ABSTRACT
The study “Comparative Study of the Efficiency of Government and Civil Society
Responses to the Victims of Fire Disaster in Pinagbuhatan, Pasig City” present research
investigates and compares the efficiency of government and civil society to the needs of victims
of a fire disaster in Pinagbuhatan, Pasig City. The aim of the study is to evaluate how
coordinated, quick, and thorough the relief operations carried out by government and civil are.
In order to collect information on response methods, government and civil society qualification,
and overall impact, a homogenous sampling type of purposive sample technique which includes
interviews and document analysis will be applied. The results of this study will advance our
knowledge of the advantages and disadvantages of disaster response, offering important new

CHAPTER I
THE PROBLEM AND ITS SETTING
Introduction
In the Republic of the Philippines, fires present a severe hazard to public safety and
property, and Pasig City is no exception. Several severe fires have ravaged the city in recent
years, causing substantial property damage and displacing citizens (GMA News, 2020;
Inquirer, 2021). The government agency responsible for fire prevention, suppression, and
investigation is the Bureau of Fire Protection (BFP) (BFP, 2019), while organizations from
civil society such as non-governmental organizations (NGOs), volunteer fire brigades, and
community-based organizations (CBOs) also contribute to fire disaster response efforts.
The government is largely responsible for fire prevention, suppression, and investigation
through agencies such as the Bureau of Fire Protection (BFP). The BFP is responsible for
maintaining fire safety compliance, performing inspections, and putting a fire prevention
program in place. To reduce fire occurrences, they are outfitted with firefighting equipment,
trained staff, and emergency response methods. To guarantee a thorough response to fire
catastrophes, government response operations include collaboration with other relevant
authorities, such as local government units (LGUs), police forces, and medical services.
(Calang,2017). The government can take steps in advance and after a disaster occurs to promote
this outpouring of private "charity.”. This can be done by encouraging donations to and
voluntary service commitments to disaster relief organizations. The government might also
simply try to promote a general cultural norm that it is a moral obligation to help one’s
neighbors, community members, or even fellow countrymen in the event of a disaster.
According to Sugarman (2006), the government can take precautionary measures both before
and after a calamity strikes to encourage the outpouring of private "charity" (in terms of both
quality and quantity). This can be accomplished by promoting donations and volunteer service
commitments to disaster relief organizations
Civil Society organizations participate in a variety of activities, including fire safety
awareness campaigns, the formation of volunteer firefighting teams, and the provision of
assistance to impacted communities during and after fires. They are critical in mobilizing

resources, delivering emergency help to victims, and developing community resilience. Civil
society organizations activities are frequently motivated by a sense of community ownership
and empowerment, creating a collaborative approach to fire disaster response. The first is
simply the relative capability of Local governments to respond to civil society's requests. Thus,
under a decentralized system, even if there is political desire to collaborate with civil society,
local governments may lack fundamental resources to do so, such as employees, funds, or land.
Many locations have a particularly strong relationship between the state and capital, and
governments may have considerable economic interests to prevent NGO engagement in
governance (Shatkin, 2000).
This study will evaluate the response times and outcomes of government and civil
society responses to fire disasters in Pasig City. It will also explore the factors that contribute to
efficient response, equipment, and coordination and assess their impact on response efficiency.
Additionally, the study will investigate the adequacy of resource allocation to government and
civil society organizations and identify areas where additional resources may be needed to
improve response efficiency. Through a comparative approach, this study will shed light on the
dynamics between government agencies and civil society organizations in fire disaster
response. The findings will help inform policymakers, emergency management agencies, and
civil society organizations, facilitating evidence-based decision-making and fostering
collaboration for more effective fire disaster management in Pasig City.
Background of the Study
A comparative study of the efficiency of government and civil society responses to the
victims of a fire disaster in Pasig City would involve analyzing and comparing the actions and
effectiveness of both the government and civil society organizations in providing assistance to
the victims. This study would look at factors such as response time, the extent of assistance
provided, coordination of efforts, and the overall impact on the affected individuals and
communities. By comparing the efficiency of the government and civil society responses, the
study aims to identify strengths and weaknesses in order to improve future disaster response
efforts. Barangay Pinagbuhatan is a barangay situated in Pasig City, Philippines. It is one of the
numerous barangays in the city and is primarily a residential area. It is also home to various
churches, schools, and government facilities.

In recent years, fire disasters have become more frequent in Pasig City, causing
significant damage and loss of life. For example, in March 2021, a fire reportedly destroyed
over 100 houses in Barangay Pinagbuhatan alone, leaving hundreds of families homeless. Such
incidents underscore the need for an effective and coordinated response to fire disasters by both
the government and civil society organizations Civil society organizations in Pasig City include
non-governmental organizations (NGOs), community-based organizations (CBOs), and
volunteer groups. These organizations play a crucial role in disaster response by providing
immediate assistance to victims, delivering relief supplies, and helping in the recovery process.
Some of the notable civil society organizations operating in Pasig City include the Philippine
Red Cross, Gawad Kalinga, and Habitat for Humanity. On the other hand, the government
response to disasters is facilitated by various agencies, including the Department of Social
Welfare and Development (DSWD), the National Disaster Risk Reduction and Management
Council (NDRRMC), and local government units (LGUs). These agencies are responsible for
coordinating the overall response efforts, providing aid and support to affected individuals and
families, and overseeing the recovery and rehabilitation process.
However, the effectiveness of both government and civil society responses to fire disasters
in Pasig City has been questioned in some instances. For example, there have been reports of
delays in the delivery of aid, insufficient resources, and mismanagement of funds. Therefore, a
comparative study of the efficiency of both responses can provide insights into how to improve
the overall disaster response in Pasig City and ensure that victims of fire disasters receive the
assistance they need in a timely and efficient manner. (Tupas2023)

The concept of vulnerability was acknowledged as a key focus in lowering
disaster-related losses. gathered the first collection of academic research on vulnerability. and
others sought after vulnerability's promise. Some people criticized the notion for
oversimplifying the issue and downplaying individual accountability.The quantity and intensity
of potential harm to people's functioning and well-being, as well as to social structures, are all
factors that contribute to vulnerability. Individuals may experience negative consequences on
their biopsychosocial functioning that vary from mild to severe, especially if they sustain major

reductions in catastrophe vulnerability. At present there is little we can do to avert natural
disasters, but we can lessen risk. Second, vulnerability refers to and includes all types of
hazards and disasters. Third, vulnerability considers both good (e.g., protective factors) and
negative (e.g., risk factors) social system aspects (Bonanno & Gupta, 2009). Fourth,
vulnerability is determined by a variety of variables representing various disciplines and
occupations. Fifth, vulnerability is always changing and must be assessed on a regular basis.

mitigation to reconstruction.

for, and react to and disaster recovery. Other abilities include the efficient operation of human
services and companies that manage emergencies. More specifically, these competencies
include the availability of responsive client-centered services and access to services case
finding, case advocacy, outreach, case management, case brokering, and recommending a

sufficient number of disaster relief organizations with sufficient resources, including well
compensated personnel and regularly trained volunteers when necessary updated disaster plans

REVIEW OF RELATED LITERATURES AND STUDIES

Fire Disaster
Fires have significant economic and human impacts. The World Fire Statistics
Commission was established in 2012. (WFSC) calculated that the yearly cost of fire losses
worldwide was 1% of global GDP (Velasco,2012). This is comparable to billions of dollars in
direct property damages. Other costs of fires, however, include direct costs (e.g., health care
management of burns) and indirect costs (e.g., lost wages, prolonged care for deformities and
trauma, and commitment of family resources), both of which are significant but difficult to
quantify (World Health Organization [WHO], 2012).

When a chemical reaction is sustained by fuel, heat, and air,
Through the process of oxidation, a fire is produced. Fire is regarded as a need in everyday
existence. Fire is extremely useful when under human control, but when it gets out of hand, it
destroys everything. A fire can endanger one's life, property, or even the economy of a country.
It frequently results in massive economic losses and troop casualties. It is regarded as a
negative event having tangible costs to property and human lives (Urrutia et. al, 2018)
Fire is one of the major human-induced hazards which takes place due to less or no
precautionary measures. According to the official statistics of Bangladesh Fire Service and
Civil Defiance (BFSCD), a total of 19672 fire incidents took place around the country in the
year 2018 from which 6208 incidents took place in Dhaka city. The amount of damage and loss
is very high. A total of 130 people died and 664 people were injured due to fire incidents
around the country in the year 2018. In this paper, an attempt has been made to find out the
vulnerable condition of the study area in regards to fire disasters with specific vulnerability
assessment tools and the existing coping capacity of the people due to fire disasters in the study
area. Considering the objectives of this paper a quantitative methodology was used for
collecting and analyzing data. For assessing the vulnerability of people in terms of fire a
specific questionnaire was developed using the Likert scale. Secondary quantitative data was
also explored to cross-check the findings of this paper and to increase reliability and validity.
For assessing the coping capacity of the people in this paper, a framework has been used to
learn Individual Disaster Coping Capacity (IDCC), Actual Community Disaster Coping
Capacity (ACDCC), and Potential Disaster Coping Capacity (PCDCC) of the study area. In
both IDCC and ACDCC scales the study area marked very low points. In PCDCC the
community marked average to high points. The result represents that the community has the
potentiality to cope with fire incidents if they are provided with knowledge and skills
development support. This study indicates that with proper supports and interventions the
community can develop a satisfactory coping capacity. According to the definition of risk, there
are three components which are hazard, vulnerability, and capacity. If we focus to reduce the
risk of fire, we need to reduce the vulnerabilities and increase capacity. For this reason, taking

different programs and measures to increase the coping capacity of community people will
support mitigating and reducing the impacts of fire. (Masubber Ali Chisty, Md Mizanur Rahma
2020).
Fire is a dramatic disaster not only because of its devastating effects on property and
individuals but also, and above all, because of the panic it engenders in all those who suddenly
find themselves face to face with the spread of flames. In the presence of fire, a certain degree
of panic is the most natural, almost physiological reaction, occurring in every living creature
from insect to man. An initial moment of psychological paralysis is common in all persons,
followed by total inability to think rationally, which in turn leads to acts of instinctive behavior
with a single aim escape to safety. This sequence of actions not infrequently serves only to
worsen the amount of damage caused and to create an even more dramatic and tragic situation.
This may indeed be the only reaction possible in animals, which are purely instinctive, but in
man, who possesses reason, there is another option which at first sight may seem almost
paradoxical: to keep calm and take rational decisions. This can be achieved in one way only:
through information about the risks involved, through understanding of the dangers, and
through instruction about how to behave in case of fire (Masellis M., Ferrara M.M., Gunn S.W.
1992)
Government Response
According to Cambridge University ( 2018 ), the fire victims were not known to hold titles
over the land they used to occupy, but residents cited commitments by the local government to
donate the lot to informal settlers. ire danger was determined not only by building materials but
also by forms of construction, by the everyday uses people made of flame and by wider factors
such as climatic variation and shifts in world trade and consumer demand. It was influenced by
urban social and political change, including the way governments and populations responded to
the risk. Responses to new fire dangers in turn helped change the way urban government
functioned.

to do.” This means that public policy refers to the choices made by any government, whether to
implement or not to implement something. This understanding equates government policy with
government actions and, looked at in this way, every option taken by the government has goals
and objectives to be achieved. This understanding includes the freedom of governments to
choose whether to implement something and also them choosing not to do so. Public policy
seeks to respond concretely to the problems or needs arising in the community, the community
addressed. In addition to the role of government and society, it is also necessary that the wheels
of government run according to the tenets of good governance, in order to support the
implementation of public policy
The County Government as the County Government lacks a structure for inter-agency
collaboration, fire disaster operations need coordination of the various agencies by either the
County Government or the National Disaster Operations Centre. Due to the County
government's insufficient capability for fire disaster management, inter-agency coordination is
required to improve fire disaster management in the city. As suggestions to improve inter-
agency collaboration for fire disaster management, it suggests developing and implementing a
fire disaster management policy; developing and implementing fire disaster management
legislation; fostering partnerships with the private sector through Public-Private Partnerships
(PPPs); and developing an interagency fire management program/plan. Menya, 2016)
Civil Society Response
In actual disaster response activities, civilian businesses and concerned private
corporations provide goods, food, and cash assistance to victims, either directly or through the
NDCC and local government offices. Furthermore, these entities donate labor and equipment
to assist the government in relieving the disaster-stricken population's living conditions. Most
of the time, the local government and the populace are unable to react quickly and provide the
necessary rehabilitation because their primary worry is usually the safety of their particular
families. A situation like this demands the presence and help of the national government in

order to restore order and proper operation of the various essential services required by the
impacted population.
According to Bodin et. al (2023) fire volunteers are defined as more or less formalized
civic, non-professional efforts that routinely execute coordinated measures to reduce the

These fire volunteer groups suppose a social innovation in rural communities that help in their
adaptation to climate change. Going beyond homeowners' preparedness, the actions of
volunteers range from supporting firefighters' efforts, first attack and/or year-round prevention.

will only select twelve participants from the total population, they will be chosen based on the
specific requirements of the study, These requirements include being a victim of a fire disaster
and a resident of Pasig City. The selection process will be conducted with fairness and
impartiality in mind, ensuring that all potential participants have an equal opportunity to be
chosen. Overall, this study is crucial understanding the challenges faced by the victims of fire
disaster. It is hoped that the results of this study will contribute to the development of policies
and interventions that can improve the lives of the victims of fire disaster.Fire victims often

emergency housing, medical care, counseling services, community support, and resources to

SUMMARY OF FINDINGS, CONCLUSIONS AND RECOMMENDATIONS
Introduction
The whole process of research is covered in this chapter. An overview of the entire research
is provided in summary. In tandem with recommendations and ideas for further investigation,
it offers an overview of the key findings and conclusions of the study. The research questions
and findings were the basis for this study's conclusion. The research's objectives and results
became the foundation for the recommendations that were presented in this study.
Summary of findings
Problem no. 2. What did the Fire Victims receive from the Government in Pasig
City
Theme :1 The participants plainly indicate that they would get a response back from the
government over the fire disaster that occurred in Barangay Pinagbuhatan.
Theme :2 From the twelve participants, they stated that after the fire incident in Caliwag, they
got a response, and those in office or under the government made them line up. In short, the
fire victims get a response and help from the government.
Theme :3 Participants in this subject assert that the government provides immediate assistance
and first aid to fire victims who sustain injuries during the disaster. According to Nova
Science (2012), every emergency started at the place, where the occurrence happened.
Therefore, before actually visiting the emergency department, pre-hospital care, first aid, and
on-the-go therapy must all be part of emergency care.
Theme :4 As stated by twelve participants, there were fire victims in Barangay Pinagbuhatan.
They got assistance from the government; this is not only assistance; it was quick assistance,
and they helped get help and go to the evacuation center.
Theme :5 The fire victims in Barangay Pinagbuhatan state that the government gives them
money and groceries for assistance and relief after the incident. As per Balbin (2020), for the
victims of the fire, NHA provided them with two options: apply for low-cost housing in its
resettlement region or use the money to purchase building supplies for their homes. The
disbursement of money is a remedy for the fire event. Also, the fire victims say the
government did not abandon them because they were helped, even though many families were
affected by this disaster.

Theme: 6 Based on the fire victims that the researchers interviewed, they said the
government provides an evacuation area for fire victims in Caliwag, Pinagbuhatan.
Problem no. 3. What did the Fire Victims receive from the Civil Society in Pasig City
Theme :7 The twelve participants who were victims of fire in Barangay Pinagbuhatan said that
they got a response from civil society after the fire incident in Caliwag Pinagbuhatan.
Theme: 8 Based on the answer of the participants, the response of the civil society is late due to
lack of personnels to consider “hindi naman o wala namang ganong karami ang mga
voluntary” in this theme the civil society has there to give some response despite their small
size.
Theme: 9 According to the answers of the participants on table 16, the civil society gave first
aid kits, and other necessities. They also gave assistance on distribution of relief.
Theme: 10 According to the majority of participants we spoke with, civil society helps the fire
victims by providing first aid assistance for the burn-injured and emotional support.
Additionally, they assisted and collaborated with government workers to handle the victims'
assistance and supply distribution. They are among those who contribute to the seamless
provision of services to individuals. The other participants retorted that since they weren't
home when the fire broke out, they didn't receive any assistance from the community. Fire
Victims are confronted with enormous challenges in their recovery process on a physical,
emotional, and spiritual level. Despite the magnitude of trauma, there has been a dearth of
research exploring survivors’ perception of their experiences. (Dhaaniv-society, 2001)
Theme: 11 Most of the participants answered that civil society gave them clothes and groceries.
A few responded that they did not receive anything from them. Others replied that they were
also given money to buy their needs. The City Social Welfare Development Office (CSWDO)
on Friday urged Dabawenyos to identify the needs of fire victims and to donate clothes that
they can use. While the evacuees are still in the evacuation centers relief foods will help them
survive on a daily basis. Major disasters always require a huge amount of support to provide
both immediate relief and recovery, so once recovery and immediate relief assistance work is
complete, this fund will transition to support longer-term recovery efforts. (Children's Joy
Foundation, Inc, 2014)
Theme: 12 According to the participants, they received a monetary sum that exceeded the value
of the groceries and clothes provided to them. "This observation raises questions about the

financial dynamics of the assistance program and may lead to inquiries about the intended use
of the excess funds" (Palaubsanon2024). Understanding the participants' perspectives on how
this financial assistance impacts their recovery and rebuilding efforts would provide valuable
insights into the effectiveness of the support provided.
Problem no. 4. Why are Fire Victims qualified to receive from the Government in Pasig
City
Theme: 13 Base on the participants, in the aftermath of a fire disaster, the government
instructed the victims of fire to gather at the covered court to receive relief goods. This
centralized distribution point suggests an organized effort to streamline aid delivery and
efficiently provide essential items to those impacted by the tragedy. The choice of a covered
court as a distribution location may indicate considerations for weather conditions or logistical
convenience in ensuring that the relief efforts reach the affected individuals promptly and
effectively.
Theme: 14 As mentioned by the participants of Caliwag st. Barangay pinagbuhatan Pasig City,
there are no qualifications for the government to respond to the victims of fire. They stated
that as long as you're a victim of fire they are willing to help. Though they need a photo of the
burned house, other than that they asked for nothing.
Theme: 15 Based on the answers of the participants, the government requires nothing but the
inspection of the house. To see the damage also to serve as proof that they are victims of fire.
Anything other than the house inspection the government give assistance to the victims of fire.
Theme: 16 Barangay Pinagbuhatan participants said that receiving help does not entail meeting
government requirements. The government lacks the necessary authority to aid fire victims,
according to the majority of participant responses.
Theme: 17 The fire victims stated that they must have a fire victim in Caliwag, Pinagbuhatan,
in order to receive a response from the government. They also caused the property's damage or
downfall.
Theme: 18 All participant said that the government does not require any qualifications in order
to provide victims with relief. Since they resided in the burned region, they received
immediate warning. It is reported that no documentation was required to establish their
eligibility as victims of this disaster.

Problem no. 5 Why are Fire Victims qualified to receive from the Civil Society in Pasig
City
Theme: 19 Every participant said that the civil society did not request any credentials in order
to offer their assistance. It is stated that because they are aware of how much they need
assistance, they give without expecting anything in return to establish their victim status.
Because of the struggles they have endured, it is believed that their generosity is voluntary and
that there is no need for anything more. They voluntarily and promptly provide aid to the
victims, particularly when they are in dire need.
Theme: 20 The participants who experienced a fire disaster answered that the prevailing
sentiment is that there are no specific qualifications for receiving relief goods. The emphasis is
on being a victim of the fire disaster, implying an inclusive approach to assistance. This
observation suggests a recognition of the immediate and urgent needs of those affected,
prioritizing support without stringent eligibility criteria. Such an approach reflects a
compassionate response to a crisis, focusing on providing aid to individuals impacted by the
fire regardless of other factors.
Theme: 21 The participants who endured a fire disaster, there appears to be an
acknowledgment that there are no specific qualifications needed to receive a response from the
government. The primary criterion mentioned is the loss of homes due to the fire. This
underscores a compassionate and immediate approach by the government to address the needs
of those affected, without imposing strict eligibility criteria. The focus on the impact of the fire
on housing suggests a recognition of the urgency and severity of the situation, emphasizing a
swift response to assist individuals in rebuilding their lives.
Theme: 22 As stated by the participants of Baranggay Pinagbuhatan Pasig City, the assistance
given by the civil society has no qualifications. Due to their voluntary service the assistance
will be given with no qualifications. The civil society organizations are also required to assist
during times in need. All based on R.A. 10121 section 7 of 2010, The power of the NDRRMC
Chairperson. - The Chairperson of the NDRRMC may call upon other instrumentalities or
entities of the government, as well as nongovernmental and civic organizations, for help in
terms of the utilization of their facilities and resources for the protection and preservation of
life and properties in the entire range of Disaster risk mitigation and management. Thus, the

civil society is also required to give assistance on distribution of resources to the victims of
fire
Theme: 23 As claimed by the participants of Caliwag st Barangay Pinagbuhatan Pasig City,
there are no qualifications needed for the assistance of the civil society. The participants also
stated that as long as you're a victim of the fire, as long as you're at the evacuation area, the
civil society will give assistance.

assistance. The victims of the fire just had to wait in line in a covered court to get clothing or

receive assistance or a reaction. Under the auspices of non-governmental organizations
(NGOs), the civil society can get assistance whenever and wherever needed.
Theme: 26 The awareness program for the fire victims was implemented, and the participants
reported that it was successful since they gained a lot of knowledge that would be useful in
similar situations. They have also benefited from the strengthening of the people's unity and
coordination. Many others paid attention because, given the pain she had experienced, we
truly needed to learn this. They claim that this is the first step in defending their family and
themselves. When developing comprehensive disaster management strategies, it is important
one considers lessons learned from the past disasters, and that one develops sustainable
solutions embracing indigenous traditions. Natural, as well as man-made, disasters continue to
destroy our cultural heritage. There is a significant amount that can be learned by studying
these events and what led to these significant losses. This includes understanding why fires
started, how they progressed to such a significant magnitude, what failed, what worked so one
can better prepare a disaster mitigation plan to help not only pre- venting fires, but limiting the
extent of loss should a fire occur (Marrion, 2016)
Theme: 27 According to the participants, additional programs like this one should be
implemented to widen people's perspectives and stop these kinds of situations. When there is a
seamless service flow and the victims are satisfied, the government's help for them can be

improved. He claimed that while many people make unintentional mistakes, the victims'
complaints can also be heard for their flaws and they can find a method.
Theme: 28 According to the participants of the Barangay Pinagbuhatan Pasig City is located,
the assistance they received from the government was effective. in immediate assistance, in
plans for assistance, and in assistance in providing relief goods. They also gave programs
about awareness, so that they will be aware in the future.

programs to the fire victims is very effective. also according to the victims, their thinking and
expenses also decreased because of what the government gave. their collab with other
organizations has also been very helpful so that they can help more people.
Theme: 30 According to the participants in this discussion, the government launched a fire
safety initiative or awareness campaign following the Pinagbuhatan fire catastrophe. Effective
government help in the wake of wildfires is a key component of assuring the safety, well-
being, and rehabilitation of communities affected by these tragic disasters. Additionally, the
participants expressed their belief that the government should provide relief products to the
victims of the fires. A prompt and all-encompassing government reaction is required since
wildfires have the potential to do severe damage to landscapes, destroy houses, and uproot
whole communities. The efficiency of government aid is determined by its capacity to meet
urgent need, promote healing, and put preventive steps in place to lessen dangers in the future.

Theme: 31 The government, according to participants in Barangay Pinagbuhatan, has put
programs in place to stop fire incidents in the barangay. These programs are carefully designed
to provide timely and focused assistance, demonstrating a commitment to lowering immediate
hardships while laying the groundwork for long-term recovery. The efficacy and efficiency of
these relief efforts are facilitated by many fundamental ideas. In addition, the government will
design and implement a plan to deal with the fire tragedy that occurred in Barangay Caliwag,
Pinagbuhatan, Pasig City.
Theme: 32 The statement indicates that, according to the participants, the government
responses have been effective in addressing the aftermath of the calamity. This positive
assessment suggests that the government's actions, whether in terms of relief efforts,

coordination implies a community-focused strategy, recognizing the importance of collective
efforts in mitigating the impact of disasters. This collaborative approach aligns with the
principles of effective disaster management and community resilience.
Theme: 34 Based on participants answers to the researchers. The civil society has no
seminar or awareness for the fire victims in Pimnagbuhatan. But civil society provided
help and relief goods for the fire disaster after the incident in Pinagbuhatan, Pasig
City.
Theme: 35 The majority of participants reported never having been invited or attending a
program on fire catastrophe awareness. They claimed they were unaware of any initiatives
taken by civic society to address and disseminate information about similar incidents. It's said
that workshops and seminars on this subject are solely carried out by the government. The
other participants said that they were only invited and declined the invitation because their
jobs required them to be present.
Theme: 36 As stated by the participants, the civil society implemented a program that increases
the awareness of the fire victims. Based on the answers of the participants, the said program
was not announced properly because some of the participants have no idea about the program
implemented.

The researchers also learned about and compared how the government and civil
society respond, assist, and support the fire victims or the people living in
Pinagbuhatan, Pasig City, after the aid and relief provided by these entities.
1. The study indicates that the fire victims in Pasig City received multifaceted
assistance from the government, encompassing financial aid, housing support, and
medical services. While these interventions showcased a proactive approach, the study
also identified areas for improvement, such as the need for streamlined communication
and more efficient coordination in delivering relief.
2.The findings suggest that the victims of the fire disaster in Pasig City experienced
limited relief, assistance, and response from the civil society sector. The study
highlights challenges in the effectiveness of civil society efforts, with some victims
expressing dissatisfaction with the level of support received, the victims of the fire
were not very satisfied on what they received from the civil society but they were still
thankful on what they received such as clothes and can foods.
3. According to the victims of fire disaster there is no qualifications to show that they
are qualified to receive a relief from the civil Society. Factors contributing to these
shortcomings may include resource constraints, coordination issues, or gaps in
communication. As a result, there is a clear need for the civil society to reassess and
strengthen its strategies for providing timely and substantial assistance to fire victims.

In connection with this, the researchers would like to recommend the efficiency of
government and civil society responses to the victims of the fire disaster in Pinagbuhatan,

frequent exercises and simulations.

Appendix J. Activity Plan
Likas Ang May Alam; Sunog Mapupuksa Gamit Ang Kahandaan
As a student researcher, the actions and efficacy of both the government and civil society
organizations in giving responses to the victims of a fire disaster in Pasig City will be analyzed
and compared as part of a comparative study of the efficiency of government and civil society
responses to the victims. The researchers aim to pinpoint the advantages and disadvantages of
government and civil society actions in order to enhance future disaster response initiatives.
Also, the researchers want to increase knowledge during a fire disaster and what people can do
to avert natural disasters and lessen the risk.
The overall timeframe for this activity is approximately beginning on Feb 26, 2024 and
will start at 10:00 AM until 1:00 PM. This activity aims to reach fire victims from Barangay
Pinagbuhatan, Pasig City. The researchers would like to cooperate with different sectors and
groups that will be able to help with the implementation of the stated project "LIKAS ANG
MAY ALAM; SUNOG MAPUPUKSA GAMIT ANG KAHANDAAN". Researchers hope to
speak with residents of the barangay, particularly the fire victims, as they feel this community
lacks comprehensive and accurate information about what to do in the event of a disaster and
how risky it is.
In conducting this seminar, we have been assured of the approval of our honorable mayor,
Vico Sotto, along with the councilors. There are also professional firefighters, as they will give
knowledge to the residents of the manufactured. This proves that this project has achievable
lessons that are available and can be taken anywhere. This project will not be successful
without funds, therefore the groups decided to have a siltation and also advertisement from the
government to gain sponsorship from different sectors that have similar goals as the following:
