Water
Tank, Mechanical and Electrical installations.

The Consultant was notified of the award of the contract for construction
supervision on 11th September, 2023 and accepted on 13th September, 2023.

1.1 Project Background

The Dawa Industrial Zone (DIZ) Water Supply Project is being developed by LMI
Holdings and will be operated by its subsidiary Southern Water Company Ltd
(SWCL).
To ensure that LMI Holdings can operate and grow their industrial park (2,000 acres)
and offer a reliable and sustainable water supply to future tenants within the DIZ it
is essential to develop the Dawa Water Supply Project. To achieve this, based on a
Technical Feasibility Study, SWCL plan to construct a Water Treatment Plant (WTP)
with initial capacity of 4,000m3 / day located on the outskirts of the DIZ. Raw water
will be abstracted from the Volta River and conveyed to WTP through a 16.5 km
transmission main. Following treatment water will be stored prior to onward
distribution to clients in the DIZ and surrounding areas.

During an earlier procurement process, SWCL commissioned an engineering design


for the project by Messrs. ASPAC International and has subsequently entered into a
FIDIC Yellow Book (Plant and Design Build) Contract with Messrs. John Murphy
Construction Ltd for a Lump Sum Price of US$ 8,914,311.62 to conduct a design
review, construct and commission the Dawa Water Supply Project.

1.2 Brief Description of the Water Supply System

Raw Water Intake/Abstraction

Raw water will be abstracted from the Volta River which flows from downstream of
the Kpong Hydropower Dam through Aveyime Area and finally discharges into the
sea at Ada, approximately 45km south-east of the Park. Abstraction of water will be
by an intake structure to be constructed at a location off the river near Tokpo
Community which is approximately 15 km north of the DIZ. The intake will comprise
a channel through which the water is drawn into a sump.

Raw Water Pumping

Raw water will be pumped from a pumping station, comprising Raw Water Pumps
installed in a pump control room, will be constructed close to the intake sump.
Transmission of Raw
Water to Treatment Plant. Abstracted raw water will be pumped through a Raw
Water Transmission Main, approximately 17.8 km long to the water treatment plant
which will be sited in the north-western portion of the DIZ. Power supply to the
station will be by extension from the High Voltage national grid line running about
100m from the station site.

Treatment of Raw Water

Raw water will be treated by means of a conventional Water Treatment Plant


comprising Chemical Pre-treatment, Settling, Filtration, Chemical Disinfection and
Clear Water Storage Tank facilities. Treated water from the plant will be pumped
from the storage tank at a pumping station to be sited close to the treatment plant
which will also comprise a suction tank and Treated Water pumps installed in a
pump control room. Power supply to the station will be by extension of the High
Voltage service lines installed within the DIZ.
Storage and Distribution of Treated Water

Treated water will be discharged through a Treated Water Transmission Main,


approximately
9.5 km long to feed an elevated Service Storage Tank from which water will be
distributed (part of future phase of works) to consumer facilities in various sectors of
DIZ. Treated water supplied from the water treatment works will also be supplied to
3 No. communities located along the raw water transmission main using a small
diameter water main. Service to consumer facilities will be by direct connections.

Figure 1 shows a schematic layout of the DIZ Water Supply System.

2.0 OBJECTIVES

The primary objective of the assignment is to provide effective and efficient


construction supervision and design review for the Dawa Industrial Zone (DIZ)
Water Supply Project, to ensure that the desired results are achieved and that the
employer achieves value for money with regard to the project. The following are
thus desired:

 To ensure that the contractor(s) execute all work under the project in
accordance with the drawings and specifications, in a safe and
environmentally acceptable manner as specified, and in conformity with the
requirement of the contract.

 To supervise the contractor to protect and secure the interest of the


Employer and to advise the contractor on all issues pertaining to the
successful execution of the contract.

 To manage the project to ensure that it is completed satisfactorily to the


required standard, on schedule and within budget.

2.1 SCOPE OF SERVICES

In order to facilitate the execution of the project JMC requires Messrs. ABP Consult
Ltd to provide engineering consultancy services for the following Scope of Works:

1. Design Review, Verification, related activities and subsequent adoption by


JMC of the Design of all elements of works including all civil, structural, electrical
and mechanical engineering works.

2. Site monitoring of all elements of works including all civil, structural, electrical
and mechanical engineering works, quantity surveying services and environmental
monitoring to assist JMC to comply with the Contractual obligations in relation to:

 Construction of Raw Water Intake;


 Construction of Raw Water Pump House;
 Supply and Installation of Raw Water Pumping Systems, 3 No. 200 m3/hr,
together with associated accessories;
 Laying of Raw Water Transmission Pipeline, HDPE OD 630mm PN 16 approx.
17,800m;
 Supply and Installation of 2 No. Air Blowers;

 Supply and Installation of Chemical Preparation and Dosing Units for Lime
and Alum Dosing together with associated accessories;
 Supply and Installation of Laboratory Equipment;
 Supply and Installation of Hybrid Treated Water Pumping Systems, 3 No. 180
m3/hr, together with associated accessories;
 Laying of supplementary Treated Water Transmission Pipeline, HDPE OD 450
mm PN 10 approx. 9.5 km;
 Supply and Installation of Steel (2,300 m3 capacity) Elevated Storage Tank;
 Construction of Raw Water Receiving Tank;
 Construction of Rapid Mixing and Flocculation Tanks;
 Construction of Sedimentation Tanks;
 Construction of Rapid Gravity Filter;
 Construction of Reinforced Concrete (250 m3 capacity) Backwash and
Headworks Service Tank;
 Construction of Laboratory Building;
 Construction of Sludge Detention Basin;
 Construction of Sites External Works
 Testing and Commissioning of Works

3. Defects Liability Services consisting of quarterly inspections to monitor


operations to verify compliance with the design and inform the Client of any
deviations observed.

3.0 CONSULTANCY CONTRACT

Submission of Proposals

The Consultant was short-listed and advised to submit Technical and Financial
Proposals to John Murphy Construction Limited not later than 9 th August, 2023 at
12:00 GMT.

3.1 NEGOTIATION

Technical Proposal

After negotiation meeting between John Murphy Construction (the Employer) and
ABP Consult Ltd (the Consultant), the following were agreed between the Employer
and the Consultant:

 The Consultant acknowledges receipt of the designs and agrees to carryout


design review, verification of works including civil, structural, and electrical
and mechanical engineering works.

 All key experts shall be physically present to carry out their specific tasks.

 The Employer has no objection to the use of supporting staff but consultant
must show evidence of them being deployed during the project duration.

 The Employer will make available 2No 4x4 Pick-ups Vehicles.

 The Consultant will notify John Murphy Construction Limited of any occurrence of
additional services and additional cost will be at the contract rates.
 The Employer warrants that only VAT, GETFund, NHIL and Covid Levy on
Consultant’s Remuneration will be paid by the Employer on behalf of the Consultant
to Government of Ghana’s Tax authorities.

4.0 EXCUTION OF THE ASSIGNMENT

4.1 Consultant’s Staff

The Consultant shall maintain a permanent supervising staff on site comprising the
Resident Engineers, Civil Engineer, Clerks of Works, Surveyor, Quantity Surveyor.
Additionally, professionals from the Head Office of ABP Consult Ltd. shall have short-
term inputs into the project both on site and Head office.

The following staffs shall be involved in the execution of the assignment as indicated
in their tasks below:

 The Project Manager shall take responsibility for the management and
administration of the project.
 He shall ensure that the works proceed in accordance with schedule.
 He shall liaise with the Employer on all aspects of the project
 He is in charge of quality control.

ResidentEngineer/WaterEngineer–NanaO.A.Takyi

 Monitor and supervise the performance of the consultant’s staff on site;


 Responsible for the water/civil works on site.
 Responsible for checking of all Construction drawings, Contractor’s documentation
and Technical Specifications related to water works

StructuralEngineer–SolomonN.T.K.Oguah

 Responsible for the review of all structural engineering design and shall assist the RE
in the supervision of construction of all structural elements on site.

MechanicalEngineer–K.Amoah

 He shall supervise all mechanical equipment installation on the project.


 He shall also be responsible for quality assurance of the mechanical works.

 He shall supervise all on electrical engineering aspects of the project.


 He shall also be responsible for quality assurance of the electrical works.

 Responsible for reviewing of all environmental and safeguard management


practice and shall assist the RE in the supervision of HSE issues on site.

QuantitySurveyor–M.OAgyemanDuah

 He shall be responsible for the measurement of work executed, check


Contractors valuations, and process them for certification.
 He shall be responsible for the preparation of the Final Account

GeodeticEngineer–G.Agyekum
 Responsible for reviewing of all surveying drawings and data and shall assist
the RE in the supervision of surveying works on site.

4.2 Facilities to be Provided by the Employer

In accordance with the Agreement, the Employer shall supply the following to the
Consultant for site supervision:

 Office, kitchenette and washroom with total floor area of not less than 15m²
with ceiling height not less than 2.75m
 It shall be well ventilated with through ventilation to all main rooms, air-
conditioned and properly weather proofed with the eaves extending a
minimum of 2m;
 All windows shall be glazed, burglar and mosquito proofed and fitted with
sun shades of an approved pattern
 The type and location of lighting and power points and switches shall be
approved by the Consultant. All fittings shall be to British Standard
Specifications.
 2 No. Office desk with chairs;
 4 No. Additional chairs;
 1 No. lockable filing cabinet
 1 No. table top refrigerator

4.3 Documents to be provided by the Employer

Immediately upon signing the Agreement, the Consultant requested for all relevant
documents pertaining to the project from the Employer. These are the documents
from the Employer:

 Copies of the Construction and standard drawings.


 Copy of the contract between the Employer and the Consultant.
 Copies of Securities and Insurances submitted by the Sub-Contractor.
 Copies of Employers Environmental and Social Management Plan.

4.4 Payment to be provided by the Employer

The Consultant shall commence work 7 days after the advance payment is
made .The Advance payment representing 15% of the total fee shall be deducted in
12 equal monthly instalments commencing from month 4 of the assignment.

The Consultant shall submit monthly invoices as follows:

4.5 Reconnaissance Survey and Information Gathering

A reconnaissance survey was conducted on 6th December, 2023 from the Dawa
Industrial Zone entrance to the site designated for the treatment plant and
continued to the Intake Pump Station by the Volta River. This survey was to
determine and familiarise ourselves with the route for the pipeline and identify
obstruction on the right of way of the pipeline route.

4.6 Constraints

As of the report's submission, the Employer had not provided the Consultant the
2No. project vehicles needed for site mobilization.
